- Minutes of the previous meetings: APPROVED
Matters arising: Painting of inside of phone box. ACTION: Cllr A Gray – volunteers have agreed to help tidy the phone box, to be painted in the spring. Google maps misdirection: ACTION: Cllr A Gray – has contacted Google to correct misdirection. Quotes for churchyard survey/repairs – Clerk – Stone masons to view in November. Letter to diocese re: mains water supply for the allotments – Clerk -Sent but no reply.
- Reports
- Village Community Store – Inconsiderate parking and loitering in the shop car park is causing problems for customers. Also driving without due care and attention when exiting on to High street. Shop management considering solutions.
- Churchyard – Cllr D Tilley and Cllr K Gay removed a fallen branch from the churchyard.
- Cemetery – Cllr D Tilley & Cllr K Gay inspected the trees, contractors to be contacted for quote to trim and remove overgrowth: ACTION: Cllr D Tilley
- Village Green – Cllr. K Gay –Play equipment has now been inspected, one post to be replaced due to rot: ACTION: Cllr K Gay.
- Village Hall – Village Hall AGM to be held on Tuesday 10th November 2020.
- Pre-School – Cllr. R Daw – Halloween Trail has been very successful. Preschool now have a fund-raising committee.
- Glebe Field and Allotments – Nothing to report.
- School -Cllr. M Crossman – Nothing to report
- Footpaths – Cllr. K Gay – Bridleway 6 is flooded due to overflowing brook.
- Allington – Cllr. R Daw – Nothing to report.
- Concert at the Kings – Nothing to report.
- Parish Steward requests – None.
- Planning Applications: 20/08840/FUL – Rest Haven, 2 storey rear extension – NO OBJECTION.
- Review of playground report – inspection satisfactory, one post to be replaced due to rot and vigorous testing.
- Safety barriers for the High Street end of footpath 14 – ACTION: Cllr S Butcher to contact Rights of Way warden.
- Lock and pedestrian gate for Glebe field - No recent illegal parking - DEFERRED
- Renewal of domain names: allcannings.org & allcannings.com (held for security) up to £15.00 each – APPROVED
- Correspondence and administration: A resident complained about the recycling centres booking system, is it still necessary? Cllr P Whitehead explained that yes, it is still required to control the risk of Covid-19 infection for safety of HRC staff and customers and manage unnecessary traffic queuing and obstruction of the nearby roads. The booking system has not increased fly tipping which is mostly commercial waste. Cllr P Whitehead said that infection rates are rising rapidly in Wiltshire so the booking system will remain in place for the foreseeable future. Request by Wiltshire Council tree & woodlands officer, for replanting of Lime Tree on the land next to Lipgate Road and behind Chandlers to be paid for by Parish Council. Councillors would like to know who owns this land: ACTION: Clerk to investigate.

- Co-option of returning Councillor: Mrs Sylvia Butcher was co-opted as a Councillor.
- Matters arising: Painting of inside of phone box. ACTION: Cllr A Gray. Goggle maps misdirection: ACTION: Cllr A Gray.
- Reports
- Village Community Store – A resident has commented that people are driving too fast into the parking area at the shop.
- PCC: Churchyard – More quotes required to survey the churchyard: ACTION – Clerk.
- Cemetery – Trees to be inspected to decide what work is required: ACTION: Cllr D Tilley & Cllr K Gay.
- Village Green – Cllr. K Gay –Play equipment inspection has been delayed by pandemic. Cars being illegally parked on the Green again: ACTION: Cllr D Tilley to install posts.
- Village Hall – Keeping up with evolving pandemic regulations.
- Pre-School – Cllr. R Daw – Doing well and operating successfully within pandemic regulations.
- Glebe Field and Allotments – Problems with non-permitted parking in the field.
- School -Cllr. M Crossman – New children settling in, pandemic bubbles working well. No reply to clerk’s email asking if the school had applied for permission to move the footpath AC 18? ACTION: Cllr M Crossman to follow up.
- Footpaths – Cllr. K Gay – Sheep pool path has been resurfaced to reduce mud. Sign missing from footpath AC22.
- Allington – Cllr. R Daw – New defibrillator now in place at the Oram’s farm. ACTION: Clerk letter.
- Concert at the Kings – postponed until September 2021.
- Parish Steward requests – None.
- Planning Applications: 19/10845/FUL – Manor Farm track – NO OBJECTION.
- Changes to the planning regulations – Cllr A Gray. Cllr P Whitehead explained that the changes are currently at white paper (consultation stage), mainly affect urban areas and that Wiltshire Council will be responding to the consultation.
- Assignments of responsibilities to councillors – Cllr C Payne: Village Shop & Allington. Cllr R Daw – Village Hall. Cllr S Butcher: Cemetery, Allotments & Glebe field & Concert at Kings.
- Approval of memorial and exclusive Right of Burial for former resident - APPROVED
- Cemetery and Churchyard survey – more quotes required. – ACTION:
- Cemetery, tree work required – Councillors to inspect and determine work to be done – ACTION: Cllr D Tilley & Cllr K Gay.
- Allotment mains water – Cllr D Tilley. Diocese permission required. ACTION
- Remembrance Day, poppy appeal, £50.00 requested. APPROVED.
- Emergency committee – Cllr A Gray – Possible national lock-down depending on how serious the winter flu situation is this year.
- Correspondence and administration: Possible dead tree on footpath from Drewitts Lane to the pub, needs reporting to Wiltshire council – ACTION Residents have asked about second safety barrier to be discussed at next meeting.

