- Action sheet report – Actions still to be completed were discussed: Reserved plot markers, awaiting delivery of materials.
- Report by Cllr Paul Oatway – Cllr P Oatway has secured £3,500 for the Village Hall towards repairs and improvements. Wiltshire council has issued a governance review, as some parishes are lacking in councillors. Wiltshire council is also assuming management of all sports centres.
- Reports
- Village Community Store – Cllr C Payne- The community shop committee has a new chair and are reviewing the condition of the current building to see if it could be restored. Various offers of land to site a new shop building have been made by local farmers.
- Churchyard – Cllr D Tilley – No report.
- Cemetery – Cllr S Butcher – It has been an exceptional growing season, so the grass has been a bit long at times.
- Village Green – RoSPA report not yet available. Cllr K Gay – the Green and play equipment are being well used and enjoyed.
- Village Hall – Cllr S Butcher - Refurbishment plans for the Village Hall include window, door and guttering replacement, and a new concrete ramp for the fire exit. The mural on the outside wall is still to be completed. The village hall AGM is on the 11th of
- Pre-School – Cllr R Daw – Preschool is busy and has employed extra temporary staff. The Halloween trail will be on 23rd to 31st Bonfire night on 6th Nov.
- Glebe Field and Allotments – Cllr S Butcher – The Floral Bank needs mulching to reduce the weeds. Sumac suckers are starting to spread into the Glebe field, to be monitored.
- School – Cllr M Crossman – work is underway to extend the playground.
- Footpaths – Cllr K Gay – has done a lot of work strimming footpaths around the village. Cllr S Butcher met with the Rights of Way warden, Stephen Lennard and inspected footpaths around the village. The warden made several suggestions on how to improve safety and accessibility, particularly where paths met roads. Including painting lines and words on the path exits. – ACTION Cllr C Payne to investigate the creation of a stencil.
Wiltshire council can offer training and equipment for footpath maintenance – ACTION Cllr K Gay & Cllr S Butcher.
- Allington – Cllr C Payne – Allington has a new green grit bin.
- Concert at the Kings – Cllr S Butcher – The two-day event was attended by 6,500 people with no reported problems and thoroughly enjoyed by all.
- Parish Steward requests – More potholes and missing road signs to be reported – ACTION Clerk
- Planning Applications: - PL/2021/08894 - remove blue spruce at 5 Mathews Close – Councillors resolved no objection but would like the applicant to replace or donate a tree for the one removed.
- Risk register review –completed with no issues.
- RoSPA report review – Report not yet received – deferred.
- Review of cemetery Rules and fees – working committee appointed: Clerk, Cllr A Gray, Cllr S Butcher, Cllr M Crossman.
- Discuss noticeboard for the cemetery – new quotes required for slightly larger version – ACTION
- Discuss future cemetery capacity and footprint - RESOLVED – to review current free capacity noting that some plots are rendered unusable by tree roots and consider how the cemetery could be expanded.
- Discuss unreported burial in the Remembrance Garden – There was some administrative confusion over whom is the burial authority for the cremated remains area in the churchyard. This has now been resolved.
- Discuss tree work in the churchyard – Quote from IDverde to reduce the laurels, currently obstructing graves, and view of the church £741.00 – Councillors RESOLVED to accept the quote.
- Discuss Remembrance Day donation and representation – Councillors RESOLVED to donate £70.00. Cllr S Butcher will represent the council at the service.
- Discuss the Queens Platinum Jubilee Beacon on 2nd June 2022 – ACTION -Cllr R Daw will construct a beacon on Clifford Hill.
- Discuss the land and trees adjacent to O’wer Yonder – shrubs and trees need trimming – ACTION – Cllr S Butcher.
- Discuss tree work at the Pound and the Pond – Tree on the Pound have low branches which require trimming – ACTION Cllr S Butcher. Cllr K Gay was thanked for his excellent work restoring the memorial plaques on the Pound. The cherry trees on the Pond are aging and will require replacements to be planted – ACTION – Cllr C Payne to get quotes.
- Discuss zero carbon initiative: future mowing options for the village – Cllr A Gray suggested a donkey to keep the grass down in the churchyard and cemetery – after much discussion Councillors RESOLVED that this was not a viable option.
- Discuss disposal of ACPC digital projector now surplus to requirements – Councillors RESOLVED to advertise the projector for sale and interested persons to be invited to send in sealed bids – ACTION
- Discuss a resident’s request to plant trees on the verge next to Mathews Close to screen the houses – Councillors expressed concern that the trees were removed because they were damaging the foundations of nearby buildings, and the same issue would arise from replacement trees. Also, trees require costly maintenance and may endanger the BT cabinet and cables. Councillors RESOLVED to introduce neighbours to consider the way forward. ACTION Cllr C Payne and Cllr K Gay.

