Minutes of the previous meeting held on 25th October 2000 having been circulated, were confirmed as a true record and signed by the Chairman.
MATTERS ARISING
Millennium Committee: The PCC sent a letter of apology to the committee regarding the damage to the trees that were planted for the millennium and offered to replace them, the committee will accept the offer.
Allington Corner: An order for the traffic calming chevrons etc. has been put through, although no time factor is available yet.
Recycle bins; Mr Cater of the Village Hall Committee has replied enclosing a copy of a letter they have sent to KDC regarding the positioning of the bins and the need to ensure the access to where to the location is fortified. The Clerk has spoken to Mrs White at KDC who is liasing with Hills Waste and will visit the site at the back of the hall to see if the bins can be put there. She will contact the Clerk once she has met with a representative from Hills Waste.
Prospect Cottages: The Clerk contacted KDC regarding the removal of the front garden hedges and digging out of the front garden of the cottages. The hedges are not protected under any Acts, only trees. The planning department said there was no need for planning permission to be sought unless the works involved major engineering work or excavation leading onto a major road.
Rubbish: The Clerk was asked to contact Humberts to find out what they were planning to do about the clearance of the field.
Glebe Pruning: No planning permission will be needed for the removal of the branches encroaching into Mr Minnes’ garden. Mr Game will go ahead and bill accordingly.
REPORTS FROM COMMITTEES
Village Hall: AGM was held on 30th October a new Chairman was not found but Secretary and Treasurer remain the same. Hire charges will remain the same.

PCC: A tea party will take place on 6th Dec to help funding. The Clerk received a copy of the risk management report carried out on the Church the three items of relevance to the council were noted and the Clerk was asked to amend future Cemetery and Churchyard contracts accordingly.
FtPs: The steps on Ftpath 2 are being dealt with by WCC via the school. Footpath9 -Thornycroft has several trees down from the wind and floods resulting in some root-ball damage to the bridge the Clerk will contact the warden and alert her.
Drewitts Lane Ftpath 3/4 banks are causing huge amounts of mud to fall onto the path, the Clerk would contact the warden to see if some form of ground cover could be planted to help.
Transport: Wiggly Bus meeting on 31st October at Bouverie hall Pewsey was attended the project is to continue and has been judged a success with more evening services planned. The council will receive the minutes of the meeting in due course.
Leisure Facilities:
Play Area: The annual inspection from ROSPA has been carried out Mrs Butcher kindly drew up a summary chart and work to be carried out was agreed in order of priority. The Clerk is awaiting a response from AS&A Leisure regarding the insurance requirements stipulated in their last letter. The Clerk would also be reviewing the council’s assets before the next premium is due next year.

Minutes of the previous meeting held on 27th September 2000 having been circulated, were confirmed as a true record and signed by the Chairman.
MATTERS ARISING
Millennium Committee: The committee had been distressed to note that some of the trees planted in the Churchyard had been damaged due to a fire being set alight to burn the planks from the old church floor. They asked that the council should endorse a letter of complaint they wished to send to the PCC. It was agreed to do so.
Litterbins: The bin at The Pound has been secured.
Allington Corner: The trees have been cut back. The Clerk was asked to contact Mr Hay regarding the chevrons etc. to be put up at the corner.
Recycle bins; The Clerk has contacted Mr Cater of the Village Hall Committee but has had no response as yet. The Clerk was asked to investigate if a sound-proof bin was in existence.
Audit: The Clerk has received the final accounts ready to be signed off but due to the Chairman not being present nor all councillors they will be signed off at the November meeting.

The hedges are not protected under any acts only trees. The Clerk was asked to check this with the planning department and to ask about the area of garden which looked as if it was being made into a hard standing area for vehicles.

Village Hall: The side security light has been disconnected due to malfunction.
PCC: The church floor repairs have been completed. A Children’s Club has started on the 1st Saturday of every month.

FtPs: Concern was expressed about some steps that had been put in when the old school mobile classrooms were installed on footpath 2. Esther would be contacted.
Nettles at the Moor end of Priest Lane are encroaching the path, the Clerk would contact Mrs Lock about having it cut back.
Transport: Wiggly Bus meeting on 31st October at Bouverie hall Pewsey a councillor would try to attend.
Leisure Facilities:
Play Area: Insurance for the cycle track is still being looked into and will need further contact between ROSPA and the insurance company.
Green Access Point: The last of the grants that were available for has been refused.