20/07039/TCA - Longhope House, Matthews close – Resolved no objection
5. Annual Governance and Accounts Return (AGAR) to be approved: Council discussed and approved AGAR including allocating £6000 of the reserve toward works in the churchyard and cemetery and on burial management. Approved.
6. Council domain name to be renewed (allcannings.org.uk). Approved.
7. Clerk to attend SLCC virtual conference £25.00 + vat = £30.00. Approved
8. Correspondence and administration: Tree in conservation area has fallen against a resident’s fence, he is concerned that it may damage his fence. Councillors to review the situation.
9. Finance: Zoom Pro £14.39. iDverde £402.86. Vodafone top up £10.00. David Owen accountants £714.00. Staff wages. Approved.
10. Any Other Business: Informal approval of Eric Gay monument to be formalised at September’s meeting: Approved.

2. Declaration of interests: 0
3. Apologies: Cllr. M Crossman and Cllr. P Whitehead.
4. Minutes of the previous meeting to be adopted and signed by the chairman. Approved
5. Co-option of new Councillor: Mrs Charlie Payne was co-opted as a Councillor.
6. Matters arising: Cllr R Daw - defibrillator case to be installed at Oram barn, Allington, awaiting a test lead for the new pads. Cllr D. Tilley to ask tree surgeon to survey trees on Glebe Bank. Steven Parker, tree surgeon surveyed the trees and suggested removal of one tree of two growing too close together, lift the crown on some of the Ash trees and prune a field maple. Approval up to 300.00.
7. Reports
a) Village Community Store – Nothing to report.
b) PCC: Churchyard – Cllr. D Tilley – Reduced the size of the remembrance garden and repaired the fence, replaced rose supports. Another tomb is collapsing which requires a survey of the churchyard, headstones, tombs and a quote to repair the tomb. ACTION – clerk to arrange.
c) Cemetery – A resident complained about the damaged fence, gold lettering needing painting and mulched grass. Work is in hand to repair the fence.
d) Village Green – Cllr. K Gay – The Green is being enjoyed by lots of children and adults.
e) Village Hall – open for preschool.
f) Pre-School – Cllr. R Daw – shut for the summer, the numbers looking good for September. 15 children next term.
g) Glebe Field and Allotments – The rotten fence between Chandlers Close and Glebe has been replaced.
h) School -Cllr. M Crossman – The school fence has been repositioned for better security. Did they apply for permission to move the footpath ACan 18? ACTION: Clerk to reply to the school’s letter.
i) Footpaths – Cllr. K Gay – Has done lots of strimming on various paths. Sheep pool path is having work done to reduce mud and make it easier to walk on.
j) Allington – Cllr. R Daw – New defibrillator to be fitted shortly.
k) Concert at the Kings – postponed.

12. Cemetery, records require updating. Four hours work for clerk to assess - approved.

15. Asset register review. – Allington defibrillator to be added. ACTION: RFO
16. Backups-cloud storage and/or external hard drive- Google drive has proven to be sufficient online storage for now. With hard drive back up on both RFO and Clerk laptops.
17. Correspondence and administration: A resident maybe planting trees along the canal in the field near Woodway byway. Google maps-mis-direction; currently directs traffic into the village via Woodway byway. ACTION: Cllr A Gray

- Reports
- Village Community Store – Chairman of the village shop committee gave a report on plans for a replacement building for the village as the current portacabins have reached the end of their useful life. This will require raising a fund of £25,000 over the next three years to be able to initiate grant applications.
- PCC: Churchyard – Cllr. D Tilley – fence around remembrance garden and rose supports require maintenance work – ACTION – Cllr D Tilley
- Cemetery – Cllr. T Hollister – nothing to report. Cllr K Gay will sow grass seed when the weather is suitable.
- Village Green – Cllr. K Gay – benches have been painted. Play equipment and outdoor gym to be reopened from 4th
- Village Hall – Cllr. T Hollister – nothing to report
- Pre-School – Cllr. R Daw – has reopened with deep cleaning each night and lots of outdoor activities.
- Glebe Field and Allotments – Floral bank sign now in place.
- School -Cllr. M Crossman – parents parking on the Green.

- Concert at the Kings – Cllr T Hollister – concert postponed until next year.

- Emergency plan to be approved & committee to be restructure- Emergency committee now consists of Cllr A Gray, RFO K Asbury, Clerk S-J Bullock and Mrs M Tilley. Emergency plan – ADOPTED.

- Notice boards in urgent need of renovation – ACTION Cllr K Gay to take down and local resident has kindly offered to restore them.
- Tall trees blocking residents light on the Glebe Bank – Cllr T Hollister – Councillors agreed to get the trees surveyed by a professional.
- Councillor to be assigned as tree manager? – Councillors decided it would be prudent to use expert advice regarding trees.
- Website renewal – Cllr A Gray. – ACTION Cllr A Gray to set up website and email with new provider and migrate current website to new host.
- Clerks computer- software (MS office). Councillors APPROVED allocation of up to £100 for software.
- Assign Councillor to be responsible for internal account checks. Cllr M Crossman to be internal auditor.
- Cost of defibrillator case for Allington up to £750.00 to be approved. - Councillors APPROVED up to £800.00.
- Cost of Glebe field fence has risen due to delay, up to £700.00 to be approved. - Councillors APPROVED up to £700.00
