- Minutes of the previous meeting and matters arising from the minutes – ADOPTED signed by Cllr A Gray.
- Matters arising: Cllr R Daw to ask Allington residents if they would like to support and help fund a defibrillator/case. Allington residents are happy to host but declined to help purchase it. A defibrillator will require funding for on-going maintenance and the cost of installation needs to be established. ACTION: Cllr R Daw. Cllr D Tilley & Cllr K Gay – to discuss relocation of safety barrier with affected resident. – There is now raised bank and curb stones at the proposed location so the safety barrier will longer not fit. Councillors decided that the Wiltshire Council Rights of Way warden Paul Millard should be consulted. ACTION: Cllr D Tilley.

- PPC Churchyard – Cllr D Tilley – Nothing to report.
- Cemetery – Cllr. T Hollister – Local farmer has agreed to remove spoil heap. iDvere will be trimming the Yew Trees.
- Village Green – Cllr. K Gay – The playground has had its annual RoSPA inspection, all satisfactory.
- Village Hall – Cllr. T Hollister – Cllr T Hollister is arranging fire training.
- Pre-School – Cllr. R Daw – The preschool is looking for a new chairman & secretary.
- Glebe Field and Allotments – Cllr. A McDonald – ACAS Chairman explained the allotment rules and notice of plot conditions given to any allotment tenant who fails to keep their plot in good condition. iDverde will be cutting back the hedging around the Glebe field and on the roadside.

- School – Cllr. M Crossman – The new in take of children have settled in well.
- Footpaths – Cllr. K Gay – Cllr K Gay has trimmed the hedge next to Sheep pool path.
- Allington – Cllr R Daw – Nothing to report
- Concert at the Kings – Cllr T Hollister – Nothing to report
- Parish Steward requests – No requests. Clerk has reported the incomplete and slow repair of the damaged sign for Echilhampton on Lipgate road and requested various gullies in the village be emptied.
- Planning applications: 19/10367/TCA fell Holm Oak at Oak Tree Cottage – Councillors RESOLVED - no objection.
- Review of allotments and tenancy agreements - Covered in reports.
- Fresh quotes for Glebe field to include legal waste removal – DEFERRED
- Phone box weather proofing – missing glass pane. ACTION: Cllr A Gray.
- Should dogs be banned from play area of the Green? - After much discussion Councillors decided that activities on the Green should not be curtailed because of the actions of a few inconsiderate dog owners. Councillors RESOLVED that dogs would not be banned.
- A resident in conjunction with the Woodland Trust would like to plant 80 trees around the village. Councillors decided that the resident would be invited to supply a plan of the trees to be planted and locations to be considered by the Parish Council. ACTION: Cllr D Tilley.
- Review of grass and tree cutting contracts. Councillors decided that Cllr D Tilley would assess if the current contract is effective. ACTION: Cllr Tilley.
- Repainting of benches, goal posts and play equipment – do we need a contractor? Councillor’s decided that quotes should be acquired for the work. ACTION: Cllr A Gray.
- Correspondence and administration: A complaint has been received from a resident regarding the noise level of outdoor weddings during the summer. ACTION: Clerk to write to residents of the property hosting the weddings.
- All Cannings Church have requested £50.00 donation towards wreath. APPROVED
- A sub committee is required for precept budget planning: ACTION: RFO, Cllr A Gray & Cllr A McDonald.
- Closed item – clerk hours. APPROVED. ACTION: RFO to speak to payroll.
- Whole council training; two hours of an evening (Monday to Thursday) covering roles and responsibilities, laws and procedures, 1-10 attendees @ £200 + mileage + VAT. Councillors agreed to training and requested a date during the last two weeks of February. ACTION: Clerk to book.
- Finance: Payments have been made to iDverde £394.20. RFO expenses £38.00. Cllr A Gray web hosting expense £20.40. SLCC training for Clerk £118.80. Clerk & RFO salary. Balance of accounts: £18,631.31

- Minutes of the previous meeting and matters arising from the minutes - signed by Amy Gray
- Matters arising: Cllr A McDonald has spoken to the Gardening Club and they have agreed to prune the fruit trees in the Community Orchard. Cllr A Mc Donald also has some quotes to replace Glebe field but due to inconsistences in fence length, the quotes will be returned for revision. Cllr A Gray has not been able to contact Community Services for help to repaint goal posts. Cllr R Daw to ask Allington residents if they are willing to support/contribute towards a defibrillator installation. Cllr D Tilley has reminded the contractors to trim back the Glebe field hedge and cemetery Yew trees. Clerk to investigate the cost of whole council training.