MATTERS ARISING
Millennium Committee: The street party was a great success.
Glebe Chicane: The chicane has been completed.
Litterbins: The Clerk will contact Mr Kimber at KDC again regarding the bin at The Pound. The bin at Allington Corner has been replaced.
Best Kept Village: The judge’s comments will be sent every year.
Allington Corner: It was noted that the trees alongside the road on Wansdyke Cottage property were a little overgrown causing visibility problems the Clerk would seek the owners cooperation in dealing with the matter.
Recycle bins; The Clerk was asked to contact Mr Cater of the Village Hall Committee to see if the recycling bins could be replaced at the back of the Village Hall as they were greatly missed.
Audit: The Clerk has met with David Head at David Owen & Co to finalise the accounts and expects to be able to sign them off in the October meeting.
British Waterways: Unfortunately the Clerk was unable to attend the 10th Anniversary of the re-opening of the Kennet & Avon Canal on August 8th at 12.00 noon
REPORTS FROM COMMITTEES
Village Hall: Internal decorating has been completed. The replacement of the side door and creation of a ramp for the disabled is due in the next phase. The front and rear window replacements have been installed.
PCC: The church floor repairs continue. The council agreed to pay 50% of the cost incurred in the removal of a wasps nest by the churchyard wall.

FtPs: Concern was expressed about some steps that had been put in when the old school mobile classrooms were installed on footpath 2. They have become hazardous. The school would be contacted to find out who should be asked to repair the steps.

Leisure Facilities:
Play Area: Insurance for the cycle track has been looked into and will need further contact with ROSPA. Several repairs jobs are due, Mrs Butcher was told to go ahead with any minor repairs as in the works schedule drawn up last year.
Green Access Point: FS Butcher & Sons have completed the ramp. The Clerk has applied for the grants that were available to the council unfortunately two were refused but one will contact the council in November when they will be making their decision.

MATTERS ARISING
Adoption of Amenity Areas, The Glebe: Nothing to report.
Millennium Committee: The council asked if there was a program of events for the street party. Mr Hunt would find out.
Glebe Chicane: The chicane is being completed.
Litterbins: The Clerk talked to Mr Kimber at KDC who said that the bin on The Pound was KDC’s property. The Clerk asked if the bin could be adapted to be fixed to the ground. Mr Kimber would look into it and contact the Clerk. The Clerk was asked to see if Kennet would replace the bin on the Allington Corner that was destroyed with the notice-board last year.
Best Kept Village: The Clerk received detailed comments by the judges. The main area of criticism was the state of the Village hall front door and bench. Building materials were also mentioned. The Clerk was asked to find out if the judge’s comments could be sent every year.
Allington Corner: The Clerk received another letter from Hotspur Cottage about an incident on the road in mid July involving a vehicle turning over, luckily there were no injuries. The Clerk passed on the information to Mr Hay.
Verges: The Highways Dept sent a thank you letter for the council’s comments about their cutting policy.
School Fete: The school did not use The Green for a Tug Of War game. The fete was a great success with over £1,000 being raised for school funds. The end of term performance of The Piped Piper was a sell out. It was noted that the school gated have not always been locked at night Mr Hunt would contact the caretaker to alert her.

The replacement of the wobble beam on the adventure trail by Playquest was completed. Mrs Butcher reported that it had been written all over.
Green Access Point: A third quote had been received from Mansell Builders. The three quotes are as follows;

The vote to accept the quote from FS Butcher & Sons was unanimous the Clerk would also seek Mrs Currie’s vote out of meeting and if in agreement would instruct FS Butcher & Sons to proceed. The Clerk would now apply for the two grants that were available to the council.

