Matters arising from minutes not on the agenda:
Cllr Williams sent an email to the school regarding inconsiderate parking, no reply. Action – Cllr Williams to chase response
New Bin – This has been purchased, Cllr Tilley to install and dispose of the old one. Action Cllr Tilley
Graveyard fees – Cllr Butcher to work with Cllr Gray on reviewing the fees. Action – Cllr Butcher and Gray
REPORTS
Village Community Store: Thanks received via email for freezer.
PCC: Churchyard:
Topple test was reported to have been actioned in the churchyard and not the cemetery in the Parish Magazine. Bearing this in mind Cllr Tilley and Gay will do a topple test in the churchyard when the weather conditions are right. Action – Cllr Tilley and Gay
Cemetery: Cemetery topple test – one stone has totally come off and is resting against its plinth.
There was a discussion regarding numbering graves again, also removing Christmas decorations and any litter. It was proposed to clear the litter and Christmas paraphernalia at the end of January. Make a list of any graves we need to contact the families of regarding items left on graves. Action – Cllr Tilley and Gay
Print copies of rules of for Cllr Gay – Action Kate Asbury
Village Green: ROSPA report received with several highlighted issues. The climber arch is too big for its location and they suggest it should be moved. Action – write to PlayQuest explaining the reasons for the low score and ask for remedial action so we comply, perhaps make it narrower? Also the slides came (as per page 20) up as having open gaps which they suggest closing up. Also refer back to PlayQuest. Action – Kate Asbury

Look for details of who provided the gym equipment and request suggested usage instructions, Action – Kate Asbury
Other issues highlighted were vegetation around the play equipment, paint, tarmac, see saw bolt, mat under fireman pole, junior swing safety tiles, long bolts, and mixed swings hanger – Action – Cllr Gay and Tilley to review and action as necessary.
Village Hall: Lighting outside is being reviewed, and they are looking at sorting out the tarmac.
Pre-School: Nothing to report.
Glebe Field & Allotments: Conservation area signs could do with replacing, Cllr Butcher to make more. Action Cllr Butcher.
Cllr McDonald suggested making more permanent nice wooden conservation area. Andrew Asbury has a router, so if we could source some wood a sign is possible.
All Cannings Primary School: Remind school PTFA to remove their Christmas fair signs. Action Cllr Williams
They spoke to Cllr Butcher about a cherry tree from cemetery overhanging.
They approached Kate Asbury for advice on where to go for a dog waste bin – ARCO good supplier for dog bins. Action – Kate Asbury pass this info back.
Footpaths: The Moor footpath has been cut by Mr Curnick and looks really good. Send a letter of thanks – Action - Kate to write, Cllr Butcher to deliver.
Planning Applications:
16/11851/FUL – no objections
Footpath grant application – when the money is in our account, we can then proceed. All agree once funds received proceed with Brennans at 1.2m wide.
Clerk vacancy – no applications. Readvertise. Redhorn Parish Magazine would be a good place to advertise. Bishops Cannings Parish Magazine. Also speak to surrounding Parish Clerks – deadline 24th March.
Glebe Quote – MGS has bought new equipment and so reduced his quote. He has also quoted for the willow tree in the Glebe. All agree to go with MGS, Cllr McDonald to be the chosen representative. Action – Cllr McDonald

There has been a complaint received about people walking in the dark without lights or hi viz wear. Place a reminder in the Parish magazine, website and noticeboard. Action – Cllr Gray and Kate Asbury