- Village Community Store- Cllr. A McDonald – The wooden shelter for the milk dispensing machine has been erected at the village shop.
- PPC Churchyard – Cllr D Tilley – The church roof is to be made water proof for winter.
- Cemetery – Cllr. T Hollister – Local farmer has agreed to remove spoil heap once the maize has been harvested.
- Village Green – Cllr. K Gay – The playground has had its annual RoSPA inspection and we await the report.
- Village Hall – Cllr. T Hollister – The village hall committee requires potential users of new audio-visual equipment to be trained in its use.
- Pre-School – Cllr. R Daw – Nothing to report.
- Glebe Field and Allotments – Cllr. A McDonald – Fresh quotes to replace fence required as current quotes too vague, no mention of fencing to left of gate.
- School – Cllr. M Crossman – Parents have complained about dog poo around play equipment on the Green, they were informed about the new signs created by the school children asking people to clean up after their dogs.
Dog poo is a persistent problem due to inconsiderate dog owners; Wiltshire council will prosecute if evidence is provided.
- Footpaths – Cllr. K Gay – the hedge alongside Sheep pool path needs trimming.
- Allington – Cllr R Daw – Nothing to report
- Concert at the Kings – Cllr T Hollister – Nothing to report
- Parish Steward requests – All – Some white lines have been repainted but incomplete due to wet weather. No requests.
- Planning applications: 19/08812/FUL 24 The Street, AC, two storey side extension – Councillors RESOLVED - no objection.
- Fly tipping in the Glebe field, persons unknown has dumped large amounts of soil waste around the edge of Glebe field. A resident observed someone with a wheel barrow transporting soil so it is probably a local fly tipper. Cllr P Whitehead mentioned that the Wiltshire Council has recently prosecuted several fly tippers and that they will be putting more resources into resolving this growing problem. Councillors RESOLVED to mailshot Tumlins and Chandlers Close explaining that all fly tippers will be prosecuted.
- Asset register review - Work has been done to update the asset register. Councillors RESOLVED to approve the review.
- Risk assessment review – Reviewed to ensure all risks are minimised. Cllr A McDonald to be the nominated councillor to check Parish Council bank statements and payments. Another set of noticeboard keys to be cut for Chair to hold. Councillors RESOLVED to approve the review.
- Safety barrier relocation – Council will require permission from the affected resident to relocate the barrier – ACTION Cllr D Tilley and Cllr K Gay to speak to the resident.
- Staff appraisal and review – Councillors expressed satisfaction with the work of the Parish Clerk and RFO – ACTION: RFO to look into pension for officers.
- Correspondence:
- A resident has complained about high water pressure in the village. Councillors discussed this issue and concluded that the water pressure varied through out the village and that it was up to the individual residents to make the necessary adjustments.
- The future of domain names: allcannings.org and allcannings.com. Currently paid for by Cllr A Gray. Councillors RESOLVED that Cllr A Gray would transfer the domain names to ACPC.
- Payment for extra hours if more research is required to establish original costs of registered assets – Councillors RESOLVED that sufficient work has already been done to update the asset register.
- Finance: payments have been made to iDverde £382.72, Village Hall £10.00 Clerk expenses (ink) £37.98, RoSPA £136.80, David Owen £72.00, HMRC £27.40, Clerk and RFO salary. RFO requires a single drawer lockable filing cabinet for ACPC finance documents.
- AOB: Put out a request for volunteers to repaint goal posts and benches on Facebook.

- Co-option of councillor - Mathew Crossman was co-opted as a new councillor to fill the vacancy left by Cllr S Butcher’s retirement.
- Minutes of the previous meeting and matters arising from the minutes - signed by Amy Gray
- Matters arising: Cllr T Hollister – is awaiting a sign for the floral bank. Cllr A Gray wrote to Savills regarding the fence between the Glebe field and Chandlers Close, but Savills refuse to accept responsibility for the fence on behalf of the Salisbury Diocese. The housing association also declined to accept responsibility for the fence. Cllr K Gay has inspected the benches on the Green, they require pressure washing before staining. Price for a skip has proved to be prohibitive and community skip proposal unworkable due to potential dumping of hazardous waste and overfilling of the skip. Cllr A McDonald to speak to Gardening Club about pruning the fruits in the Community Orchard.
- Reports:
- Village Community Store- Cllr. A McDonald – The Village Shop has won a grant towards the drainage work from the Calor Gas Community Fund.
- PPC Churchyard – Cllr D Tilley – the garden of remembrance has a broken fence post due to escaped cattle. The farmer has agreed to make good.
- Cemetery – Cllr. T Hollister – Cllr K Gay has made some robust graveyard markers to be installed shortly.
- Village Green – Cllr. K Gay – Cllr K Gay has repaired a broken post on the play equipment. Due to vandalism and the loss of the harness for the special needs swing chair, the harness will need to be replaced at the cost of £62.50 plus £10.00 delivery.
- Village Hall – Cllr. T Hollister – The new AV equipment installed in the village will be ready to use within weeks.
- Pre-School – Cllr. R Daw – The preschool held a successful BBQ.
- Glebe Field and Allotments – Cllr. A McDonald – A resident has reported that a car is regularly parking in the Glebe field, not an allotment holder.
- School – Cllr. R Daw – Dog poo signed created by the school children will be printed at a cost of £60.00. Cllr M Crossman will take on responsibility for the school liaison.
- Footpaths – Cllr. K Gay - Cllr K Gay has done a lot of strimming along the footpath verges and will request that the owner trim the hedge alongside Sheep pool path. Cllr K Gay & Cllr A Gray raised concern that the safety barriers installed on the footpath near to Chandlers Lane are not fit for purpose and need to be relocated.
- Allington – Cllr R Daw – The Oram family is happy to host a defibrillator on the wall of one of their outbuildings. ACTION: Cllr R Daw to ask if Allington would like a defibrillator and if any of the residents would like to make a contribution towards the cost?
- Concert of the Kings – Cllr T Hollister – The Concert of the Kings has made a donation towards flowers and planters.
- Parish Steward requests – All – none.
- Cutting back of the hedge around the Glebe Field & Yew trees at the cemetery ACTION: Cllr D Tilley to remind iDverde.
- Budget for the refurbishment of benches on the Green, Pound and Pond. Volunteers will be needed. RESOLVED: to allocate £50.00 for stain and brushes.

