MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 25th March 2015

MINUTES
Minutes of the Parish Council meeting held on 24th February, having been circulated were confirmed as a true record and signed by the chairman.
Alex North, Wiltshire Good Neighbours, brought the meeting up to date with the various schemes which they have set up. They are looking for any ideas on how to involve men often isolated in rural areas who prefer not to join in.

REPORTS
Village Community Store: Nothing to report.
PCC: Churchyard: Mike Burns completed work to trees in the Churchyard.
Collapsed Tomb: Retrospective Faculty approval received with various conditions. Further forms received from the Diocese of Salisbury. PCC to be contacted to seek their advice on the completion of the application.
Cemetery Topple tests to be carried out on several gravestones. Laurel bushes and Conifer have been cut back, thanks to Cllr. Gay.
Village Green: Updating of play equipment being pursued by Cllr. Butcher.
Three quotations received.
Pre-School: £500.00 raised from the online fundraising auction. Easter egg hunt organised.
Glebe Field: Nothing to report.
All Cannings Primary School: Nothing to report.
Village Hall: Work on repairs has now commenced. Painting and insulation ongoing.
Allotments: Payment of fees now sent to the chairman of the Allotment Society.
The fees will be forwarded in total to the Clerk.
CORRESPONDENCE
Grass Cutting Contracts: Both contractors have agreed to continue for the next twelve months under the same terms and conditions as per the previous contracts.
CPRE: Invitations for the Laurence Kitching Winner of Winners competition will be sent out during April.
Peter Cooper asked for an explanation as to why the All Cannings Precept has increased by nearly 10% in a year.
The Clerk responded by advising that Wiltshire Council have informed that they will be reducing payment to the councils for Facility and Services. This will result in the PC having to pay for these services. They have also advised of a reduction in the Precept contribution.
Wiltshire Council: Proposed Traffic Regulation Order for consultation – the County of Wiltshire (C8, Allington All Cannings) (50MPH Speed Limit) order 2015.
The Pensions Regulator: Every employer with at least one member of staff must automatically enrol those who are eligible into a workplace Pension Scheme and contribute towards it. Correspondence was passed on to our Accountant.
Wiltshire Council Election Costs: As part of the 2015/16 budget-making process, the council has resolved to recharge the cost of parish council elections back to parish councils.

The Clerk explained the work necessary to complete the Annual Return for the Audit Commission. This initially is forwarded to David Owen & Co for audit, prior to approval by the Parish Council.
