REPORTS FROM COMMITTEES
Village Community Store/Post Office: Newsletter has been distributed to all houses in All Cannings, Allington and Stanton St. Bernard, giving an update on progress and the need for village support for the project.
A Public meeting will be held in the Village School on Thursday 25th September.
Village Hall: Chairman has advised that there are no funds available for a contribution towards of the cost of sharing a new notice board with the Parish Council.
Village School: Clerk to write to Mrs. Julia Roberts congratulating the school on their recent achievements.
PCC: Clerk has replied to correspondence from the Rev. Sallyanne Attwater regarding the standard of maintenance in the Churchyard, advising that the matter will be discussed at the Parish Council meeting on 24th September. Clerk to advise that a meeting will be arranged with the Wiltshire Wildlife Trust, at the Churchyard.
Village Green: Repairs to basketball pitch, seat and see-saw required.

The main issue to be the effect of the proposed development on the character and appearance of the All Cannings Conservation Area.

AUDIT COMMISSION
Clerk presented the Annual Return for the Financial Year ended 31 March 2003, as required by the Audit Commission. The Internal Auditors David Owen & Co. have audited and approved the Accounts. The Accounts were approved by the Parish Council and will be forwarded to Mazars, appointed by the Audit Commission as External Auditors.
The Bank Reconciliation is enclosed with the minutes.
Parish Lengthsmen: Will be in All Cannings 08/09 October. Clerk to advise
areas requiring attention.
KDC: Community Cleansing Grant: Amendment to the Parish Litter Grant. Application form received for 2004/2005.
KDC: Re - All Cannings Parish Council: Vacancy for a Parish Councillor caused by the resignation of Sally Bishop.
AC Pre-School: Equipment to be stored in the Village Hall from 29 October to allow maintenance work to be carried out in the store room. Assurance that the work will not disturb the Parish Council meeting on that evening.
KDC: Mr. Brad Fleet to take over as Director of Community Service due to the retiral of Mr. Ron Crook.
WCC: Merlin Local Information: Request for details of councillors from our Parish, to be entered on their database.
MORI: Survey of Members and Officers 2003.
KDC: Housing Strategy Update.
KDC: Wiltshire Draft Compact.
Cemetery/School: Beech hedge to be trimmed.
All Cannings Archaeological Dig: Permission for funding granted after discovering ten times the area expected. Dig will now cover a four-acre site, having revealed Iron Age archaeology.

Village Community Shop: Plans and estimated costs received. Cost will be approximately £100,000. Committee meeting to be arranged to discuss proposals and to confirm progress. Newsletter to be distributed in the village giving an update on progress and to outline the need for contributions towards the cost of establishing a village shop.
Village Hall: Work to commence on new toilets, changing rooms and showers.
New notice board: Clerk to contact Paul Oakley, Chairman regarding sharing the cost with ACPC.

The proposed car parking area because of its scale and location represents an intrusive form of development in the countryside and North Wessex Downs Area of Outstanding Natural Beauty. The development will be harmful to the landscape quality of the area and to views into the adjacent All Cannings Conservation Area.

Parish Lengthsmen Scheme: Clerk reported that all work carried out according to schedule. Clerk to write to Wiltshire Highways on behalf of the council, to express their appreciation regarding the standard of work carried out on paths throughout the village. Townsend sign to be replaced.
South Farm: Correspondence received from WCC regarding the request for signs to be erected. Many farms and small businesses have erected nameplates on their own land, at their main access points. As these signs are erected off-highway they are not bound by the design rules of the Traffic Signs Regulations and hence can be made smaller and from cheaper materials. Given that the access to South Farm is from a C class road they have suggested that this would be an appropriate way forward for the Farm Manager to pursue, although proposals should first be sent to the Planning Office for approval.
Village Community Skips: Schedules received from Kennet District Council for 2003-2004.
This service is under review and is likely to be discontinued some time next year.
Petition to be located at the site of the skip at the village hall for signatures of support for continuation this valuable service.
Victim Support Wiltshire: Request for donation of financial support received.
Village Green: The double seat at the top of the Green has been damaged with a burn mark. The Towers and Clatterbridge equipment has some movement and may require attention. Damage to the edge of the basketball court. Clerk to approach Philip Mansell regarding repairs.
Footpath Signs: Signs are being damaged and several have been removed.
Cemetery: Damage and removal of several of the plot numbers reported. Clerk to enquire regarding their positioning. Clerk to advise the police regarding recent vandalism.

ELECTION OF CHAIRMAN AND VICE CHAIRMAN
Mr. Tim Daw was unanimously voted in as Chairman.
Mr. Charles Butcher was voted in as Vice-Chairman.
The Chairman welcomed the new councillors, Mrs. Sally Bishop and Mr. Russell Frost, to their first meeting as representatives on the All Cannings Parish Council.

