- Minutes of the previous meeting adopted and signed by the chairman.
- Matters arising: Cllr R Daw – defibrillator case for Allington – no progress due to Covid-19. Cllr K Gay – Floral Bank sign – in hand.
- Reports
- Village Community Store – Cllr. A McDonald – The shop is very busy and doing a great job.
- PCC: Churchyard – Cllr. D Tilley – Awaiting confirmation of when roof repairs will start.
- Cemetery – Cllr. T Hollister – Nothing to report.
- Village Green – Cllr. K Gay – Cllr K Gay has done a brilliant job of power washing the benches, quote for of £415 for painting and treating all benches approved.
- Village Hall – Cllr. T Hollister – Closed, nothing to report.
- Pre-School – Cllr. R Daw – Discussions taking place about when to resume.
- Glebe Field and Allotments – Cllr. A McDonald – N Payne has been asked to replace broken fence.
- School - Cllr. M Crossman – Will be opening for years 1 & 6 next week, currently supporting key workers children.
- Footpaths – Cllr. K Gay – A member of the public complained about bridleway AC20. The farmer has promised to replace missing signs to indicate the route.
- Allington – Cllr. R Daw – Nothing to report.
- Concert at the Kings – Cllr T Hollister – Nothing to report.

- Planning Applications –
- Emergency plan to be discussed – One person to asked if they are happy to be included in the plan.
- Review of meeting starting time – 7.30pm to remain - RESOLVED.
- Neighbourhood watch – Cllr T Hollister – Council discussed but does not have the resources to do this itself, but has no objection if a resident would like to set and run a neighbour watch system themselves.
- Tall Trees blocking light to resident homes – Cllr T Hollister – Council awaiting photographs of the issue.
- Correspondence and administration: AC School – requested use of Glebe field for parking – Council discussed at length and concluded that allowing continuous parking was contrary to the lease. Heritage Fine Foods are applying for alcohol licence, council discussed and have no issues with the application.

- Insurance renewal due: The quote from Pen of £578.02 was accepted by Councillors.
- Payments to be approved: WALC subscription £257.75. Zoom Pro £14.39. Clerk expenses- ink £16.20, files £9.00. IDverde £402.86. SLCC membership £65.00. Staff wages.

All Cannings Parish council held an extraordinary meeting outdoors due to new social distancing rules. Councillors discussed delegating every day decisions to the chair, clerk & RFO until further notice. |

All Cannings Emergency Committee (ACEC) set up Volunteers WhatsApp group and created a shop rota for the collection and delivery of shopping to those in isolation. |
To ensure that vulnerable residents and those self-isolating can receive shopping without endangering themselves or others |

22nd March 2020 |
ACPC Councillors discussed sanctioning extra hours for the Clerk to sort out the documents in the parish chest for archiving and scanning. |
Documents in the parish chest have not been scanned, filed or archived for many years (since 1999) and need managing. |
Councillors resolved by email to sanction additional hours for the clerk to do the work. |
25th March 2020 |
Following government advice, playground and gym equipment, cemetery, phone box library is temporarily closed until further notice. |
Impossible to sanitise equipment between users, so government advises temporary closure. |

27th March 2020 |
Restructure of the All Cannings Emergency Committee as the original chair, Cllr A Gray is self-isolating. Revised committee now consists of Clerk, RFO, Cllr T Hollister, Melinda & Charlie Tilley. |
To enable to committee to manage the volunteers and vulnerable residents efficiently and effectively. |

Charlie Tilley set up Prescriptions WhatsApp group and control spreadsheet. |
To enable management, coordination and record of prescriptions collected and delivered to vulnerable residents. |

New Regulations: The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority Police and crime Panels Meetings) (England and Wales) Regulations 2020 N0.392 |
The regulations allow parish councils to hold virtual meetings, gives flexibility to hold meetings at time, day and frequency to suit their own needs. Also removes the requirement to have an annual meeting this year. |

ACPC Councillors discuss whether to hold a virtual meeting in April or continue with the delegation. |
No urgent or vital decisions to be made this month and this will enable revision of Standing Orders and purchase of Zoom Pro subscription. |
Councillors resolved by email vote to continue with the delegation until the virtual meeting to be held on May 27th 2020. |
5th May 2020 |
ACPC Councillors discuss the purchase of Zoom Pro subscription as this can be bought by the month and can be cancelled at any time. |
The Zoom Pro plan is recommended as more secure than the free version. |
Councillors resolved by email vote to approve the purchase of Zoom Pro subscription for RFO to manage. |