Lifelong Learning Partnership: A letter was received asking for the council’s views on a project to provide mobile training units in rural areas. They would be resourced according to local need and programmed by demand. The units would remain in-situ for the duration of the course and return according to demand. Two or three units capable of training 10-14 people at a time are envisaged. The councillors felt that due to the proximity of Devizes college at lot f the type of learning was already available to villagers. They also felt any courses could be run by hiring the Village Hall or School at lower cost than the start up costs of providing mobile units.#
Grave Stones: Two requests for monuments were received one from James Long for a Mrs Hilda Gale, this was approved and the second for three monuments for the Stevens Family which were also approved.
British Waterways: An invitation to the 10th Anniversary of the re-opening of the Kennet & Avon Canal on August 8th at 12.00 noon was received the Clerk would attend.
Community First: Notice of their AGM was received along with a request for membership renewal at a cost of £20.00. It was felt that the current membership with WALC and NALC was providing sufficient information and therefore the Clerk was instructed not to renew membership.
Audit: The Audit Commission officially approved David Owen & Co as the council’s new auditors.

MATTERS ARISING
Adoption of Amenity Areas, The Glebe: The Clerk contacted the residents asking for the fence to be removed. The fence was removed well before the deadline given.
Churchyard Path: The path has been completed a contribution of £50.00 as previously agreed was proposed by Mr Daw and seconded by Mr Butcher.
Millennium Committee: The temporary street closure for 5th August from1pm until midnight for a street party, has been granted
Glebe Chicane: The chicane is still not completed the Clerk was asked to contact Beazer Homes to find out why.
Litterbins: The Clerk had various prices for litterbins due to the high cost She was asked to contact KDC to see if they sold off any and if so circulate the various options before the next meeting.
Burial Rates: the Chairman and a councillor signed the new charges agreed at the previous meeting. The Clerk would inform all relevant parties of the new charges.
Closed Churchyard Grant: The Clerk spoke to Mr Shearer who informed the Clerk that the grants were only open to Parochial Church Councils not Parish Councils.
Allington Corner: Mr Daw and the Clerk met Mr Hay on site to discuss possible measures to reduce speeding round the corners and alert drivers to the dangers. Mr Hay suggested a larger chevron sigh outside Hotspur Cottage, repainting of all white road markings and replacements of the reflector bollards outside Wansdyke Cottage. Mr Hay hoped that the alterations would take place in the next few months. The Clerk had written to the two concerned residents informing them of the site visit and will update them when any further action is taken.

Lipgate Rd: The Highways Dept has placed the area outside the Cemetery on their inspection list to see how they can prevent it flooding. It was proposed by Dr Hollway and seconded by Mrs Currie that a letter of congratulations was sent to the Highways Dept on their revised policy of cutting the more minor road verges before the A roads which has provided much better visibility much sooner than in previous years.

PCC: A Summer Wine Party is being held on Friday 30th June at Rose Cottage for fund raising purposes.
FtPs: FP14: The alterations to the bridge and installation of the hunting gate on footpath 6 is due to start in the next fortnight. They will also cut back any overgrown paths whilst doing the work. Mr Daw has cut the overgrowth on footpath 14.
Transport: Mrs Combe ( KDC) took several comments made by residents concerning the Wiggly Bus, to the meeting. The explanation for the drivers not picking people up unless they had already phoned was due to the call all being routed through a central satellite tracking system. The bus will take block bookings. They are considering extending the service to include evenings.
Leisure Facilities:
Play Area: The Clerk met with a representative from AS&A Leisure about the cycle track. A quotation was received with diagram for £2,153.13 it was proposed that this was accepted as it fell well below the agreed budget by Mr Daw and seconded by Dr Hollway, a percentage of the total might need to be paid in advance.
The replacement of the wobble beam on the adventure trail by Playquest was quoted to cost £250.00. It was proposed by Mr Daw and seconded by Mr Hunt that this be paid for out of the general fund, as it was a repair job.

Best Kept Village: The results for the competition had been received All Cannings was place 3rd in the Medium Village category with 90 points. The Clerk is hoping to receive detailed comments by the judges soon.
W.A.L.C. A letter notifying the council that there AGM will take place on 21st July at The Town hall Devizes was received. No body was available to attend
Military Graves: The Clerk has received a letter from the Administrative Officer of 43 Wessex Army Brigade asking if the parish had any “non-war graves” in our Churchyard or Cemetery. The Clerk would check the sites but it was thought none were present.

