- Report by Wiltshire Councillor Paul Oatway, Aster are still refusing to engage regarding the parking problems at Tumlins. Cllr P Oatway is investigating matched funding for the village shop for the Pewsey Area board. Wiltshire and the rest of the UK has experienced unprecedented rain and water levels this year, causing many areas to flood that have not previously experienced flooding problems. Wiltshire Council are investing in additional JCB’s to dig out ditches and another gully sucker machine, so two will be available for the discretionary gully service. A highways engineer has visited Allington and investigated the culvert which allows the Gog to flow under Allington Lane and have promised to improve the flow through the culvert, although no time frame has been agreed. Cllr S Butcher read a message she has received from an Allington resident who was recently flooded, to Cllr P Oatway, expressing necessity and urgency of this work.
- Public: 20 minutes set aside for public and external reports – A representative of the Parochial Church Council said that the PCC would like the recently installed Remembrance post removed from the Remembrance Garden, as they consider it inappropriate for the churchyard.

- ACCT – Cllr G Shoebridge – A new lease is being drawn up between the shop and ACCT. ACCT AGM 20th March 7.30pm at the village hall.
- Glebe Field and allotments – Cllr J Deakin – Glebe field very wet still, many plots are flooded. Possibly four vacant plots this year.
- School – Cllr C Payne – No plot.
- Footpaths – Cllr K Gay – Has cut the hedge along Sheep pool path.
- Allington – Cllr S Butcher – Unfortunately some homes have experienced flooding.
- Concert at the Kings – Cllr S Butcher – No report.
- Parish steward requests – The road sign for the bridge has faded, a replacement will be requested.

- Updates and current projects
- AC In Bloom. Cllr J Deakin & Cllr K Baggs – The competition has been launched with details including Q & A and entry forms on the AC website, entry forms also available in the village shop. All levels of entry with something for everyone, from hanging baskets to walled gardens.
- Discuss D-Day 80 celebrations – Cllr A Gray to ask a local farmer if he would be willing to host a beacon.
- Discuss crashed German bomber 80th Dedication and Memorial Service to be held on 15th March at 11.00 am the memorial on the byway between Ligate Road and Townsend. Cllr S Butcher to request funding from CAKT fund.
- Discuss ACCT request for webpage on the AC website – Councillors approved.
- Consider electric car chargers – The Parish Council has no suitable land to hosting car chargers but could be considered by local businesses.
- Consider request from PCC for churchyard memorial bench. The PCC will pay, maintain and insure the bench, so the PC will not have any responsibility for the bench. Councillors approved.
- Topple test results: The are a couple of wobbly headstones which require attention and others to be monitored.
- Consider rules for the Remembrance Garden to be posted on the church notice. Clerk to send a copy of PC cemetery rules to PCC for adapting.
- Correspondence and administration: Discuss Wiltshire Council funding cut to VisitWiltshire. Cllr P Oatway said that Wiltshire Council has lots of information about visiting Wiltshire on its own website, so have no reason to fund an external organisation to duplicate the information. Cllr A Gray will write to Wiltshire Council in support of VisitWiltshire. Donation request from Wiltshire Search and Rescue, councillors approve £60.00. Parish meeting date: 24th April at 7pm, prior to ordinary council meeting.

- Churchyard – Cllr S Butcher – PCC has a quote to repair the leak in the church c.£10,000. Now have a Team rector and curate. ACPC have a quote to remove leaning conifer which could fall on headstones and monuments and possibly the church causing considerable damage from Steve Parker, an urgent H&S requirement £700 + vat. Councillors resolved to approve the quote and go ahead with the work.
- Cemetery – Cllr K Baggs – Xmas wreaths need to be removed by the end of January.
- Village Green – Cllr K Gay – Nothing to report.
- ACCT – Cllr G Shoebridge – No report.
- Glebe Field and allotments – Cllr J Deakin – There will be some free plots this year, understandably badly flooded plots in particular maybe given up. There is now a community shed for storage. Floral bank has been tidied up by kind volunteers. Residents have requested that the footpath that runs between the allotments and Community orchard be improved.
- School – Cllr C Payne – Item 12.3.
- Footpaths – Cllr K Gay – The footpaths are muddy, and one has flooded.
- Allington – Cllr S Butcher, some residents unfortunately experienced flooding during storm Henk, one house in particular was flooded from the road and the family have moved out while repairs are completed. Wiltshire Councillor Paul Oatway and engineer have visited the area, the culvert under Allington Lane requires attention due to restricted flow.
- Concert at the Kings – Cllr S Butcher, to request funds for All Cannings in Bloom event.