REPORTS
Village Community Store: The new freezer has now been installed.
PCC: Churchyard: New lighting has been installed in the church.
Friends of All Saints have raised £2200, 100 Club £1000. The flood lighting has been popular.
Churchyard will be having a clean-up, and the inside will be cleaned on the 10th December.
They will be sending out a flier with significant dates for December.
Cllr McDonald represented the Parish Council on Remembrance Day.
Cllr Gray is currently maintaining the Parish newsletter.
Cemetery: Topple test to be completed by the January meeting.
Village Green: The replacement safety mats have arrived, to be fitted in the spring. Add to Feb agenda. Action Kate Asbury
A new bin was agreed with a budget of up to £140 – action Cllr Tilley
Village Hall: Chris McDonald has been officially appointed as the new secretary.
Pre-School: The bonfire was a success, although don’t know what was raised yet. Numbers are low at the preschool.
Glebe Field & Allotments: Email received from Sharkykel regarding some hedge cuttings, Cllr Daw to remove them. Action – Cllr Daw
All Cannings Primary School: They are still considering a crossing but haven’t looked into it in more detail yet. Some parents have been parking inconsiderately again. Letter of thanks received for the £2k from the concert.
Footpaths: Cllr Gay strimmed Allington Swingbridge on both sides, the Moor, Long Moor, Thorneycroft and the back of the pub. The councillors all conveyed thanks to him for his hard work.
Graveyard fees: Defer til January
Precept: The proposed budget was presented. It was noted that we should bear in mind if we want any Cat G work from the council, we should be prepared to contribute 25%, bearing this in mind an extra £500 was added under projects, making the increase for this year 9.79%
Best Kept Village Plaques
Following the request by the Village hall to move them, it was decided to have the noticeboard and plaques all together at the end of the wall where the noticeboard is currently. Also, need to get the rest of the certificates back from inside the village hall.
Glebe bank:
Quote received from MGS. Cllr Butcher also to chase MGS for a quote on the willow tree adjacent to Mr Miness’ house.
Cllr McDonald will also get a quote from another tree surgeon.
Email traffic:
It was highlighted that there was a lot of email traffic. It was reclarified that any email sent by the clerk only requires a response if it says ‘Respond please’ in the subject title. FYI is for reading and information only. It was also clarified that if any decision was made outside of a meeting via email, it can simply be ratified so it is minuted at the next meeting.
Allington Phone Kiosk:
Letters to be distributed to all Allington residents regarding the letter regarding the telephone kiosk. It’s been proposed that low use telephone kiosks are removed.
SAAA – All voted to opt back into the SAAA at a cost of £250 + VAT.
Grant Application Form
After a couple of minor alterations this was signed off. If people request funding they are to be issued the form to complete.
Bonfire at the Kings Arms:
A concerned parishioner wrote in about the size and proximity of the fire to a thatched cottage. The following was confirmed.
A steward went to check the houses and monitored the fire throughout. Other volunteers are trained and competent, also one is a fire marshall. A risk assessment is also passed by Wiltshire Council. Action – Cllr Gray to respond to email and copy in pre school.
Review Standing orders – deferred til January
Gating the Village: Richard Dobson from Wiltshire Council came and met with Kate and Cllr McDonald. He has no problems with the request and is going to send us some further information regarding gating the village.
Clerk & RFO Roles
A change in office location means that Kate will no longer have enough time to sufficiently do both roles, although ideally she would like to stay on in the capacity of RFO.
It was agreed to advertise the role in the New Year with a closing date of the 20th January, to allow time to consider applications before the next meeting on the 25th January.
Actions: Kate to draft advert, forward to WALC, Philip Whitehead and advertise around the village.
Planning Applications:
16/10887/FUL – Concerns had been passed to one of the councillors with regards to the proximity to the junction. Submit to Wiltshire Council with these comments.

REPORTS
Village Community Store: They have had a chiller donated from Avebury store, and their new freezer has been ordered. They are very grateful for the £600 grant from the Parish Council.
Cllr Gray spoke to them in response to an email about unsuccessful application for Concert funds
PCC: Churchyard: There is an ad in the Church Times and other media for a new Vicar. Good praise from Best Kept Village for the Church and Churchyard.
Cemetery: Cllr Gay has repaired the railings.
Village Green: Barriers at the end of the footpath will be painted soon, ski machine repairs in hand.
Cllr Gay met with Dawn Coles from Sharkykel to discuss complaints about their work. It has been left that we will be placing extra close attention to work from now on. Comment received from the public that they don’t wear protective clothing. Replacement safety mats have now been ordered.