MATTERS ARISING
Adoption of Amenity Areas, The Glebe: The Clerk contacted the Dog Warden as who found little trace of any dog mess but did speak to some of the residents and will be putting up some dog fouling signs. The council decided that a deadline should be given for the removal of the post and rail fence to coincide with the next meeting. The Clerk was asked to ensure all properties get this letter asking for the fence to be removed. The Clerk was asked to acknowledge the letter of support received from No.3 the Glebe.
Commuted Sum: The Clerk has sent the new plans to all contractors and is awaiting their revised quotes.
Churchyard Path: No further work has been undertaken.
Millennium Committee: The committee has received £1,500 from the Millennium Committee of London. The Cemetery gates have been finished and the two stones ready for the commemoration ceremony on 11th June at 4pm on The Green. The committee have requested a temporary street closure for 5th August from1pm until midnight for a street party.
Glebe Chicane: The chicane is being put in place.
Skip: The number of skips allocated per village is not related to population growth. Councillors felt that many people were unaware of Kennet’s free waste pick up service and asked the Clerk to add this information to the skip notices.

Green Work: Mr Turner carried out the various tree pruning on The Green the debris was taken up to Cannings Cross Farm by Mr Game.
Litterbins: The Clerk was asked to search out find out the prices of the various options for the next meeting.
Corner Cottage: The councillors looked at the plans, no obvious differences were spotted. There was a query as to whether the space above the garage was being used for storage as in the plans.
Canal Boats: British Waterways told the Clerk hat a boat may be moored up to fourteen consecutive days then must travel a minimum of 10Km and not return to the original mooring within twenty eight days.
Burial Rates: Devizes Town Council’s rates were compared to All Cannings and some charges were raised.

Churchyard Grass: The Clerk was asked to contact Mr Coles to ask if one of the yearly complete cuts could take place before the end of July due to a large party of American visitors coming to research their relatives on the last weekend in July.
Closed Churchyard Grant: The Clerk spoke to Mr Hussey who explained that a grant was usually granted to cover the maintenance of a Churchyard. As the Parish already took care of this Kennet might suggest that instead of taking over the maintenance at a higher cost they give the council a grant to cover the current arrangement. The Clerk was asked to pursue this further.
REPORTS FROM COMMITTEES
School: The school had vandals wreck part of the new garden over the Easter Holidays and is asking for extra vigilance and that anybody seen be reported to the police.
Village Hall: The replacement window originally planned in hard wood may according to grant restrictions be made of plastic. The noticeboard needs repairing too. Various maintenance works will be carried out both internally and externally. The committee are hoping to place a wheelchair ramp at one of the entrances to the hall.
PCC: A blessing Service for the Cemetery Gates and Millennium stones will take place on The Green on 11th June at 4pm.

FtPs: FP14: Esther Daly has spoken to the owner of the field on Ftp 6 Mr Baron regarding a new gate being put in the fence. A hunting gate was proposed by Esther instead of a kissing gate. The council agreed this was a more acceptable alternative and would pay for it and the pedestrian gate would be paid for from WCC’s maintenance budget. Whilst agreeing on principle to funding one of the new stiles, the councillors felt that Mr Baron who owns the field where the kissing gate would be placed needed to be contacted. They also felt that a large kissing gate would be too high for the fence line and asked the Clerk to contact Esther to see if an alternative was possible.
Transport: Mrs Combe ( KDC) took several comment made by residents concerning the Wiggly Bus, the lack of local knowledge of the drivers and that the bus was refusing to pick up passenger who were at a pick up point unless they had phoned, which resulted in loss of use.
Play Area: The cost of a fun box was thought to be prohibitive. The council reviewed a previous cycle track scheme and agreed that a budget of £3,000 proposed by Mr Daw and seconded by Mrs Currie was set to try to acquire some of the equipment in the original quote. The Clerk was also asked to find out the cost of repairing the wobble balance beam that Play Quest built. If necessary a decision could be made out of meeting concerning its repair.
LinC Scheme: A launch on Sunday 2nd July in the Village Hall at 4pm is being held to introduce Petanque and the other activities planned.

Leisure Bus: The bus will be on The Green weather permitting on16th August from 2pm until 4pm or in the Village Hall.
Allington corners: A letter from Mr Hodge at Rookery Cottage and Prof.& Mrs Till at Wansdyke Cottage, Allington were received. Both letters asked for the council’s support in seeking better safety measures on this section of the road. Mr Willmott recommended contacting Mr G Hay to arrange a site visit.
Lipgate Road: The Clerk was asked to contact the Highways Dept about the consistent flooding on the road outside the Cemetery.
Vandalism: The Clerk has received several reports of vandalism occurring in the village over the last two months by young people some from outside the village. The police had been contacted and said whilst they could not patrol the village regularly to continue to report any incidents. It was suggested that Mr Ball be contacted as the Neighbourhood Watch representative, so he was aware of all the complaints received.

