- Public: 20 minutes set aside for public and external reports – A representative from Openreach kindly attended to answer questions about the progress of fibre optic broadband in the area, he said that the fibre cable has reached the Horton exchange and Etchilhampton village already has full fibre, All Cannings residents need sufficient pledges (commitment to take up the service and therefore qualify for the government vouchers) for the infrastructure work to begin. The infrastructure is installed per exchange rather than parish, which means residents with telephony service from Patney exchange will be able to get full fibre when that exchange is upgraded. Openreach provide and maintain the fibre optic infrastructure, the broadband services providers sell the broadband to customers and decide the pricing.
- Presentation by Mel Ziziros of Tangled up in Blue Ltd, builder based in Marlborough and Les Durrant, architect based in Swindon, informed the council of their desire to build four houses on land accessed via Drewitts Lane. No planning application has been made as yet so the Parish Council is unable to comment.

- Glebe Field and allotments – Cllr J O’Reilly – Wessex Water is looking for alternative supplies of mains water to the allotments and grants may be available. There maybe some vacant plots at the end of the season.
- School – Cllr C Payne – The new school year has brought a fresh influx of parents parking and driving without due care and consideration. One new teacher.
- Footpaths – Cllr K Gay, has kindly strimmed many footpaths and the around the village gates.
- Allington – Cllr G Shoebridge – No report
- Concert at the Kings – Cllr S Butcher – No report
- Parish steward requests – Numerous potholes.
- Planning applications:

- Updates and current projects
- Budget and plan for bulb planting on the Glebe Bank. Councillor allocated up to £50 for bulbs and need volunteers to plant them.
- Appoint a working party to review ground maintenance contracts: Appointed: Cllr A Gray, Cllr G Shoebridge, Cllr K Baggs & Cllr J O’Reilly.
- Discuss all options relating to the contract with the current ground maintenance contractors, including termination. Councillors discussed this matter at length and RESOLVED to give the current contactor three months’ notice and invite tenders for next year.
- Discuss plans for D-Day celebrations, to include a beacon on Tan Hill. ACTION Cllr A Gray to speak to ACCT chair to request their involvement.
- Consider quotes for removal of self-seeded Sycamore tree on Glebe field and Chandlers Close boundary, currently under mining parking area and threatening fence. Councillors RESOLVED to accept quote from Steven Parker.
- Correspondence and administration: Discuss options for storage of parish documents. Cllr A Gray to speak to ACCT chair.

PL/2023/06297 Cliff Farm, replacement roof. Councillors met in order to view the property and
were shown around the farmhouse by the owners. Councillors RESOLVED to support the
application to replace the roof to protect and weatherproof this historical building.
PL/2023/06865 The Old Barn, Allington – 2 storey extension, councillors considered this
application and RESOLVED no objection.

- Declaration of interests: Cllr S Butcher – planning 05278.
- Apologies: 0.
- Minutes of the previous meetings were adopted and signed by the presiding chair.
- Report by Wiltshire Councillor: Cllr Paul Oatway said that LHFIG have approved 20mph roundels for the village, the council will have to pay 50% of the cost. Cllr Oatway also said he had been contacted by residents of Tumlins who have concerns about parking in the area, as there are more vehicles than space which is causing congestion. Cllr Oatway intends to speak with the directors of Aster in the hope of finding some resolution to the problem. Cllr Oatway also mentioned that the bookable buses, Wiltshire Connect are now operational and the app can be downloaded to book travel. Cllr Oatway will investigate the other highways issues still outstanding, i.e., the very large holes in the passing places on Lipgate Roads which are damaging cars.
- Public: 20 minutes set aside for public and external reports – A resident asked what the parish council’s policy was regarding memorial signs in the village. Councillors replied that all requests for memorial signs should be approved by the council before installation. A resident of Chandlers Close presented an issue relating to a tree on in the Glebe field bordering with his property, the roots of which are damaging his parking area. The tree is also likely to damage the fence replaced by the parish council a few years ago as it increases in girth. Clerk to write to the agent to request approval to remove the tree which was not planted but self-seeded. The gate to the Glebe field is broken, the welds have been damaged by children jumping on it. ACTION: Cllr K Gay to repair.
- Action sheet report – The chair thanked Cllr K Gay for removing rotten wooden parts from the play equipment on the Green.