Cllr Tilley has price for a new bin. Action – Cllr Tilley to bring price to November meeting
Village Hall: Cllr Butcher attended their AGM. Eric & Judith Gay have stepped down. New chair is John Mead, who is also treasurer for now, however they are looking for a new treasurer. Chris McDonald has been invited to be the new secretary. It was clarified that no commercial hiring permitted. There was a minor accident out the front, the hump is being repainted and a slow sign being erected.
They have requested that we move our Best Kept Village plaques from the front of the hall. It was suggested we move them near the noticeboard – proposal to be put to the committee before their meeting in January. Action – make final decision in November - ALL
Pre-School: Struggling for funding. Curry night raised £150. Bonfire night on the 5th November. Feedback from those present was that their advertising and publicity is quite weak. Action – Cllr Daw to pass on feedback
is the email address for magazine adverts for any parish events and notices – they could use this.
Glebe Field & Allotments: Thanks passed on from Cllr McDonald for the hinges and sign.
All Cannings Primary School: Noting to report.
Footpaths: Cllr Gay will do one more trim before Christmas. The path around the Moor is virtually impassable. Needs a flail topper and brushy cutter, the path completely overgrown towards swing bridge also. Would Mr Curnick ask Jimmy to give it a ‘once over’. Action – Cllr Gay to request this.
PIGS – Darkeys lane (Pathway 13) and remainder of Pathway 14 quotes are in. Cheapest quote £11,699. The concert have said they would back our scheme for £5500, with a further £1000 sourced from a local, leaving a shortfall of around £199. Now wait to see if we have
been successful. If unsuccessful consider a lottery application.
Tesco bag scheme also have a grant scheme – similar to the Waitrose disc scheme. If we can do this, we could consider putting a request in for Drewitts Lane to the pub (Pathway AC3) – the quote was circa £600, but their minimum request value is £2k – £5k. Nearest Tesco is Calne.
Suggest a subcommittee, and maybe look at requesting a grant for Priests Lane. Action – Cllr Gay, Cllr Butcher and Cllr McDonald form subcommittee.
Website: It came up in the Best Kept Village report that they were unable to get on the website. Cllr Gray changed the settings and checked logs, didn’t spot anything too substantial.
If looking on a smartphone, it is hard to navigate. Cllr Gray going to amend what order the adverts show up so local news and articles show first. Cllr Gray has added caching – existing content is now quicker to load.

Graveyard fees: Not changed since 2007, although they have been reviewed. Look at Potterne as a comparison to ours, and diarise again for January agenda. Action - Kate and Cllr Butcher to assess how much space remaining

Babble and chat don’t have an account, so they will pass on any invoices with regards to their recent donation. First session was successful.
Phone box: Abby Gray has been helping. Keep a good eye on it as it’s the season for damp coming home. Painting probably won’t happen til next year now. Action – Keep an eye on the phone box when out and about - ALL

Question from a member of the public – with all the extending are we as a village outpricing younger people being able to afford to move to smaller houses here, if the smaller houses are being extended? Another view was was no, as young people buy the houses, stay in them and grow them into larger family homes.
Clerks report & finances
RSVP from Claire Perry apologising for being unable to attend the Best Kept Village presentation. It was mentioned that some felt there was not enough publicity for this event. It was posted on the noticeboard, website and Facebook. Going forward we will use the shop as well though as more people read notices there.
There is a calendar in the shop as well for events that can be used.
WALC AGM no members present can attend, highlight to Cllr Tilley and Cllr Williams on their return from holiday if they want to go though.
A Parish Steward has been round and had a tidy up of the village. More requests to be emailed in.
Best Kept Village money – it was suggested that the money go towards keeping the planters and village flowers nice and up to date.
Letter received about pension scheme for the Parish Clerk – ask WALC for advise as we are unsure how to proceed. Action – Kate to email Katie Fielding
Ratify shop donation for freezer - £600. This was confirmed and decided in the July meeting, but in case this isn’t completely clear in the minutes this is to be reconfirmed in these October minutes.
Look at the grant application form suggested by Cllr Gray before next meeting and make a final decision next month. Action – ALL
Next years budget – to be decided at the next meeting. All councillors to review the breakdown of budget account categories and see if it needs amending for the next financial year. Action - ALL

Village Community Store: Nothing to report other than fridge – to discuss under concert.
PCC: Churchyard: Looking for a new secretary. New Vicar post advertised 14th Oct, William Lang has a leaving party on the 8th Oct. Bat survey under way, three species found so far. Harvest supper 1st Oct. Harvest fest 9th Oct. Pews – they are delaying any decisions until spring. Works on roof – they have a new architect on board.
Cemetery: Fence between school and cemetery – they have a child who likes to get out, and currently can. Action – look, see if we can bend the fence poles back? Action – Cllr Tilley & Gay. If not, suggest school put some kind of netting up.
Cemetery looking good, the watering can placed by Cllr Butcher is still there.
Village Green: Volunteer required to paint the metal barriers opposite Chandlers Farm. Keep an eye on the new slide, maybe a little bit of rust on the steps.

