Meeting of All Cannings Parish Council Meeting
Wednesday June 28th at 7.30pm in the Village Hall
Present: Cllr Butcher, Cllr Gay, Cllr Williams, Cllr Macdonald and Cllr Tilley and Cllr P Whitehead (Wiltshire Council)

Cllr Gray arriving late due to work commitments so Cllr Butcher chairing meeting until her arrival
4. Minutes of the previous meeting, and Extraordinary Meeting were approved and signed as a true record. There were no matters arising.
5. Reports
a) Village Community Store – Cllr. McDonald
There is to be a fundraising BBQ on 21st July.
b) PCC: Churchyard – Cllr. Tilley
· Rowan trees - Parish Council gave approval to works on two Rowan trees subject to Planning Approval. Cost of works being covered by neighbour
· Cremated remains area - Parish Council agreed that the fenced area should be halved in size and existing posts reused where possible. Action Cllr Gay and Cllr Tilley later in year. Agreed to reimburse Cllr Tilley expenses for recent repairs to posts.
Councillor Gray arrived and took Chair for remainder of meeting
c) Cemetery – Cllr. Butcher reported that volunteer is now undertaking this work. Councillors Gay and Butcher have done some work on the railing. Agreed to purchase another tin of Hammerite paint and some thinners. Cost of extra materials not expected to exceed £90 taking costs so far slightly over previous agreed budget of £200.
d) Village Green – Cllr. Gay reported that he has carried out repairs to Ski Trainer, invoice for materials submitted and agreed. Concerns over continuing damage to trees caused by strimmers damaging base of trees. Action Cllr Gray to speak to Contractors.
· Line marking to the basketball court - Some young residents have requested this. Agreed that it would be a good idea to line mark as Basketball and Netball Court. Action Cllr Tilley to enquire about costs.
e) Village Hall – Cllr. Butcher reported that she attended their meeting on 27/6/2017. Concerns raised regarding hall not being left as clean as required after some users. Committee are looking for ideas to take to their September meeting for a fundraiser. Plans to extend lease is ongoing. They were unsuccessful with their recent Grant application and therefore ask for the £250 from Concert @the Kings which was previously agreed but held until outcome of grant. This money is for repairs to car park. Agreed - payment to be made to the Village Hall. Works on car park due tomorrow (29/6/2017).
f) Pre-School - Still hoping to extend opening hours from September.
g) Glebe Field and Allotments – Cllr. McDonald is to be the point of contact for requests to use Glebe Field. Parking request has been received and agreed for 12th August for a wedding. Need to draw up some use of field rules (parking) Action Cllr Macdonald. The grass round the base of the fruit trees needs trimming - Action Cllr Macdonald. A request to plant a plum tree in the Orchard for All was approved. New signs for Conservation Areas now complete Cllr Gay to arrange installation.
h) School – Cllr. Williams reported that school have agreed the gates on the path leading from school to village green will be unlocked during school holidays. Parish Council request that gates be unlocked evenings and weekends as path is used at those times. Cllr Williams to speak to school. The school have sent out and now received back questionnaires for the Travel Plan.
i) Footpaths – Cllr. Gay has strimmed several paths around the village. A concessionary arrangement has been agreed between occupants of a property at South Farm and neighbouring farmer linking footpaths. Paul Millard from Wiltshire Council is to be contacted regarding Footpath 25 and Moor Path - Action Cllr Gay. Darkies Lane needs strimming back at one end Cllr Gay volunteered to do this. The hedge at the top end is due to be cut back by owners shortly.
Cllr Whitehead left the meeting at 8.55pm.
j) Parish Steward requests
Bank down Rectory Lane (resident request). Steward has been in village this week filling potholes.
6. Dropped Kerb in Tumlins - this is on hold until school Travel Plan complete in anticipation of submitting request for kerb and school crossing together.
7. Churchyard trees on Old School’s boundary - dealt with under repports.
8. Financial Risk Assessment - Cllr Butcher agreed to do initial works on this prior to Council setting up a working party at a later date. Agenda item for next month. Data Protection - Cllr Gray will contact WALC to see if we should be signed up with ICO.
9. Village Gates - Cllr Macdonald has acquired costings - Parish Council unanimous vote in favour of expenditure not exceeding £500 (+ VAT) Cllr Gay and Cllr Tilley to do a site visit and agreed to undertake installation in the Autumn.
10. Staff Review and Appraisal will take place at end of six month probation period. Existing Clerk/RFO current pay rate to be checked and reviewed.
11. Councillor’s were reminded to let the Clerk know of any dates they are away. Dates will not be made public.
12. Drewitts Lane Tarmac - it was decided that no action was necessary at this time.