Chairman’s Report 1999 - 2000

I have been honoured to be your chairman for the last year; I hope I have represented you as you would wish.
This millennial year has been a busy one for the village, the council and many of us personally.
The parish council gained a new member who joined this year, Mrs Butcher, and I am sure we all appreciate the hard work she has done on behalf of the council and of the village. We have also appointed a joint (with Etchilhampton) school governor this year.
The village as benefited from the voluntary activities of the Millennium committee, both for the various festivities and from organising and implementing a tree and stone planting program that will be a lasting memorial. Our thanks go to them as well.
We also can celebrate the completion of the school and its excellent Ofsted reports, again a lot of voluntary labour has made this a success.
The village as whole thrives with many different clubs and societies of people giving up their free time and creating value for all. Only last month many of us enjoyed the pantomime for instance.
As Chairman I feel disappointed that I haven’t managed to drive the business of the council forward faster. In many ways I am sorry that despite much hard work we haven’t finished many projects this year. The dead hand of bureaucracy seems to reduce all progress to a crawl.
We are still slowly going through the steps we need to take to improve the access to the Green, we are still battling to improve footpaths, though there was a success with the new kissing gates and bridge, and we are still being exercised by the amenity area on the glebe.
The council also spends an immense amount of time just keeping the normal business of a council going, making sure that planning decisions have a local input, keeping the grass mown and battling for the interests of the village with the many many layers of committees, councils, and bodies that control our every move. My thanks to all the members for their ceaseless and unrecognised work through out the year. And I would particularly like to thank the Clerk for all her hard work, the job doesn’t get any easier.
She also has accepted the extra burden imposed on us by ourselves of being on a pilot project to put our Audit out to tender. This opening up of a monopoly to market forces should show benefits to us and the ratepayers.
This year also saw the introduction of the Wigglybus. My cynical view is that so far all the hundreds of thousands of pounds spent on this venture has done is given a few people a few cheap journeys, closed down a couple of regular bus routes and enabled a lot of consultants do a lot of consulting. I hope I will be proved wrong because in the next year rural transport is going to be a major issue and good solutions are hard to find. I hope the council will not give into every single-issue interest group on this matter and continue to display its usual healthy scepticism.
In the next year I am sure we will have even more paper from above showered onto us, that we will finish some of our projects and that we will continue to try to do the best we can for the whole village. And I hope I can continue to serve the village and the council in any way I can.

Minutes of the Annual Parish Meeting held on 28th April 1999 were read, confirmed as the true record and signed by the Chairman.
MATTERS ARISING:
Millennium committee; Many successful activities have taken place during the year and various projects such as the memorial Sarsen stones and cemetery gates are still in progress.
Litter Grant: No litter grant has been received from KDC for the last two years. The Clerk was asked to see if more free skips could be ordered due to the increase in population in the last year.
ACCOUNTS:
A summary of payments and receipts for the financial year ending 31st March 2000 was given in the new format by the Clerk.
Actual receipts for the year was £8,049.21 and payments were £11,706.56 (incl. £7,000 transfer from leisure investment account)
Balances were given as follows;

MATTERS ARISING
Adoption of Amenity Areas, The Glebe: Received a letter confirming the points raised by Mr Crookshank and Mr Collier at the previous meeting. The letter had been circulated to all councillors. After a brief discussion where the councillors expressed their continuing concerns a secret ballot was proposed by Mr Butcher and seconded by Mrs Butcher to ascertain if the parish council wished to continue further with discussions over the land (yes) or wished not to continue negotiations with the residents(no). The result was 6 no and 1 yes. The Clerk was asked to write to the residents letting them know of the council’s decision.
Commuted Sum: Mr Legg drew up plans for an access point at a cost of £150. He supplied three copies. The Clerk was asked to contact the contractors with the new plans for new quotes and to include the cost of two signs notifying the public of the access point. She was also asked to apply for the grants already reviewed by the council.