5. Reports:
a) Village Community Store- Cllr. A McDonald – The village shop committee are looking for grants to connect the village shop the main sewerage system.
b) PPC Churchyard – Cllr D Tilley – The village barn dance to raise money to replace the church roof lead was well supported and raised about £1000.00.
c) Cemetery – Cllr. T Hollister – there is a slightly wobbly headstone but it is deemed safe for now.
d) Village Green – Cllr. K Gay – a resident said that the benches on the green look a little tired and need of refurbishment and that a tree on the green appears to have died. ACTION: Cllr K Gay to inspect.
e) Village Hall – Cllr. T Hollister – nothing to report
f) Pre-School – Cllr. R Daw – a resident (secretary to preschool) said that the preschool is doing very well.
g) Glebe Field and Allotments – Cllr. A McDonald – Has communicated with Simon Ferris at the Salisbury Diocese. They require a plan of the Glebe field to decide who is responsible for the broken-down fence. ACTION clerk to send plan.
Cllr A McDonald has approached two builders for quotes to replace the fence, now awaiting quotes.
h) School – Cllr. R Daw – nothing to report.
i) Footpaths – Cllr. K Gay – a resident with a property backing on to footpath 14 has claimed ownership of the land next the footpath behind their house and fenced it. Cllr P Whitehead said it will be hard to challenge if the land is in their name at the land registry. The council should check the distance between path and fence to see if it is legal.
j) Allington – Cllr R Daw – nothing to report.
k) Concert of the Kings – Cllr T Hollister – has emailed the directors for confirmation of donation towards the village flowers, awaiting response.
l) Parish Steward requests – All – ACTION: clerk to report damaged road sign via app.

7. Election of vice chairman – no nominations, so no election.
8. Register of interests – discussed at length to clarify. RESOLVED that the clerk would be the monitoring officer.
9. Register of assets – War memorial needs to be added and insured - deferred for sub-committee to complete.
10. Community Asset Register – Council discussed possible nomination of the Village Hall and the Church and the pub as community assets. It was felt that both the church and village hall were already protected. Cllr P Whitehead pointed out that they could be nominated later if it was felt to be necessary. Council RESOLVED to apply for the village pub to be registered as a community asset.
11. Training: officers and councillors – deferred. ACTION: clerk to assemble list of available courses.
12. Correspondence and administration
a) A resident has asked if the village could have a community skip to help residents unable to get to the recycling centre? Cllr P Whitehead says that Urchfont village successfully offer a skip for a few hours on a weekend. ACTION: Cllr K Gay to get prices.
b) A resident has suggested getting sponsors for planters around the village and would like a letter from the council supporting her requests for sponsorship. Cllr D Tilley suggested that the resident apply for a grant for plants and pots. Councillors RESOLVED to discuss the matter at the next meeting.
13. Purchase of clerk reference material – Local Council Administration by Arnold Baker, approx. cost £115.00. Councillors RESOLVED to purchase the book.
14. Finance:
a) Cllr A McDonald with the RFO K Asbury completed an internal audit of the Parish Councils accounts and concluded that the accounting systems are completely satisfactory.

Held at All Cannings Village Hall on 29th May 2019
Present: Cllr A Gray, Cllr P Whitehead, Cllr S Butcher, Cllr T Hollister, Cllr D Tilley, Cllr K Gay, Cllr A McDonald, Cllr R Daw.