ACPC Councillors discuss the adoption of revised Standing Orders to include virtual meetings. |

- Matters arising: Cllr D Tilley to speak to Wiltshire Council Rights of Way Warden Paul Millard to discuss relocation of safety barrier - Mr Millard has been unavailable. Cllr K Gay to find out the cost of defibrillator maintenance – Approx. £80.00 for kit, awaiting receipt. Cllr K Gay to reseed the former spoil area of the cemetery- awaiting suitable weather. Cllr D Tilley to investigate cost of posts to stop cars turning on the Green – Posts and concrete approx. £200. APPROVED Clerk to advertise tender invitation for ground maintenance contracts – a couple of tenders have been received so far.

- Planning Applications – 20/01905/TCA 20 The Street, All Cannings RESOLVED -No Objection.
- Glebe field fence – cost to be discussed and approved. RESOLVED to accept quote for £588.84. ACTION: Cllr A McDonald will contact the contractor and ask him to start work.
- VE Day Celebrations – Cllr A Gray has suggested, movies and a party for children, followed BBQ. APPROVED
- Memorial bench fund – Councillors discussed the possibility of setting up a separate fund for the maintenance of benches in exchange for memorial plaques if required – RESOLVED to review if a request is made.
- Best Kept Village competition – ACTION Clerk to send village report and entry.
- Code of conduct review – We already have the current version RESOLVED to readopt.
- Correspondence and administration: A resident pointed out that a memorial bench on the canal is in need of restoration. – ACTION clerk to correspond with Canal Trust. Wiltshire Council has requested that the Parish Council do a Green Space survey – ACTION clerk to complete and return.

- Minutes of the previous meetings (November & Finance) adopted and signed by the chairman.
- Matters arising: Cllr D Tilley to speak to Wiltshire Council Rights of Way Warden Paul Millard to discuss relocation of safety barrier - Mr Millard has been unavailable. Cllr M Crossman to arrange removal of spoil heap from cemetery - Cllr M Crossman has done an excellent job removing the spoil. Cllr R Daw to arrange purchase of defibrillator case and defibrillator installation at Allington – Still to be done.

- PCC: Churchyard – Cllr. D Tilley – Nothing to report
- Cemetery – Cllr. T Hollister – Large spoil heap has been removed from the cemetery by Cllr M Crossman. In future grave diggers will be asked to remove surplus soil. ACTION: Cllr K Gay to level and reseed the area.
- Village Green – Cllr. K Gay -Cars turning on the green making a mess, it has been mentioned in the school newsletter.
- Village Hall – Cllr. T Hollister – nothing to report
- Pre-School – Cllr. R Daw – Numbers good, auction of promises in June.
- Glebe Field and Allotments – Cllr. A McDonald – Pruning of fruit trees in the community orchard has cost £36.00.
- School - Cllr. M Crossman – Nothing to report
- Footpaths – Cllr. K Gay – Horses have been on the tow path, which is not a bridle way.
- Allington – Cllr. R Daw – Nothing to report.
- Concert at the Kings – Cllr T Hollister – Two days of concerts this year, ticket sales going well.

- A resident has complained about hunt hounds coming into their garden - Avon Vale Hunt representatives came to discuss and answer questions. The Avon Vale Hunt explained that they have apologised to the effected residents and offered to repair any damage if necessary and promised to do their utmost to keep hounds out of the village in future. Council decided that it is not a parish council matter.
- A resident has complained about parking on Chandlers Lane. ACTION: Clerk to correspond with resident.
- Another resident has complained about the shortage of parking in Tumlins. Council discussed. ACTION: Clerk to correspond with resident.
- Parking and turning by parents collecting children from school is damaging the Green. ACTION: Cllr D Tilley will investigate the cost of posts to block access by cars.
- Maintenance funds are required for the defibrillators at All Cannings & Allington. Costs to be verified.
- An Allington resident has asked for help regarding missing road sign. Council discussed it and Cllr P Whitehead will investigate.
- An All Cannings resident has requested that the council consider the placement of a memorial bench. The possibility of a bench fund was mentioned. Add to next agenda.
- Review of grass and tree cutting contracts. Council - RESOLVED – Ready to tender.
- Both Parish Notice Boards require maintenance: varnishing and cork tiles reattaching. – ACTION- RFO to get a quote.
- Correspondence and administration: A resident asked for help to find a suitable area to plant trees. The Parish Council is unable to help with land for trees as the land owners have declined permission for planting trees in the Glebe field.