Churchyard Path: No further work has been undertaken.
Millennium Committee: Nothing to report
Stiles: Work has started on the footpath 9 bridge and the kissing gates are also being installed. Various other works has been taking place around the parish resulting in repairs and installation of footpath signs. The Clerk was asked to write a letter of thanks to Esther Daly for all her help over recent months.
Michael Ancram MP: The Clerk read out a draft letter giving support to Mr Ancram’s opposition to abolishing Parish Councils in favour of neighbourhood forums. The councillors were happy for the letter to be sent.
Audit Pilot Scheme: The Clerk had applied for entry into the scheme and is awaiting a response.

Glebe Chicane: The Clerk received a reply from Beazer Homes stating that they were awaiting a revised traffic-calming scheme from Wiltshire County Council. The Clerk was asked to find out why the original plans were altered and when the chicane would be in place.
REPORTS FROM COMMITTEES
School: A copy of the Ofsted Report has been received by the school. Mrs Riseley-Prichard reported that the governors were very happy with the results and gave the council a copy to be passed round. The councillors appreciated the good news especially after all the upheaval the school had faced in the last year and felt a letter of congratulation should be sent to Mrs Roberts and the staff. The numbers on roll have gone up since last year.
Village Hall: Trees have been planted at the rear of the plot, to separate the parking and grass areas.
PCC: A.G.M. is due in April
FtPs: FP14: The Clerk has applied to KDC to remove the dead Elms along footpath 14 and is awaiting a reply.
Transport: The Pewsey Vale Transport Group sent a letter about the Quiet Lanes Project asking if the parish council wished them to represent them in campaigning for protecting roads from increased traffic to make it safer for walkers, cyclists and horse riders. The council asked to be kept informed.
A Devizes Community Area Transport Plan Exhibition is to be held at Devizes Market Place on 13th April from 11am – 7pm. The Clerk would put it on the notice board
Play Area: The new hedge has had the tops lopped off due to the stakes being removed. The Clerk was asked to contact WDS to alert them to this. The adventure trail net has been repaired. The seat commemorated to Birt Whatley has deteriorated further and part of one of the seat boards has been vandalised and need repairing immediately. Mrs Butcher was thanked for all her hard work on the play area.

Ditch: The roadside ditch along Chandlers Close has had rubbish dumped it, also some conifer tree cuttings have been dumped in the field alongside the play area at the end of the Close.
Skip: The Clerk was asked to contact KDC to ask if they could remove the excess rubbish left by the skip recently taken from the village
Hounds Fouling: Concerns about the way the hounds at the Avon Vale Hunt Meet were let out and ran all over parts of the Green were expressed. The Clerk was asked to write to the hunt Master and request the hounds were not let out that location again.

School: The Ofsted Report is due soon, the governors have seen a confidential brief and are happy that the report will be good.
Village Hall: The new Public Entertainment Licence has been obtained. Trees are to be planted at the rear of the plot.
PCC: Various fund raising is taking place. A question was put to the PCC as to whether any further development of The Glebe was likely. As far as they know there is no future development proposed.
FtPs: FP14: The Clerk alerted the owners of those properties backing onto the footpath that there are several Elms that are dead and a potential hazard to users of the footpath. She told by the owners that these were outside their boundaries. Mr Gale replied he would be happy to assist in their removal. The Clerk was asked to contact Simon Turner to find out what to do.
Transport: Bus Route 11 from Alton Barnes to Devizes Saturday service will cease after 15th April 2000 due to lack of usage. The Mon- Fri services will continue
Play Area: There was a mess after the hedge was planted as kids had vandalised the sleeves and canes. Mrs Butcher was mandated to remove any dangerous stakes. Mr Butcher had made up the edge of the basketball pitch which was a trip hazard. The large net on the play equipment is torn and needs to be made safe

