MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 1 August 2012
PRESENT: Mr. C. Butcher, (in the chair),
Mrs. S. Butcher, Mr. D. Tilley, Mr. A. Gray, Mr. K Gay.
APOLOGIES: Mr. K. Warman, Cllr. L. Grundy, (WC).
Two members of the public attended.
MINUTES
Minutes of the Parish Council meeting held on 27 June, having been circulated were confirmed as a true record and signed by the chairman.
MATTERS ARISING
Jubilee Tree Project: Copy of request to Richard Drury, solicitor, who will negotiate with the landowners, Wadworth & Co. on our behalf. He sees no conflict of interest,
REPORTS
Village Community Store: French breakfast well attended.
PCC: Copy of the correspondence received by the parish council regarding the survey completed on the churchyard by James Long (Masons) Ltd, forwarded to the PCC.
Doug Tilley to liaise with David Hobden regarding the faculty application obtained from the Diocese of Salisbury. Charles Winchcombe and M Sly (Masons) Ltd, of Marlborough unable to match quote from James Long (Masons) Ltd. Proposal to accept Long’s quote approved. Proposal to see if any relatives could be found.
A representative of the PCC feels that the churchyard is untidy and the contract is not being adhered to due to the ambiguous wording. The PC is intending to discuss the new contract to be awarded in 2013 with representatives of the PCC.
With regard to the current grass cutting contract, the PC discussed the comments from David Hobden of the PCC and concluded that although the PCC has a different opinion, they were satisfied that the requirements of the current contract were being met. It was also noted that in the first paragraph of the independent report from James Long (Masons) Ltd, was dedicated to saying how excellent the churchyard looked with its wild areas and clear pathways creating a safe environment from a health and safety point of view.
Cemetery: Tim Daw reported several loose headstones requiring repair. Chairman to inform relatives. Regulations regarding side entrance being investigated.
Village Green: Repairs commenced on repairs to Play Area equipment.
Village Hall: Working party to be formed to improve the hall.
Glebe Field: “Orchard for All” signs erected at thetrees planted on the triangle.
Kennet and Avon: Nothing to report.
All Cannings Primary School: Nothing to report.
CORRESPONDENCE
WC: CPRE: As the only entry in the Best Kept Village Competition 2012 in the Kennet, All Cannings automatically goes through to the 2012 County Round.
Wiltshire Council: Notice of vacancy on PC to be displayed.
PLANNING
Work to Trees in a Conservation Area

Proposal: Fell one Sycamore tree (T1)

Concert at the Kings: Generous grant of £5000.00 from the proceedings presented to the Parish Council. Grant to be apportioned as follows:
Parish Council: £2000.00
Village School: £1750.00
All Saints Church PCC: £1000.00
Village Pre School: £250.00
Clerk to acknowledge the grant given to PC.
PC grant specifically for new playground equipment with matched funding to be investigated.

Adrian Gray to investigate revival of the village website.
The PC will revert back to monthly meetings with the exception of August and
December.
Football Club to be asked to respect the two minutes silence held on Armistice Day.