MATTERS ARISING
Village School: Plans for the new cycle shed showed that trees should be planted in the vicinity of the framework.

Village Community Shop: Further plans to be drawn up by the architect, Tim Hill-Baldwin. Fund raising event at the Sarsen walk raised approximately five hundred pounds.

Village School: Cycle shed now completed. Concern was raised regarding the colour of the framework. Chairman and Clerk to revisit plans to ascertain whether trees will be planted in the vicinity of the framework.
Village Community Shop: Meeting held with Tim Hill-Baldwin, Architect and Designer to discuss the proposed plans for a timber built structure. Various grant schemes being investigated along with fund raising events. Postmistress application has been accepted by the Post Office.
Village Hall: Notice board: No response received to date regarding design of notice board and possible cost sharing. Car park has been widened. New Royal Mail Post Box located at the Village Hall.
PCC: Mrs. Currie has retired from the PCC. Contact to be identified to ensure continuity of information between PCC and Parish Council. Treasurers: David Thomas and Sheila Moss. Secretary: Sue Kerr.

Litter Grant: Clerk has put the council forward for a litter grant for the current financial year from Kennet District Council.

A summary of receipts and payments for the financial year ending 31st March 2003 was given by the Clerk.

Parish Council. We have received: Nomination packs, Acceptance of Office and Register of Interest forms, along with details of the new District Ward boundaries being used for the first time at these elections.
KDC: Best Kept Village Competition: Entry forms received for 2003 Competition.
A Poster Competition for children to be run in conjunction with the Best Kept Village Competition entitled Wildlife in My Village. Details to be forwarded to the School.
Wiltshire Association of Local Councils: Data Protection Act 1998. If your Council has a record of names and addresses (even of only the elected members) in a computer or in a manual form, you as Clerk are now a Controller of Data. The Council (even if you as Clerk own the computer) must now notify the Information Commissioner.
This duty will involve an annual fee of £35 renewable on the anniversary of notification.
WCC: Pewsey Vale Quiet Lanes Project. Exhibition to be held on Saturday 1st March, 10am to 4pm, at The Ivy House Hotel, High Street, Marlborough.
KDC: New Wards with Parish details. The All Cannings Ward will now include,
All Cannings, Beechingstoke, Chirton, Marden, North Newnton and Patney.
WCC: Towns/Parishes should have a member of the community who can act as the emergency coordinator in the event of a major incident affecting their area. Wiltshire Emergency Planning has decided to initiate a community contact in each town or parish to fill these roles. They will be known as Community Emergency Volunteers.

MINUTES
Minutes of the previous meeting held on 27th November 2002 having been circulated, were confirmed as a true record and signed by the chairman.
Recycle Bins: Clerk has contacted Mrs.White, KDC, to ascertain the location of the bins in Wroughton. They are situated opposite the Parish Council buildings. Mrs. White advised that the bins would be unsuitable as the vehicles used by the contractor are designed to convey the bins proposed for All Cannings.
REPORTS FROM COMMITTEES
Village Community Shop/Post Office: Jim Scott has taken on the role of Project Manager on the committee. The public meeting held at the village school was well attended. Unanimous decision to proceed with the project. Charles Bartholomew, Chairman and Managing Director of Wadworth in conjunction with Matthew and Peta, have given the committee permission to locate a portakabin on a site at the pub for a temporary village shop. The council agreed to initiate the planning application
as this would mean a considerable reduction in the appropriate fees. The council will underwrite the cost and will be reimbursed by the community shop committee. The proposal was moved by Mrs. Riseley-Pritchard and seconded by Mrs. Currie.
Village Hall: Lease has approximately seventeen years to run and could be split and sub-let through the Mary Watney Trust. Millenium map located on the outer wall of the village hall. Tree work completed. New door in place. New notice board required with the possibility of sharing the cost between the village hall committee and the council. Clerk to inquire regarding costs and design.
PCC: Twenty six people attended the first “Drop In” at the village hall. This will be an ongoing event scheduled to take place on the third Tuesday of each month.
The PCC AGM will be on April 10th at 7.30pm
Golden Jubilee : The tree seat is now in place on the Pound. The council congratulated the committee on their efforts.
Football Club: Members of the football club attended the meeting to discuss the recent situation regarding the cutting of the village green. To enable the green to be cut to the satisfaction of the football club it was agreed that we insert the following into the contract: “ Maintain all areas to a level of tidiness by regularly mowing throughout the grass cutting season to the satisfaction of the football club. Grass to be cut to a level of 40mm (1.5inches), requiring approximately 24-26 cuts. Liaise with elected members of All Cannings football club when cutting the green during the football season.”