- Churchyard – Cllr S Butcher, the PCC have held fundraising coffee mornings at the church with children’s activities. The new curate in place, and she is living at the new rectory at Stanton St Bernard.
- Cemetery – Cllr S Butcher, the cemetery is looking tidier, and she has refreshed the planters. Please remove environmentally unfriendly plastic flowers.
- Village Green – Cllr K Gay – nothing to report.
- Village Hall/ACCT – Cllr G Shoebridge – ACCT to be ratified on the 31st August 2023.
- Glebe Field and allotments – Cllr S Butcher – Unfortunately the floral bank is still looking untidy. ACTION: Cllr S Butcher to ask if ACAS would like to assist with weeding the bank.
- School – Cllr C Payne, school have now broken-up for summer holidays after a busy term. One teacher is retiring, and the head will be teaching next term as school will be short of one teacher who will not be replaced.
- Footpaths – Cllr K Gay, footpath 14 has a raised wood curb which needs lowering as it is a trip hazard, especially when wet. ACTION: Cllr K Gay.
- Allington – Cllr G Shoebridge – nothing to report.
- Concert at the Kings – Cllr S Butcher – Nothing to report.
- Parish steward requests – None.

PL/2022/05278 – 8 Matthews Close, extensions and alterations: Councillors resolved no objection.
PL/2023/05165 – 26 The Street, fell three spruce trees: Councillors resolved no objection.

- Co-option of new councillor – Karen Baggs moved to the village three and half years ago with her husband and has worked in various customer service roles over the years, as store manager, publican and at Erlestoke prison. Councillors voted to co-opt Cllr K Baggs.
- Assign councillors responsibilities: Community shop: Cllr C Payne. Churchyard: Cllr S Butcher. Footpaths & the Green: Cllr K Gay. Allington and CATK: Cllr S Butcher. Cemetery: Cllr K Baggs. ACCT/village hall: Cllr G Shoebridge. Glebe field and allotments: Cllr J O’Reilly. Broadband: Cllr A Gray.
- Updates and current projects
- Faster broadband for the village – Cllr A Gray, the government has made a commitment to faster broadband with fibre optic cable directly to your door, but it is unknown when All Cannings will be upgraded.
- Consider splitting up the ground maintenance contract when the current contract expires. Councillors resolved to review the contracts before the current contract expires and see if they could be improved.
- Consider new signage for the Glebe field gate to remind users to shut the gate after use and not to block access. Councillors approved up to £40.00. ACTION: Clerk to purchase.
- Correspondence and administration: Application request for memorial stone -Approved. Reply from Strutt and Parker regarding the rent increase: CLERK to get advice from SLCC. An ERoB grant was signed by councillors.
- Finance: Up to £100.00 approved for 20mph roundels.