Chairman’s Report 1998-99

Firstly may I say how honoured I have been to have been your chairman for the last year, I hope I have represented you as you would wish.
It has been a busy year in All Cannings, both within the Council and the village as a whole and for the record I would like to record a few of the highlights.
However I thought it might be interesting to look back over the last fifty years and see what has exercised the Parish Council for that time.
Fifty years ago the Precept was £45, the village was hoping for a new hall and street lights were coming. Supplying mains water was about to go to an enquiry whilst mains sewage wasn’t a priority. However the footpaths were very muddy and in need of maintenance.
In 1959, 40 years ago, the Parish Council forewent the £1 a year rent it had been receiving for the grazing on the green and had it bulldozed flat as a playing field, the bank against Chandlers Lane was made steep to prevent access. The council had been put 6th on the list for a mains sewerage scheme and Thorney Croft path was still muddy and nearly impassable.
Thirty years ago at the end of the sixties mains sewage work started and the Parish Council was preoccupied with Civil Defence.
1979 – Twenty years ago, we laid out a cremation plot and concern was expressed about the state of the Churchyard wall. And the slide was repaired.
In 1999 we have some of the same problems but some progress has been made.
I am pleased to be able to report that in the last year the new school has arrived and is drawing to a successful conclusion, and so after fifty years in addition to the village hall, the village gets its new hall in the school.
The churchyard wall repairs seem to be drawing to a successful conclusion as well, although we have not managed yet to draw the promised money from Kennet.
We did manage to extract £18,000 from Kennet’s grasp that Beazers had paid as a commuted sum. Slowly we are moving to spending it on improved leisure facilities. The play equipment including the slide will be improved and access to the Green from Chandlers Lane will be made easier.
Beazers new development, which I must remember are the Ridings and not the Sidings, is drawing to a successful conclusion and we look forward to welcoming the new residents into the village.
Also drawing to a conclusion are the extensive canal works, considering the weather and huge task they had, I think the contractors have done an excellent job.
After many years the Amenity Area saga on the Glebe seems to be coming to a successful conclusion.
The new school made the recycling bins homeless, despite our efforts we could not find another site and so they went to whereever recycling bins are recycled.
After twenty years the posts round the cemetery plot were replaced.
Next month we can expect the Wriggly bus to arrive and maybe revolutionise rural transport in the Pewsey Vale, as long as you only want to go to Devizes.
And finally the millennium also appears to be coming to a conclusion, successfully I believe, well at least in All Cannings it will because we have the Parish Council organising the planting of a Yew tree. And an excellent Millennium Committee organising trees, hedges, bun fights and all manner of jollities. I look forward to it.

MINUTES
Minutes of the previous meeting held on 26th June 1998 having been circulated, were confirmed as a true record and signed by the Chairman.
MATTERS ARISING
Adoption of Amenity Areas, The Glebe: Treasury Solicitor was contacted and they informed us that York Close had not been dissolved as previously thought, and suggested we ring Grant Thornton. A letter from the Crown Estate was also received advising us that no Notice of Disclaimer had been received from the Official Receivers i.e. Edward Symmons & Co as they may be able to transfer the land to us. The Clerk was asked to continue to follow this up.
Churchyard Wall: No bill has been received from Graham’s yet, it was agreed that a cheque would be signed out of meeting if needed.
Commuted Sum: Ideas received from Parishioners are: replace swings and slide with new, supply a picnic table for adults, put basketball stands on old netball surface when the school no longer use it. Mr Bellotti volunteered to find out cost options on these and councillors suggestions for the next meeting, this would include a maintenance sum.
REPORTS FROM COMMITTEES:
School: The digging has started. The recycling bins will have to be removed soon, the Clerk was asked to find out who to contact. The Clerk was also ask to ask the contractors to make sure all lorries use the second turning into the village to prevent them driving through the village.
Village Hall: None
PCC: Interviews have been postponed until the end of July or August.
FPs: Footpath 2 running up to the Church door is cracked and uneven and the stile at the back of Thornycroft is almost impassable due to waist high nettles. A letter was received from Mrs Jay Chairman of W.C.C. in reply to our complaint stating that a parish receives rights of way maintenance on a three or four-year rotation.