Cllr Tilley moved the yellow bin to the metal railings opposite Chandlers Farm. Action – Kate to remind Cllr Whitehead of its new location to make sure it gets emptied.

The ski machine has lost the end cap on one side, Cllr Tilley to investigate if we can seal. Action – Cllr Tilley
Village Hall: New cleaner, now decorated, bookings now via Gilly Boote.
Pre-School: They are getting ready for bonfire night. Possibly opening Tuesday afternoons now.
Glebe Field & Allotments: Complaint about grass cutting arising’s not being collected, and also about the length of the grass making it difficult to find dog mess.
The gate has dropped so going to fit two new hinges. Action – Cllrs Tilley and Gay.
All Cannings Primary School: Looking to source a crossing for the school, they will be in touch with the PC in due course.
Carol Singing to happen around village in Dec.
They will be having an overnight campout, wondered if there was an issue with the public footpath in the field? If the footpath isn’t blocked, there is no issue from the Parish Council.
We would like to thank them for cutting grass in the summer. Would their contractor consider strimming around the footpath between school and Green? Very small job. Action – Cllr Williams
Comment again about the state of the footpath area – Cllr Williams to ask them to tidy it up
Footpaths: Comments made by the presenting committee of the Best Kept Village that they had seen a resident tidying the path up, a good sign of community spirit.
PIGS – Cllr Butcher requesting Darkeys lane and footpath 14 quotes. Quotes so far – Brennans £11,349 (+ vat) £14,945 PB services. Maximum grant from PIGS would be £5000, Concert would contribute and we could also look at lottery funding (4 months lead time).
It was also discussed that we consider a barrier at the end of Darkey’s lane to prevent children coming out on road. Action – go ahead with PIGS application
Concert at the Kings:
£2000 to school to be spent on something, if they could let us know.
£250 to get Babble and Chat up and running – ask Isabel Lane and Sue Hunt if they have an account we can pay into or would they like us to foot expenses? Action Cllr Butcher

Manor Farm All Cannings placed this application, although not submitted to the Parish Council some residents wished to discuss it. The application is for a concrete pass and slurry pit in Etchilhampton. 6225 cubic metre slurry pool and 8000 cubic metres silage patch. It was raised that this would be near several rivers inc the Avon,with a potential for flooding. 90% of vehicles would access via Manor Farm All Cannings. The hose would be crossing the River Avon within All Cannings Parish. A local resident questioned do we have any liability in the case of a spillage. The thought is that no liability would rest with the PC.
Concerns – extra traffic, potential leak and the fact we weren’t informed.
Our comments to go on email to the development team:
Lots of parents use the road through Etchilhampton to commute to and from school. The road is already dangerous with blind corners, and we are concerned about the extra volume of large traffic and potential for more accidents.We are also concerned that the environmental safeguards may not be adequate as well. Action - send at end of meeting – ALL.
The Wiltshire Council Farming Consultant will also taking a look – Cllr Whitehead updated us.
Clerks report & finances
Cat G request for SLOW lettering declined, as they took it as a new request. If it’s replacing old, it’s not a Cat G request, so it could be added to road improvements. Remind Philip in March time about this. Action – Kate Asbury
Cllr McDonald questioned a report he’d made via the app, Cllr Whitehead clarified this would be picked up and seen through as it had a reference number.
Gating village – Someone to meet Malcolm to discuss what and how we would like to gate the village. Action – Kate to email Philip to arrange a meeting with Malcolm and Cllr McDonald.
Cllr Whitehead mentioned Lockeridge as a good example for keeping speed down, nicely maintained flower pots, the bikes etc etc… there are other ways around to calm traffic and speeds
Bus shelter:
A resident has suggested a bus shelter. This was decided as impractical, and Wiltshire Council doesn’t fund them.

