MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 27th February 2013
PRESENT: Cllr. C. Butcher, (in the chair),
Cllr. D. Tilley, Cllr. S. Butcher, Cllr. A. Gray, Cllr. K. Gay,
Cllr. L. Sharpe.
APOLOGIES: Cllr. L. Grundy (WC).
Robert Daw was co-opted to the Office of Parish Councillor.
Two members of the public attended.
PC Adam Hall gave an update on recent crime in the area including shed robberies and advised that residents should be aware.
Philip Whitehead, ex of Etchilhampton, introduced himself as prospective Conservative candidate for Urchfont and The Cannings. Cllr. Lionel Grundy
will be retiring in March.
MINUTES
Minutes of the Parish Council meeting held on 23rd January, having been circulated were amended, as trials of the school drop off were successful.
The minutes were then confirmed as a true record and signed by the chairman.
MATTERS ARISING
Thanks to Cllr. Gay for railing repair work at the cemetery.
REPORTS
Village Community Store: French breakfast and market well attended.
PCC: Cllr. Tilley to liaise with Peter Griffin regarding the faculty required for the work to tomb stone in Churchyard. Correspondence from Mr. Jim Burry regarding the poor state of the War Memorial. Quotations required for work involved regarding inscriptions and general cleaning of memorial or a plaque.
James Long and Charles Winchcombe to be approached. Cllr. Tilley to investigate temporary plaque. Wreath to be laid each year on Remembrance Sunday on behalf of the Parish Council.
Cemetery: Railings repaired at the border with the school. Proposal to provide a seat at the cemetery. Council would welcome a memorial bench. Possibly advertised in the local press.
Village Green: Documents for registration as a QE11 Field completed.
Plaque or tree offered for the Village Green.
Village Hall: Mother and Toddler group looking for helpers.
Glebe Field: Damage to the football pitch and evidence of drinking reported to the police.
All Cannings Primary School: Drop off point at school working successfully.
Contracts: Maintenance contracts for the churchyard and cemetery awarded to Countrywide. Contacts for village green, glebe field and family orchard, glebe land, pound and pond awarded to F. A. Coles.
CORRESPONDENCE
Wiltshire Council: Unitary and Parish Elections to be held on Thursday
2 May 2013. Potential candidates should visit the WC Election website.
Parish Councillors were given information regarding documentation required for nomination papers and timetable of proceedings.
Council Tax Changes: For unfurnished and empty properties council tax exemption now allowed for one month rather than the previous six months period allowed. Concerns that this is too short a period. It was agreed to send a letter to Wiltshire Council expressing concerns.
CPRE: Application forms for Best Kept Village 2013 received.
PLANNING
Robotic Dairy Farm at Allington: Appeals to be heard by Regulatory Committee during March.
Application for work to trees in a conservation area.

Proposal: Fell one multi-stemmed Elder tree. No objection.

At: 38 The Street All Cannings
Proposal: Reduce the height of one Sycamore to approx 50% to allow light to the garden and to render it more in proportion to its location. No objection.

Hand bell club: Set wanted for school.
PC Website Logo: Abby Gray was the winner of the competition.
