MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 30th July 2014

Election of Chairman and Vic-Chairman was deferred until the next Parish Council meeting.
MINUTES
Minutes of the Parish Council meeting held on 25th June, having been circulated were confirmed as a true record and signed by the chairman.
MATTERS ARISING

The subject of the planning application reference the Allington Dairy was discussed.
Enquiries to be made by councillor Whitehead.
REPORTS
Village Community Store: Sue has retired as the shop manager. Tracey Hepplestone has appointed as replacement.
PCC: Churchyard: Tree survey carried out. Await Mike Burns commencing work at the churchyard.
Collapsed tomb: The Parish Council agreed to pay for the work essential in making the area safe at a cost of £520.00 plus vat. Following a meeting with the PCC at the collapsed tomb permission was granted for this work to be carried out. Permission given by the Diocese for work to proceed subject to a retrospective Faculty application. Faculty application received.
Cemetery: Bench with a value of £349.00 has been stolenfrom the cemetery. It was decided to purchase a new bench in the autumn with the possibility of utilising smart water security to avoid it being stolen. Tap in cemetery leaking.
Village Green: Nothing to report.
Village Hall/Pre-School: Request for litter bin to be relocated due to aroma from dog waste.
Wiltshire Highways advised that the bin is the property of the PC, but could be relocated to the side of the hall. Request from Village Hall Committee for funding from the donation the PC received from “Concert at the Kings”.
Glebe Field: All cut back.
All Cannings Primary School: Nothing to report.
Allotments: Complaint received regarding waste being dumped on the field.
CORRESPONDENCE
WC: Application for metro-count received and acknowledged with detailed map etc. supplied. Equipment installed to monitor the speed of vehicles in The Street.
CPRE Best Kept Village Competition 2014: Laurence Kitching Award for previous winners of the County Round, a competition to find the “Winner of Winners” was judged on Wednesday 6th August. Results are as follows: 1st Great Hinton, 2nd Dinton, 3rd All Cannings,
4th Burbage, 5th Hilperton. “Our congratulations go to great Hinton on a tremendous result for them but we would like to commend all the villages for the hard work that you put in to prepare for the competition”.

MINUTES
Minutes of the Parish Council meeting held on 28th May, having been circulated were confirmed as a true record and signed by the chairman.
Community First: Alex North from the Good Neighbours organisation informed the meeting of how he can assist with various topics for the community. Alex has taken over from Caroline Culley and can be contacted on 07557 922027. He will continue to action the pub lunches on the second Tuesday of each month.

Village Community Store: Tracey Hepplestone to be appointed as the new manager.
PCC: Churchyard: Tree survey carried out.
Collapsed tomb: The parish council agreed to pay for the work essential in making the area safe at a cost of £520.00 plus vat. Following a meeting of the PCC permission was granted for the work to be carried out. A request was made from the PCC to restore the kerbs to their former state. The quotation for the extra work involved was obtained the cost being £378.00 plus vat. As the additional work requested is costly the PCC to be asked to fund the extra work if they would like it to go ahead. Permission given by the Diocese for work to proceed. Retrospective faculty received.
Cemetery: Bench with a vale of £349.00 has been stolenfrom the cemetery. Insurance claim to be investigated.
Village Green: Play equipment requires repair again. Cllr. Gay was thanked for attending to the repairs.
Village Hall/Pre-School: Quotation received regarding grass cutting at the area behind the hall..
Glebe Field: Simon Collier, chairman of the allotment society to be contacted regarding drainage at the path adjacent to the allotments. Rubbish being dumped on parts of the field.
All Cannings Primary School: School fete will be held on the 28th June 2014. Permission to park on the glebe field granted.

CPRE Best Kept Village Competition 2014: All Cannings have been entered in the Laurence Kitching Award for previous winners of the County Round, a competition to find the “Winner of Winners”. Villages who won the County Round of the best Kept Village Competitions in 2012 and 2013 are automatically exclude from the main competition for two years. The six eligible villages are Hilperton, Dinton, Great Hinton, Burbage, All Cannings and
Telfont.
WC: ‘C8’ road from Devizes to Alton Barnes to be closed in stages for resurfacing.

Concert at the Kings Presentation: Cheques to the value of £14.000.00 were presented to Above And Beyond and MacMillan Cancer Support. The Parish Council were presented with a cheque for £7000.00 which will go towards the benefit of the village.
Tickets sold for the concert totalled approximately 4,400.
Circular seat on the Pound requires repair.
Letter of thanks to be sent to Sue Williams regarding flowers at the Tumlins sign.
Grass to be cut at the ‘Z’ bend on the Patney Road.
Letter to be sent by Cllr. Gray regarding train serviced through Pewsey.

Application Ref: 14/04366/FUL
Application for Full Planning
Proposal: Erection of agricultural building to be used for storage of agricultural machinery and implements necessary for the agricultural unit.
At: Cliff Farm All Cannings Devizes
The planning application on behalf of J M Bodman Ltd was discussed with James Hues. There were no objections but the following observations were made.
The Parish Council recommended screening and the trenching of all services.

Village Community Store: AGM to be held on the 10th June 2014. New manager to be appointed.
PCC: Churchyard: Tree survey carried out by a suitably qualified tree surgeon. Quotation of £100.00 plus vat approved for the necessary tree work to be carried out.

Minutes of the Annual Parish Council meeting, held on Wednesday 24th April 2013, having been circulated were confirmed as a true record and signed by the chairman.
Complaint received regarding notice of meeting not displayed properly. This was due to the fact that the Parish Council noticeboards had been removed were being replaced. A notice had been displayed in the village hall window prior to the meeting.

REPORTS
Village Community Store: Big breakfast event to be held in May.
PCC: Churchyard: The immediate concern regarding some of the trees to be addressed by commissioning a tree survey to be carried out by a suitably qualified tree surgeon. Subsidence reported on two of the tombs/graves owing to the recent heavy rain. Both areas have been cordoned off to prevent any accidents. The church has no records of interments. Sheila and Peter Griffin kindly assisted with the investigation into obtaining advice regarding the procedure for repairs from the Diocese of Salisbury. We need to publicise the matter as widely as possible in the PCC Newsletter etc. If we receive no response the parish council will require a faculty prior to starting any work. James Long ( Masons) to be contacted for advice on the procedures to repair the large collapsed tomb.
Cemetery: Cemetery and churchyard regulations inserted on the website. Bushes to be cut back at field end of cemetery.
Village Green: Notices put up and article published in the church newsletter regarding dog fouling. Litter bin cannot be re-allocated at Pub Lane as the land is Wadworth’s property.
Play equipment requires repair.
Village Hall/Pre-School: Village hall committee are sourcing funding to improve the hall.
Pre-school to will be pro-active in its fund raising.
Glebe Field: Simon Collier, chairman to be contacted regarding drainage at the path adjacent to the allotments.
All Cannings Primary School: School fete will be held on the 28th June 2014. School has agreed to cooperate by encouraging children to pick up waste after their dogs and to run a poster competition.
Allotments: Complaint received regarding waste being dumped on the field.