- Sign updated memorial policy – Approved and signed.
- Consider hardwood post for memorial plaques in the Remembrance Garden. A treated Larch post, wide enough for brass plaques to be attached. Approved up to £120.00.
- Consider sale of a cremated remains plot lease for tablet installation only (no ashes to be interred) – Approved.
- Updates and current projects
- AC in Bloom – Cllr J Deakin and Cllr K Baggs, to create a holding page for AC in Bloom on the website. Have funds now for the flyers and have acquired some trophy cups.
- School crossing paint is worn; repainting assistance requested by school governors. ACPC happy to support asking highways to repaint the crossing but does not have funds available to hire a private contractor to do the work.
- Consider stakeholder meeting: school/PC/police re: school traffic and parking. ACTION: Cllr C Payne.
- Correspondence and administration: Councillors, Clerk and partners invited to drinks and nibbles at the church on 2nd February at 6.30pm. Email received from an Allington resident regarding flooding and a silted-up culvert.

- Report by Wiltshire Councillor Paul Oatway said that he has found it impossible to meet the Aster manager at Tumlins as his emails and phone calls are ignored, he has emailed the CEO and is awaiting response. The new Pewsey Vale buses have transported five thousand passengers since launch, many people are using them for transport to Savernake Hospital and the train station. Wiltshire Councils finances are in a healthy position unlike some other councils, due to excellent financial management by officers, meaning there should be a surplus this year to be rolled forward. Wiltshire’s roads are in the worse condition of all roads in the country, but Wiltshire Council has recently announced additional funds for repairs, so hopefully there will be improvement soon.

- Churchyard – Cllr S Butcher, friends of the church are raising funds towards floor repairs. This year the church is required to pay a £13,000 share to Salisbury Diocese. There will be Carol singers in the village this month. Trees assessment: laurel bushes have regrown and need reducing again. A tall leaning Yew tree needs surveying by a tree specialist as it has potential to damage memorials if it fell in a storm.

- Village Green – Cllr K Gay - Nothing to report.
- ACCT – Cllr G Shoebridge – No report.
- Glebe Field and allotments – Cllr J Deakin, ACAS has a new bank account.
- School – Cllr C Payne, this is a very busy term with trips and school play planned. Term finishes on the 20th and the children will leave after the church service. Inconsiderate parking is an on-going issue, obstruction of driveways and unsafe parking.
- Footpaths – Cllr K Gay, muddy and well used.
- Allington – Cllr S Butcher, ditches and gullies need emptying and speed monitoring.
- Concert at the Kings – Cllr S Butcher – No to report.
- Parish steward requests – The parish steward has been clearing out grips in the village.

- Consider memorial policy. Councillors discussed and made amendments.
- Consider Exclusive Right of Burial grant form. Councillors discussed and resolved to keep the current book.
- Consider moving January meeting forward to accommodate precept request deadline. Councillors resolved to move the meeting to 10th January 2024.
- Update the Emergency plan, contacts out of date. New councillors added and previous councillors to be removed.

- Consider ground maintenance quotes. Submitted tender documents were opened and discussed. Councillors voted to accept tenders from TDH Limited and Mark Goddard & Sons Ltd, to maintain the grounds around the village, from 1st April 2024 for two years.
- Consider double yellow lines and relocation of the school crossing. Councillors discussed both options and resolved not to implement either.
- Decorating the Christmas tree on the Green. Cllr C Payne to check if solar lights are still functional and ask school if they would like to decorate the tree. Budget of £40.00 for lights if required.
- Discuss updating the website in the New Year and appoint a working party. Working party: Cllr A Gray, Cllr J Deakin and clerk appointed.

- Memorial requested received for former village residents for a bench and plaque. Councillors to review potential locations.

- Report by Wiltshire Councillor Paul Oatway has contacted Aster and arranged to meet a manager who promised to but failed to meet him on site to discuss the parking problems in Tumlins, he will be perusing the matter at a higher management level. Cllr Oatway said his village and others have been experiencing unsatisfactory service from Idverde, also that there are problems with the Wiltshire Council contract. Cllr Oatway said that litter picking by Wiltshire Council will soon be starting in our area. He reported that the new demand transport service, green and silver minibuses is a great success, five thousand passengers in the first two months, with lots of passengers finding it cheaper to use these buses rather than driving and parking.

- Footpaths – Cllr K Gay, footpath are muddy but not flooded at present and well used. Some owners are not maintaining their hedges and are obstructing the rights of way.

- Appoint councillors to lay the poppy wreath at the Remembrance service on 12th Cllr S Butcher agreed to lay the wreath.
- Consider paying for a final cut of all grass areas to tidy up before winter, a quote received from M. Goddard of £666.00. After much discussion councillors approved a final cut weather permitting, to improve the condition of the grass areas before next spring.
- Councillors discussed All Cannings in Bloom, a community competition proposed by Cllr J O’Reilly and Cllr K Baggs, to invite all residents to enter their garden, canal boat or hanging baskets, etc. Expected launch in January, closing at the end of May, judging at the end of June and presentation in September. Councillors fully support this initiative and Cllr J O’Reilly and Cllr K Baggs will develop the plans. Cllr K Gay was appointed as a judge.