- Appoint a third member of staffing committee – Cllr C Payne appointed.

- Action sheet report – Actions still to be completed were discussed: Cllr S Butcher has a suggestion to use Oak, rather than metal to make crosses for reserved plots, approved up to £45.00 materials.
- Report by Cllr Paul Oatway – Cllr P Oatway and Cllr D Tilley have discussed the village shop/hall highway issues at a CATG meeting, and Cllr P Oatway has secured an area board grant for playground equipment for the school and another for the village shop. The councillor also mentioned that Wiltshire Council is not likely to cut the verges until September, which is unfortunate as the grass is now very long and some roads are almost reduced to single lanes as a result.

- Village Community Store –Cllr C Payne – At the AGM it was stated that the shop has seen a 30 percent increase in profits.
- Churchyard – Cllr D Tilley – A working party has done an excellent job removing ivy from headstones and tombs and general tidy up of the churchyard. Laurels need to be trimmed back – ACTION Cllr D Tilly to get a quote. Red granite cross to be reassembled – ACTION – Clerk to contact stone mason.
- Cemetery – Cllr S Butcher – Nothing to report.
- Village Green – RoSPA inspection due in September. Cllr K Gay is regularly checking the play equipment.
- Village Hall – Replacement doors and windows are planned for the hall.
- Pre-School – Cllr R Daw- The car boot at Bridge Farm is postponed due to isolation issues.
- Glebe Field and Allotments – Cllr S Butcher – The Floral Bank is looking much tidier, thanks to Cllr S Butcher.
- School – Drop-off and collections are to return to a single time instead of staggered intervals - letter to school – ACTION – Clerk.
- Footpaths – Cllr S Butcher has strimmed Priest Lane footpath but reports that the hedge is extremely overgrown obstructing the right of way. – ACTION – Clerk to send letter to householder.
- Allington – Cllr P Oatway has requested the chevron sign be replaced on the bend.
- Concert at the Kings – Cllr S Butcher – Nothing to report.

- Approve delegation to clerk to comment on planning applications during recess months after consulting with councillors via email. Unless a contentious application, which will require a meeting and confirmation of comment wording with chairman. RESOLVED - to approve delegation.
- Councillors discussed joining the Parish Emergency Assistance Scheme (PEAS) and the purchase of two 200 litre grit bins, for placement at Townsend and Allington. RESOLVED – to join PEAS, request 40 bags of grit, purchase two bins at up £300.00.
- Discuss repair or replacement of Defibrillator case attached to the village which is rusty – ACTION Cllr K Gay to repair the case.
- Approve and adopt updated Standing Orders – RESOLVED – to approve and adopt.

- Discuss ownership and management of the verge between Green House Road and The Grange. Councillors noted that the verge was previously maintained by the owners of the Grange but are uncertain who owns the land. Pewsey Vale West Councillor Paul Oatway who has replaced Cllr Phillip Whitehead now that All Cannings falls under the new electoral boundary was welcomed to the meeting, by the chairman. Cllr P Oatway gave the councillors a brief introduction about himself and his wishes to assist All Cannings Parish Council.
Matters arising: Footpath safety – Cllr S Butcher – awaiting change of Rights of Way wardens. Painting of goal posts – awaiting suitable weather.