- Public: 20 minutes set aside for public and external reports – A resident asked when the passing places along Lipgate road would be repaired. Clerk advised that the massive potholes and issues with the passing places have been repeated reported to highways.
- Action sheet report – The chair thanked Cllr K Gay repairing the BMX ramp on the green and all his work strimming the footpaths around All Cannings and Allington.
- Reports
- Village Community store – Cllr A Gray attended the shop AGM and reported that the revenue is down slightly, and that the committee are no longer considering relocating the shop due to lack of available sites, hence the application to renew the planning permission for the current location.
- Churchyard – Cllr S Butcher – New planting around the war memorial for the bishops visit, and bulbs are planned for the autumn. Some of the church floor has rotted and there are plans to remove and not replace some pews when the remedial work is done to create a more flexible space. The church clock has been temporarily stopped due to damp in the tower, which requires the clock works to be covered for protection. Currently there are four different types of bats residing in and around the church. Requests for floodlighting of the church are down now that the parish magazine has discontinued, more advertising is required. Wessex Water have replaced a leaking water meter within the church grounds. Conifers at the front of the church require inspection and possible reduction.
- Cemetery – Cllr S Butcher – some memorials seem to have been moved, possibly by mowers.
- Village Green – Cllr K Gay – more strimmer damage to play-equipment and a couple of posts require removal as they have rotted at the base.
- Village Hall – Cllr G Shoebridge - no report. Clerk to ask that councillors not attending a meeting should supply their report to the clerk.
- Glebe Field and allotments – Cllr S Butcher – Unfortunately the floral bank is still looking untidy and full of weeds due to the lack of volunteer support, it may have to be returned to grass if assistance to manage the bank is unavailable.
- School – Cllr C Payne – no report.
- Footpaths – Cllr K Gay – the footpaths are dry and being well used. Cllr K Gay has kindly completed a lot of strimming of footpaths to keep them accessible for residents and visitors.
- Allington – Cllr K Gay has cut the overgrown hedge around the Allington noticeboard and chevrons which had almost vanished into the hedge. Cllr K Gay also asked nearby residents to cut back their hedges which are obstructing the visibility on the road.
- Concert at the Kings – Cllr S Butcher – No report.
- Parish steward requests – All parish stewards are currently prioritising pothole repairs.
- Planning applications:
PL/2022/04577 – Village shop, retention of the planning permission - No objection.
PL/2023/05165 - Woodway House, fell willow tree fell. The tree is on a boundary and trunk has split and is in damage of falling on the neighbour’s property – No objection.

- . This item was moved by the chair to precede the planning to ensure quorum. Co-option of new councillor – Julia O-Reilly, Julia and her partner moved to the village five years ago and have fallen in love with the village. Julia is currently a project manager and has previous experience with Newbury town council and in the defence area, she will bring her all valuable experience to All Cannings Parish Council. Julia signed her acceptance of office form, and the chair welcomed the newest councillor.
- Updates and current projects
- Consider employing a gardener to tidy up the Coronation Bank. Councillors noted that ground and tree maintenance is the main annual cost to the parish council and takes up most of the precept. Employing another gardener to manage the bank is unaffordable within the current budget. However, there have been complaints that wildflower project is currently an eyesore and requires a tidy up. A resident very kindly volunteered to assist.
- Discuss removal of dog waste bins from the canal side. The Canal and River Trust have announced that they will no longer be supplying bins along the canal due to the cost. Local landowners, councillors and residents have expressed concern that this will result in fly tipping and rubbish collecting in the surrounding land. Council to send a letter of objection.
- Consider conditions for providing parking in the Glebe Field. School will be asked to ensure that all parents and visitors do not park in Chandlers Close, Tumlins and on the road when the field has been available and to provide marshals.
- Correspondence and administration: Donations request from CAB, Councillors RESOLVED to donate £70.00. An interment of ashes in the Remembrance Garden in the churchyard APPROVED,

- Updates and current projects
- Planting for Coronation Bank – Unfortunately the Coronation Bank is looking very untidy at present and overwhelmed by cow parsley and other tall weeds. Will need to be cut back before anything else can be planted.
- Discuss Idverde performance – Idverde visited for four days in the middle of month and tidied up the village but will require continuous monitoring.
- Memorial tree for the Community Orchard.
- Consider purchasing a hose pipe and tap metering device for the crab trees on Coronation Bank. Councillors allocated £50 for the purchase of a hose reel. ACTION – Cllr G Shoebridge to water the trees.
- Correspondence and administration: Clerk would like to attend SLCC webinar on planning, £60 + vat - APPROVED.
- Finance
15.1 Discuss proposed rent increase for the Glebe Field – ACTION clerk to reply the Strutt & Parker agent and advise council on the response.
15.2 Sign certificate of exemption & statement of accounts for AGAR.