FPs continued, All Cannings is due for maintenance in the next financial year. The paths listed in our letter have been added to the list for clearance, others must be brought to the attention of out Rights of Way Warden. Mr Butcher proposed and Mrs Currie seconded that the parish council should pay someone to clear our footpaths so they are passable as the paths are an asset to the village and send W.C.C. the clearance bill.
Transport:. The Kennet & Avon canal is due to have work done on it near the village bridges which is due to start late September with a cable being put in along the towpath before actual Canal work commences. The Stanton and Allington footpaths will be closed during the canal work.
Bus Service 11 has been causing parishioners difficulties due to poor driver knowledge of the area and late arrivals, the Clerk was asked to write to the relevant people voicing our concern.
A car left in the Canal parking area by All Cannings Bridge is obviously abandoned and has been vandalised, the Clerk was asked to find out if it was going to be removed.
CORRESPONDENCE
Local Democracy Week: Kennet sent out questionnaires to a proportion of residents enabling them to have their say on a number of issues.
Planning: Planning application K/036143 was received from Mr P. Gay and Mrs J. Allen at Unit One Cannings Cross Farm, for the extension and external alterations to Unit One.
Planning application C/103/98 was received from Mr P Hodgkins Forge house The Street, All Cannings for felling four fir trees .
Planning permission was granted for ;

K/034817 for Beazer Homes for erection of 13 new houses on land behind the present Glebe.
Annual General Meeting: The Community First will be holding their AGM on September 10th at the Corn Exchange, Devizes. No councillors were available to attend the meeting.
KDC Liaison Meeting: will be held at 7.30p.m on Monday 28th September at the Bouverie Hall, Pewsey. It was asked that the issues of transport groups and bus services were brought up.
Volunteer Outreach Bureau: A letter was received trying to recruit village information volunteers to keep the Bureau updated with all relevant village

information. The Clerk was asked to respond offering the use of both our notice-boards for any information gathering they needed.
Rotary Club Ambulance Maps: A letter was received from the Rotary Club Devizes requesting a diagramatic map of the two villages for the ambulance service who do not have access to those of the Fire Brigade. It was suggested that Rick Ozzard might be a good person to contact concerning this map.
Glebe Fencing: A letter was received from Mr Lee Director of Environmental Services at KDC regarding the fencing erected adjacent to The Glebe, stating that according to both Mr Primrose and Mr Fleet, Principal Development Control Officer the fencing did not breach the planning control. The Clerk was asked to check with the County Solicitor concerning this issue

Millenium: The Committee wants to place a Sarsen stone on the Pound by the seat and seek the Parish Council’s permission, they also are unclear if they would need planning permission, the Council did not object. The committee also sought ideas for where a smaller stone could be put in Allington the Clerk was asked to see if planning permission was needed and inform the committee accordingly.
Street Signs: Mr Hunt asked what the possibilities of having a Children Playing sign put up in Tumlins was, the Clerk would research this and let him know.
Parish Council Information Sheet: The Clerk was asked to prepare an information sheet on who the Councillors on the Council are and relevant information numbers for parishioners and put it on the notice-boards.
Recycling Bins: The Clerk was asked to seek alternative options to try to keep some if not all the recycling bins available in the village.
Mr Hackett’s Memorial Tree: The council had received any enquiry into placing another sear either beside or around the tree.

A new seat was purchased for the Pound and installed.
The new Bus Stop was marked outside the Post Office.
British Waterways built a new swing bridge at Allington.
Mrs Alison Daw took up the Clerk’s position after the resignation of Mrs Holman.
The Churchyard Wall project obtained a grant from Kennet District Council for a third of the cost the other two thirds will be found by the Parish Council and the P.C.C. Work commenced in February 98.
The landscaping of the area outside Chandler’s Close was taken on by K.D.C.
New village nameplates for All Cannings and Allington were put up.
A line of Beech trees was planted along the Cemetery railings bordering the new school site.
New school for All Cannings was passed by Wiltshire County Council, building to start in 1998.
Annual Playground inspection was carried out for the play equipment on the Green.
The parish had 5 amenity skips from KDC during the year, the issue of asbestos is still worrying.
The Cemetery and Churchyard cutters have agreed to continue their contracts.
The Book of Condolence for Diana Princess of Wales is being kept by the Clerk who is still awaiting instructions from St James’ Palace.
The Women’s Institute planted a tree on the Green in memory of Anna Burrage.
A new stile was put on the field backing onto the Moor.
The swings and slide were painted this year.
Due to the new Dog Fouling Order dog fouling bags were provided by KDC and are kept in the village hall for access when open.
Councillors attended the following meetings: Pewsey Vale Transport Group, Devizes Area Forum, and Liaison meeting between KDC and Parishes.
