MINUTES OF All Cannings Parish Council Meeting November 28th 2018

Matters arising – no records in original installation details regarding the need for the wooden equipment on the Village Green to be re-treated.
Cllr Gray still to put details about readers for School on website
Regarding the information from last meeting about bee keeping. It has gone in to the school magazine that the council will contribute £40 to anyone wishing to start a hive. This was not agreed at the previous meeting.
Cllr McDonald still to contact Savils re the Glebe Field
5. Reports:
a) Village Community Store – nothing to report
b) PCC: Churchyard – 100 club coffee morning will be held on Wednesday 12th December. PCC meeting postponed whilst waiting for information regarding to theft of lead from the church roof
Dec16th carol service Volunteers needed on Thursday 13th at 9.30am to help put up frames for candles. No-one has come forward as new wardens.
c) Cemetery – Cllr Butcher has removed some of the branches (with some help), but still some to go. Neighbouring farmer will remove the soil as previously requested and has agreed we can access his land to remove branches
d) Village Green – Cllr Gay has received the labels for the gym equipment. The bush has been removed. A volunteer has agreed to clear the path opposite Footpath 14
e) Village Hall – works to front of hall will start weekend beginning Dec1st. Councillors will view the strategic aims and pass any comments onto Cllr Butcher before the next meeting in January.. Cllr Butcher has a copy of their maintenance works which include the front pavement, indoor flooring and fencing at back and for the future some audio visual equipment and a screen. Next meeting is Monday 7th January 2019
f) Pre-school – There has been a partial change of committee. They had an AGM and annouced just a £400 deficit after the losses of the year. Bonfire and fireworks went well and raised about £1000
g) Glebe Field and allotments – nothing to report. Planting on the bank will take place very soon
h) School – Cllr Butcher had a meeting to discuss the road crossing. They would like to move this on. Parish Council and school will share the 25% of the total cost. Wiltshire Council has a school run app to help parents car share – some schools have had a 14% drop in traffic. They are looking to do a Wiltshire wide car share app. School will also re-design the dog poo posters. Cllr Butcher has looked at costings for putting onto A5 fomex board. The cost for 1 is £8. This will be reviewed once the new posters have been designed. The school has agreed to include trimming the bank between the cemetery and the school when they renew their grass contract. Cllr Butcher will speak to the head about parents parking on the Green now that the weather has turned wet.
i) Footpaths – Cllr Butcher suggested that we get quotes to put up staggered barriers at the end of Footpath 14.
j) Parish Steward requests – leaves at bottom of Green to be cleared. Pot hole in Allington just after sharp right hand bend on way into Devizes.
The posts have gone in for the 20 mile an hour signs.
6) Planning Applications – 18/10719/TCA no objections. Suggestion that we put on the website that if a parishioner cuts down a tree they might want to consider donating a tree to the village.
7) Both original applicants for clerk have withdrawn. We are re-advertising in newsletter and school magazine. Cllr Tilley will e-mail other local clerks with the job advert. Cllr Gray to contact WALC. If no-one is appointed then there should be a plan of action to cover.
Can e-mails say – RESPOND PLEASE if it is important to acknowledge.
8) Correspondence – Grangefield – we will wait to hear from the Council
Unanimous decision to raise the donation to LINK to £75
Sprytar – it’s an app that gives details of village/local area. Cllr Butcher wondered whether we could do our own version – local signs, a numbered map with signs ? We have a copywrited map for the best kept village which could be used. The council will seek volunteers to develop this further
We have received thanks from Alison Bull and the all Cannings Village Hall for all our help with the Village Hall work and the Remembrance weekend
9) Finance – The precept has been reviewed and we don’t need to increase the precept this year. We have saved with the contractors. Cllr Gray thanked the councillors for everything they do to reduce the costs and their contributions. We have had a VAT refund of £6147.76. We have a year’s reserve as a result of this. They have built in contingency plans for additional costs and included the contribution to the school crossing. Cllr Whitehead advised that we increase the precept inline with inflation
Cllr McDonald mentioned that there won’t be any funding for the village from Concert at the Kings next year as it is not running and we should increase the precept to cover this.
Cllr Butcher proposed a 2% increase. This was agreed 6 to 1 by Councillors. Precept will be £15,798.