Meeting was opened by Cllr A Gray at 7.30pm
- Election of the chair. Cllr D Tilley nominated and councillors voted to elect Cllr A Gray as chair. There were no nominations or volunteers for the position of vice chair. Councillors RESOLVED to defer the election of a vice chair.
- Assignment of councillor’s responsibilities: Due to a councillor’s resignation; Cllr T Hollister has assumed responsibility for the Village Hall, cemetery and Concert of the Kings. Cllr R Daw has assumed responsibility for Allington and All Cannings Primary School.
- Book all meeting dates for the year. The future meeting dates were ADOPTED.
- Cllr Gray welcomed public.

- Reports
- Village Community Store – Cllr. A McDonald – The shop is asking for people to vote their request from Calor Gas Community Fund for a grant for drainage, the grant could be worth £5,000. The shop has already secured £10,000 from the lottery fund and will be applying to the Wiltshire Community Foundation.
- PCC: Churchyard – Cllr. D Tilley – nothing to report
- Cemetery – Cllr. S Butcher – Has put fresh plants in planters. There has been a complaint about condition of cemetery, contractors may have been late cutting the grass. There is a need for markers in the cemetery to show rows and grid. ACTION: Cllr A Gray.
- Village Green – Cllr. K Gay - nothing to report
- Village Hall – Cllr. S Butcher – The Kings Arms have offered a projector for use in the Village Hall. ACTION: Cllr D Tilley to inform village hall committee of the offer.
- Pre-School – Cllr. R Daw – nothing to report
- Glebe Field and Allotments – Cllr. A McDonald – The fence between Glebe field and Chandlers Close is in a very bad condition. ACTION: Cllr A McDonald: to get quotes for replacement and ask the diocese if they would accept a hedge being planted along a new fence. Other hedges around the field boundaries need trimming, need to wait for nesting birds to fledge. Should be cut in August. ACTION: Deferred to July meeting for hedge trimming. Cllr T Hollister has arranged for sign to be made for the flora bank on a piece of timber supplied by Cllr K Gay.
- School -Cllr. S Butcher – The AC Primary School children have made artwork for dog poo signs to be placed about the village. ACTION. Cllr R Daw to get quotes for to have signs made up.
- Footpaths – Cllr. K Gay – Has been strimming footpath verges.
- Allington – Cllr. T Hollister – Cllr T Hollister has a quote for a defibrillator for Allington of £1758. Case £560 + £660 + grant application. Councillors decided that until a location can be decided on for the defibrillator no further action can be taken. ACTION: Cllr R Daw to ask the Oram family if a defibrillator could be sited on one of their barns.

- Review of Standing Orders – the revised standing order were ADOPTED
- Review of Financial Regulations – the revised Financial Regulations were ADOPTED
- Review of Asset register and adding the war memorial. – review deferred to next meeting. ACTION Cllr D Tilley to investigate the value of the war memorial. ACTION: Cllr A Gray, RFO and Cllr T Hollister to review asset values.
- Grant application from the Village Hall for £750.00 towards the new audio-visual system. Councillors RESOLVED to offer £500.00 as a grant toward AV equipment for the village hall. ACTION: Cllr D Tilley to inform the Village Hall Committee.
- A resident has asked if the fruit trees in the Community Orchard can be pruned professionally ACTION: Cllr A McDonald to ask if gardening club if they can help.
- The fence between the Glebe field and Chandlers Close is in a poor state of repair. ACTION: Cllr A McDonald to get quote for replacement fence.
- Paint and brushes required for the goal posts and bench on the green. Cllr S Butcher has paint brushes. Councillors RESOLVED to spend £60.00 on paint, brushes & wire brushes
- Repair and restoration of phone box, a resident has made suggestions about fixing up the phone box – inside ceiling is flaking and paint is falling on the books. A broken pane is letting in rain in and damaging books. The Concert of the Kings has donated £100 toward phone box maintenance. ACTION: Cllr A Gray.
- Audit of grit bins – winter preparation. – ACTION: Cllr A Gray to request grit.
- Correspondence and administration
- The school has been given permission to use the Glebe Field for parking for: Summer Fayre on 7th June & sports day 18th or 20th June, subject to the weather and field being dry. ACTION: Clerk to request that the school encourages parents to use the field (when made available) and not to use the roads and pavements for parking.
- Sim only plan for Clerk phone. Councillors RESOLVED to acquire Tesco phone contract at £7.50 per month.
- Application for a double grave plot from former resident. Councillors RESOLVED to charge residents fee.
- A resident informed the council that the current issue of CPRE magazine has an article on All Cannings
- Councillor S Butcher announced her retirement after twenty years of service to the All Cannings Parish Council and a long history of the Butcher family’s service to the District and Parish Council. Cllr A Gray thanked Cllr S Butcher on behalf of the council for her many years of service, advice and knowledge.