Put a poster in each noticeboard

Comment from public on height of trees between Glebe and Lipgate

REPORTS
Village Community Store: A grant application has been submitted for support towards a new fridge The current one has exposed wiring, and is leaking at the moment although it is working.
Proposal would be a maximum of £600 support from the Parish Council if funding of £1,000 - £,1500 was available from the concert fund if it meets their criteria. Action – Cllr Butcher to speak with the Concert.
The shop had their AGM – they ended the year with around a £1500 surplus, their yearly turnover was circa £160,000, with a net profit of about 1%. Ros Taylor in Allington is the new chair, Patrick Filby the treasurer and Sally Osborne the secretary
Dog mess: A query was made from a member of the public, are people aware of Parvovirus? They asked should we put bags out? It’s been discussed in the past and decided that it’s down to the dog owner and not the availability of bags that causes the problem. Cllr. McDonald suggested an article in the magazine spreading awareness of disease.
It was clarified we have seven litter and dog mess bins throughout the village for people to use.
Kate Asbury purchased five signs. Action - Cllr McDonald to put up signs.
Investigate getting sticky signs as well – Action Kate Asbury
PCC: Churchyard: We have accurate information on website regarding the churchyard, people to be directed to website via Belinda Mead and the Parish magazine.
Ask contractors to strim the path to the Compost area – really high nettles around there and it’s getting messy. Action – Kate Asbury
Cemetery: Cllr Daw has some branches to finish tidying. Action – Cllr Daw.
Village Green: Dead tree previously discussed has been removed - there is a small stump remaining - not sure what we can do about it - the Contractors have been warned. Note of thanks to Charles Butcher – Action Kate Asbury
The plates on the steps of the slide need sanding down, too sharp, otherwise all finished. It was noted that the grass around the slide is a bit long.

Trees – there is damage from the ride on mower, some care is needed or the trees may die. There was also a comment from a member of the public about the speed the contractors go on the mower. Some trees are oozing sap and bleeding.
There was a question from a member of the public about tree trunk protection, but a good strimmer or mower shouldn’t need the trees to require protection.
It was decided to feedback our concern about the damage to the trees on the green – somebody needs to meet Sharkykel and discuss.
Action – arrange a meeting with the contractors, Cllrs McDonald & Gay have offered to meet with them. Kate Asbury to give them Cllr Gays telephone number to arrange this. Any branches below 1.9m on the Glebe bank should be trimmed, this is in the contract – also request this in the letter to them.
The previously damaged stump has been completed with a new sign, and the yellow bin will be moved to the far corner of the green. Action – Cllr Tilley
Pre-School: Nothing to report
Glebe Field & Allotments: There is still a problem with littering of garden waste – Cllr McDonald to drop letters around to local residents. Suggest laminated sign reminding people not to dump their waste if no improvement.
Scatter some meadow seeds in the longer areas.

All Cannings Primary School: Parking seems ok at present. Comment from a member of the public – by the bushes as you walk through from the playground, the plastic membrane is showing and looks really bad. Could they clear it up? Pass info to Cllr Williams
Village Hall: There are decorating works being carried out over summer
Footpaths: Cllr Gay undertook a repeat strim as per last year. Priest Lane is very overgrown. The question of who cuts it was raised. Footpath from Woodway arch to Allington has been reinstated across Mr Oarhams land.

Overgrown hedges – Allington There was a report from a parishioner in Allington. When you leave by the phone box – looking towards Devizes, there are some hedges causing obstruction. Cllr Gay to call by and ask the owners to trim. Action – Cllr Gay

Two members of the public enquired about some planning Mr T Daw will be submitting, it was confirmed nothing has been submitted yet.
16/06806/TCA Object: unable to decipher which tree is being requested, so unable to comment.
Clerks report & finances
Email received from Sharkykel regarding the hedge at the glebe field. The hedge is covered in brambles and many are in fruit. Do these get picked? The rest of the hedge is conifers and will create a lot of rubbish and we need to know where this is to be disposed of.
Action – Kate Asbury to ask them cut the conifer and to leave it in a pile by the south side of the allotments for us to decide and deal with. Leave the hedge cutting until autumn to allow for nesting birds to finish and fruit to be picked. This could be discussed at the September meeting.

We received a complaint about a residents overgrown garden, unfortunately this is not something the Parish Council can assist with.
It was noted (in absentia) by Cllr Butcher that people were becoming slow at removing signs they put up around the village.