Cllr Whitehead mentioned that the Devizes Assizes building has been saved
The need for SEND’s are increasing. We have Rowdeford, St Nicholas and Larkrise. The council will invest £20 million to build a new school at Rowdeford which will amalgamate all three schools. There will be full time medical, physiotherapy staff etc. It will be developed to teach children life skills as well as education
AOB: Request from Allington for a defibrillator – council will make some enquiries
Cllr Butcher mentioned that we missed out on the Parish Emergency Aid eg salt/grit reserves. There is a yellow bin by the canal which has fallen over. Clerk to report to the Parish Steward. The council is no longer distributing the yellow bins due to costs.

4. Minutes of the previous meeting and matters arising from the minutes- Cllr Gray will not lay the wreath. Cllr McDonald will lay it instead. Cllr Butcher has placed crosses for all members of the fallen. She has checked the names and altered any where appropriate. Still waiting for a reply about the memorial stones.
Cllr Gray flagged up the issues about play equipment with id Verde.
The Pound sign has been cleaned and reinstated
We still have no date yet for the 20 mile an hour installation
Cllr McDonald not yet replied to Savills. Clerk will re forward the e-mail for him to reply

5. Reports:
a) Village Community Store – nothing to report
b) PCC: Churchyard – Lead been stolen from the church roof. Fund raising as insurance payout may not be enough. Water has damaged the internal roof. Font has been moved and parishioners must use the other door for the time being. Gaigers will put netting up next week to catch any falling plaster.
c) Cemetery – a laurel at front of cemetery needs cutting back. Cllr Butcher will do so. Unanimously agreed. Cllr Butcher has put two planters up by cemetery for winter months
Tap will need replacing very soon – Cllr Gay to do
d) Village Green – nothing to report except for payments to be approved. Does the wooden equipment need to be treated? Cllr Gay to check.
e) Village Hall – unanimous vote for the Head Lease /sublease between hall and school. They are considering putting in a permanent screen and projector and replacing the floor at a later date.
They have had further quotations for replacing the paving slabs – they now need approximately £1800. They are asking the Council for £900. The Concert at the Kings have agreed to donate £750 towards the cost. Unanimous vote to donate £150 of council funds in addition.
Unanimous agreement also for the Council to nominate an arbitrator between Mary Whatney Trust and Village Hall if/when necessary.
There is discussion with the village shop regarding the new yellow post by the drive to the shop to stop lorries parking on the pavement.
They are also looking at strategic aims of the hall
f) Pre-school – Bonfire night will be their biggest fundraiser. Going well and hoping to have a full day on a Friday soon
g) Glebe Field and allotments – taken out the high grass as it has seeded on Glebe Field. Re allotments will terminate contracts for plots that haven’t been used. The parishioner who maintains the plants in the village has suggested that villagers can donate shrubs to be planted on banks. Council to decide what will be planted. Cllr Daw to donate some straw to break down the clay soil.
h) School – Cllr Butcher will raise the improvement to the road scheme again as we have heard nothing recently. She will also mention the slippery path to the school
I) Footpaths – nothing to report
j) Parish Steward requests – clerk to contact re the tree roots on new paths. Path between school and Green gets slippery when wet.
Planning – no objections
7. Volunteers for school readers – Cllr Gray will put an advert on the website. They are also looking for volunteers to help with school drop off – also will put on website
8. Boundary changes – every council in country will be a reasonable size. Our boundaries are being checked. We are currently slightly over. Cllr Whitehead will no longer be our councillor so we will join the Pewsey and Downs from 2021. This is simply an electoral division. We can object until November 4th 2018. This won’t effect any school, catchment etc
9. Staff vacancies – had 2 applications for clerk already. Application deadline is November 5th 2018.
Cllrs Gray and McDonald to interview.
Vacancy for Councillor – there have been 2 shows of interest.
10. Finance:
We have received £200 for the Best Kept Village Award
Concert at the Kings have requested that monies from the account should be spent as indicated - £750 towards the Village Hall, £500 to the Primary School and £250 towards WW1 remembrance celebration
We should spend the money from the Best Kept Village on improving the village. Will come up with suggestions for beginning of next year.
We normally donate £50 to the poppy appeal. Kate Asbury to contact relevant person to pass it on.
All invoices approved.
We should start thinking about the precept. A date will be organised outside the meeting to start discussions. Cllrs Gray, Butcher, McDonald and RFO Kate Asbury have agreed to form a working party to discuss and report back
11. AOB – plants could the next village planting be more bee friendly.
Cllr Gray mentioned that we may need to upgrade our VAT software at sometime in the future.

