MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 26th September 2012
PRESENT: Mr. C. Butcher, (in the chair),
Mrs. S. Butcher, Mr. D. Tilley, Mr. A. Gray, Mr. K. Gay,
Cllr. L. Grundy (WC).
APOLOGIES: None
Five members of the public attended.
Keith Warman has resigned from the Parish Council for personal reasons.
Liz Sharpe was welcomed by the chairman as prospective parish councillor.
MINUTES
Minutes of the Parish Council meeting held on 1st August, having been circulated were confirmed as a true record and signed by the chairman.
MATTERS ARISING
Play Area repairs completed. ROSPA inspection also completed.
Allotments: Updated report given by Simon Collier, Chairman of ACAS:
Sufficient people available to take over vacant plots. List of conditions sent to allotment holders who have overgrown plots. Compost heap to be removed. Up to date list to be prepared.
REPORTS
All Cannings Jubilee Tree Project: John Mead was able to elaborate on the salient points of the licence agreement with Wadworths and will request some adjustments to include confirmation on signage and inclusion of permission for fencing along the water course. He thanked the Parish Council for their work in obtaining insurance and agreeing to include it within their insurance policy. Discussion followed regarding clarification of volunteers and supervision as defined by the proposed insurance cover. A copy of the Planting programme was distributed at the meeting. Richard Drury is doing all the legal work free of charge.
Village Community Store: Christmas fare to be held early December.
PCC: The application for the Faculty to reinstate the monuments has been granted in principal, however before it is issued the DAC has requested further information regarding the re-erection of one of the monuments at the rear of the church. Councillor Charles Butcher is liaising with the masons to obtain information on what is required.
Councillor Tilley has met with a representative of the PCC on site and discussed their suggestions as to how they would like the churchyard to look next year as the current grass cutting contract is due for renewal at the end of March 2013. Councillor Tilley will incorporate the suggestions of the PCC and the PC into a draft site plan and also compile a draft contract to accompany it.
Cemetery: Planning permissionregarding side entrance being investigated.
Overgrown trees and bushes to be investigated. Proposal for a seat for visitors to the cemetery.
Village Green: See matters arising.
Village Hall: Improvements to the hall completed.
Glebe Field: Residents with property backing on to the allotments will be asked to refrain from dumping their garden waste there.
Kennet and Avon: Nothing to report.
All Cannings Primary School: Planning application for an extra classroom granted.
CORRESPONDENCE
CPRE: All Cannings was placed joint second equal with Biddlestone and Steeple Ashtonin the 2012 County round of the Best Kept Village Competition.
PLANNING
Work to Trees in a Conservation Area
Application Ref: E2012/1084/TCA
At: 10 Matthews Close All Cannings Devizes
Proposal: Fell one Blue Atlas Cedar. No objection
WC: Removal of two decaying and potentially dangerous trees at Greystones by Aster Property.
Application for Listed Building Consent
Application Ref: E/2012/1114/FUL
At: Rustic Farm The Street All Cannings Devizes
Proposal: Replace and remove stairs, removal of narrow ceiling. Repair / Replace windows. No objection
Councillor Charles Butcher advised the appeal for the new dwelling at Rose Cottage 20 The Street All Cannings, which had been approved by the PC, been turned down. The PC has written to the Planning Inspectorate stating that the appeal should have been upheld.

Councillor Adrian Gray raised the subject on the proposed closure that could end through trains from Pewsey and Westbury to London. Councillor Gray has drafted a letter of concern which the clerk will forward to the Ministry of Transport, Claire Perry MP, Lionel Grundy OBE and the Devizes Community Area Partnership.
He also advised that he has been able to update the village website which has various links to organisations in the village. Back minutes of the PC meetings have also been included.
Councillor Sylvia Butcher raised the subject of concerns that some householders are allowing vegetation from their properties to encroach on public highways or footpaths. Letter to be sent to the residents involved.
Concert at the Kings event to be held again following the success of the concert in 2012.