MINUTES FOR All CANNINGS PARISH COUNCIL MEETING
SEPTEMBER 26th 2018
Meeting opened at 7.30pm

5. WW1 anniversary Celebrations – A parishioner shared plans for celebrating “A Year of Anniversaries” on November 10th looking for funding possibly from Government Equalities Fund or Concert at the Kings
There will be a church service at 10.45am on Sunday 11th to celebrate Armistice Day and the bells will be rung half muffled.
Cllr Daw volunteered to do a Beacon. The council will donate £50 towards a wreath (unanimously voted in). Cllr Gray will lay the wreath.
Cllr Whitehead mentioned that it was universal suffrage for women AND 40,000 men who were not landowners and that this should be included.
6) A parishioner raised the issue of the broken paving slabs in the general use layby outside the village hall. The insurance has covered £623 for the recent damage. £3900 will cover the repairs and the erection of 4 yellow posts to prevent further damage. Received 2 quotes awaiting a third.
Along with further works required there is a total bill of approx £7,000. They have a balance of approx £9,000. They are putting in an application to Parish Council for £2,500 funding.
Pre-school are paying full rent again now.
The council will need time to discuss as it is about a third of the council’s precept.
Asking for volunteers to help with the works has been discussed, but discounted due to health and safety. Cllr Butcher will contact Concert at the Kings regarding funding. Cllr Whitehead agreed that the Area Board might also be worth contacting (Council to do this)
5. Reports
a) Village Community Store – Cllr McDonald – Nothing to report
b) PCC Churchyard - Cllr Tilley – Cllr Tilley and Gay have dealt with the roots – there may be some more work needed on the path. Cllr Tilley filled in the sunken grave. The area for cremation remains is still to be reduced. Cllr Tilley mentioned to idVerde to be careful around the gravestones
c) Cemetery – Cllr Butcher – nothing to report
d) Village Green – Cllr Gay – Rospa report has been done. Nothing major, but a few minor issues. Stickers missing and the see-saw needs a minor adjustment. But we have a clean bill of health. A bit of strimmer damage on new play equipment. Cllr Gray to flag up to id Verde. Cllr Butcher to check information to see if we need treat the equipment. The elm to be removed when possible – Cllrs Tilley and Gay
e) Village Hall – Cllr Butcher – Cllr Butcher will represent the Council at a Village Hall committee meeting on Monday Oct 1st to vote on a Head Lease/sub lease. She is representative of the Parish Council and can only vote on the Council’s preference. Cllrs Butcher, Tilley, McDonald, Daw and Gay voted for Head Lease/Sub Lease Cllr Gray abstained. The results of the vote will be passed on the The Mary Whatney Trust. The shop will support either a Head lease/sub lease OR a direct lease, but they want an unencumbered lease for 35 years, with a peppercorn rent and no provision for a rent increase. The shop would also like more ground. This has been discussed legally with a trustee of the lease who is also a lawyer.
f) Pre-School – Cllr Daw There are having a Bonfire Night on November 3rd. The numbers for pre-schoolare usually low at this time of year, but they are good at the moment, so they are hoping for a busy time ahead.
g) Glebe Field and Allotment – Cllr McDonald. There has been mention that cars are parking on the Glebe Field. Clerk will contact the school to ask them to remind parents there is no offical parking.
Regarding the correspondence from Savils. Cllr McDonald will reply via e-mail.
h) School – Cllr Butcher – confirmation regarding the dates for the road closures are set for during half term.
I) Cllr Gay has strimmed most of the footpaths. There are some hedge clippings by the pub that need to be removed
j) Parish Steward requests – ask about the root systems on new footpath by orchard for Allotment
8) Correspondence. Regarding the e-mail from Etchilhampton about the planning 18/05990/FUL and 18/05984/FUL Cllr Whitehead mentioned that the planning probably won’t go to planning Commitee until November. The main question will be regarding size and whether it’s appropriate. Clerk to reply to Etchilhampton clerk with information previously supplied by Cllr Tilley.
10) WW1 anniversary celebrations – Cllr Gray will contact Alison Bull re the silhouettes for WW1
11) Risk assessment on The Village Green has been done September 2018.
12) Mary Whatney Trust are approaching the Villagers to ask for Trustees. This is not a mantle that the Council should take on. We are still considering whether we would be prepared to be arbitrators.
13) Staff Vacancies - do we need a budget to advertise? Cllr Gray will find previous e-mail. A budget of £100 will be set aside for advertising

Minutes for Parish Council Meeting July 25th 2018

Welcome to the public

Apologies: Cllr Butcher,

Minutes of the previous meeting were signed by Cllr Tilley with no amendments.
Reports:
a) Village Community Store.
The latest meeting was held on the 24 July. May Watney trust was discussed. They are holding a BBQ on 17th August.
b) Churchyard.
The artist who created the driftwood statues displayed at the flower festival has offered to donate these to the church. They are too big for the church, however they can’t be sited outside at the request of the artist unless they were sheltered, a sufficient shelter would need procuring and funding. Action – Cllr Tilley will report back that it’s probably too big a venture.
The Paulownia tree that was taken down eighteen months ago is sprouting back up, and the roots are coming through the path. Cllr Tilley has tidied up, but it needs the stump killing. Action – Cllr Tilley and Cllr Gay – budget approved for anything needed to complete this task.
c) Cemetery. Commented by all how good the grass cutters are.
d) Village Green – awaiting play inspection details. There has been mention of a dead elder tree – action Cllr Gay to review. Also there is one possibly dead tree at the bottom of School Lane. Also to be reviewed by Cllr Gay.
e) Village Hall
Information provided by a member of the public: the old boules pitch has been regrassed. Update on the flagstone issue out front - this has been confirmed as covered by their insurance. Low bollards may also be erected to deter lorries parking up on the kerb. Finding funding is in progress for this.
The framed map out the front of the hall has been refurbished and it is now officially on the inventory.
f) Pre-School – nothing to report
g) Glebe Field and Allotments
It was noted that the grass is very high around the football pitch. Action – Cllr McDonald to review and report back to iDverde if needed.
h) School.
Cllr Butcher to liaise with community beat officer about patrolling around school pick up or drop off after holidays. Action – Cllr Butcher
i) Footpaths
Cllr Whitehead will liaise with Paul Millard regarding Footpath 25.
Thanks to Cllr Gay for his footpath clearing work. Also thanks to Cllr Gay for erecting the gates.
Liaise with the Clerk with regards to C23 Lipgate pothole that should have been reported in July, and forward reference number to Cllr Whitehad – action Kate Asbury

Clerk’s report
Emma has been in contact with the Diocese regarding a request from a resident of Chandlers Close about the Glebe field. Our contact at the Diocese is on holiday until July 23rd, so hopefully we will receive a response soon.
There is a grave purchase to sign off and complete. This was signed by the councillors and the purchase will be completed by the Clerk.
Wiltshire Council are running a free clerks training on September 12th, and Emma has requested a place.

The notice went up to advertise the position for councillor. No objections or applications currently received.
The Concert at the Kings received a letter from the council thanking them for all their hard work
The Clerk has applied to join SLCC but heard nothing yet
5. Checking of Asset Register – unanimously agreed to keep them as they are and review again next year
6. Reports:
a) Village Community Store – nothing to report
b) Churchyard – Cllr Tilley will make the cremated area smaller. Some of the posts are rotten, and by making it smaller then we can avoid buying new posts. Also at current rates it will take some time to fill the space. A parishioner asked whether the space would still be consecrated and it was ascertained that it would be.
c) Cemetery – had a request to find an unmarked grave. Cllr Butcher has located it and passed on the information

d) Village Green – Cllr Butcher asked whether Cllr Gay has been doing the weekly check lists. Offered to keep the lists in the Parish Chest if needs be. Cllr Tilley will remove the dead tree at some point. Otherwise the Green has been kept clean. A parishioner suggested that we look at the bank in the Autumn.
e)Village Hall - Bowls pitch has been flattened as previously discussed.
Defibrillator is covered on Village Hall insurance. It may also be covered on the Council’s insurance, so needs to be checked.
Good progress has been made between Shop and Hall regarding the new leases etc.
Shop will take responsibility for whole of their end of site. The area will be clarified legally.
A parishioner asked whether the Parish Council had been approached to be arbitrators in the need of problems between the Shop and Hall? We have not been. They then asked if we would be prepared to appoint one. We have been approached to take the place of the MW trustees. This will be discussed later along with the request to appoint an arbitrator.
Layby – sunken kerbs – now 18 broken kerb stones. Village Hall getting quotes to replace them, but should it be the responsibility of Village Hall to pay. Cllr Whitehead will check that Wiltshire Council has it down as Highways and contact the Clerk with results. They are a safety hazard – the tubs by the hall will be put by the kerbs to prevent people walking on them
f) Pre-School has been regraded by Ofsted as Good so they now get their funding again. They have an afternoon fund raising date booked for July 11th in Etchilhampton, and some further occasional events. Can they leave out some storage equipment at far end of hall during PC meeting? Yes it was unanimously agreed
g) Glebe Field and Allotments - nothing to report. A member of the public stated that no-one from the school used the Glebe Field to park on sports day. Also parents still park on the corners of the road which is illegal parking and makes it a blind turning. Cllr Whitehead suggested that we ask the local police to turn up occasionally and monitor the situation. Cllr Tilley mentioned that it has worsened in terms of safety especially regarding the junction at Lipgate. A member of the public suggested that the hedge between Greenhouse Road and Chandlers lane is replaced to make it match throughout both sides, and tidied. Possibly funded by Concert at the Kings. Cllr McDonald will double check the contract and speak to Id Verde regarding keeping it tidy.
h) School - Cllr Butcher attended a meeting regarding the proposed travel plan. Mr Boreman didn’t feel that any of the suggestions received from parents were practical. He suggested that we put calming measures eg bikes around the village to slow traffic. Cllr Butcher suggested that the children decorate the school fence to make it clear that it is a school. Cllr Whitehead suggested putting a map up at the school to show where everyone drives from. This can name or shame! It has been done at a workplace and reduced the number of people driving to work. Cllr Tilley suggested that they extend their carpark and make the tarmac playing area a carpark during drop off and pick up times. Cllr Whitehead will ask whether there are examples of dual use tarmac areas in other school eg carpark / netball pitch

A parishioner has requested that we inform her when we are entering in the Lawrence Kitching award so they can make the village even better than usual.
7) Financial Risk Assessment and GDPR to be added to agenda for next month. Cllr Gray has drafted a letter to previous members requesting that they remove all relevant info.
8) Mary Whatney Trust – Cllr Gray asked Cllr Whitehead whether we can legally take over trustee. CW suggested we contact Ian Gibbons at Wiltshire Council who will know the answer.
9) Village Gates still at Cllr Butcher’s. They are now painted, but need to be hung when possible. Cllr Tilley will probably do them in July. They will go approximately 10 feet behind the All Canning sign. Highways are happy with the place where they are going.

Cllr Gray has drafted a letter regarding hedge trimming for the residents. Some changes were suggested. Cllr Gray to make amendments.