Correspondence
Cllr Butcher received an email from the school, confirming they will be tidying up the footpath area, and installing a lock on the gate. Action – Ian to ask school if they would leave the gate unlocked outside of school hours.
Email received from resident about the bank between Tunfurlong and the Glebe Field looking scruffy. Cllr Butcher has now grass-seeded the area.
Insurance renewal – three quotes received. All agreed to stay with Hiscox.

REPORTS
Village Community Store: Nothing to report.
PCC Churchyard: Scaffolding is up. Posts around the cremation area have been damaged by contractor’s strimming.
Cemetery:
Notices completed highlighting rules. Action – Cllr Tilley to put these up.
Still need to book meeting in with working party agreed at last meeting. Action- Kate/Ian/Sylvia/Andy
Railings need painting – Working party formed with Cllrs Daw & McDonald. Hammerite is £43.50 in B and Q, we need 10 litres. Budget agreed of £200 for paint and brushes. Action – Cllr Butcher to buy paint
Mr Curnick has agreed once the harvest is off we can access his field to clear excess soil built up at the side.
Village Green:
Ongoing problem with ski machine. Action – Cllr Gay to fix bearings.
Grass cutting quality has been poor again. Comment made that some oil has been spilled all over the grass. Remedial work has been completed on the slide, and Playquest are coming at the end of the month. One of the black mats by the green slides has been cut up, keep an eye on.

Village Hall:
Leases: they will apply to extend the lease which expires in 2021, once this is done they can look at extending the lease for the shop.
Agreed in principle to extend pre-school hours to all day, every day. Pre-school will discuss and report back.
It was confirmed that both the hall and the land are held in trust for the parishioners.
Potholes in the carpark require attention; responsibility is shared 50/50 with the shop.
It was agreed to install two pedestrian lights at the side of the hall.
Some investigations have been done regarding boundaries – it shows that one neighbour’s fence is on hall land – no further action was discussed at the meeting.
Rats have been found on the premises and remedial action since taken.
PAT testing – as this is not compulsory no testing is being done at present.
Next meeting is on the 27th June.
Pre-School: Raised £350 at the Easter Egg hunt.
Glebe Field & Allotments: Pile of branches removed – thanks to Cllr Daw. Outside the back garden of one of Tumlins is a lot of exposed soil after a clear up. Action - Cllr Daw to give Cllr McDonald some grass seed.
Cllr Gay currently in process of getting some wooden signs made up for the Conservation Area.
All Cannings Primary School: Cllr Butcher has found out school are responsible for pathway between the school and green, she will convey this information. Action – Cllr Butcher.
Footpaths: Liz Sharpe asked Cllr Gay about getting a fingerpost sign on the footpath by her farm. Maybe speak to footpath warden about the path – get the footpath number. Action – Cllr Daw to pass info to Cllr Gay.
Hopefully tarmacking will start on the refurbed footpaths in the next few days.
Look at possibility of barriers at the end of the new path that comes out on Chandlers Lane. Charles Butcher happy to pay if required. Cllr Whitehead to speak to his contacts to find out how we could go about getting the barriers. Action – KA follow up.
The contractors are working on a mysterious bump that rose up on the old refurbished path.
Parish Steward Requests
* Clean up the pavement by the Glebe, by the entrance to the village
* Strim opposite the cemetery
Churchyard Scaffolding This has now gone up. A ladder was left behind with access – Cllr Tilley spoke to Alison Leese who got the ladder removed within the hour.
Noticeboard and plaques – it is now uncertain if we actually need to move the plaques to by the noticeboard. For now pop the Best Kept Village plaque in the Noticeboard. Action – Cllr Gray chase up donation of wood to mount.

Concert at The Kings
Letter will be going round to village shortly, everything else in hand and running smoothly.
Concert have agreed £250 towards parking at the Village Hall, hold fire until they get the results of their larger grant application.

Request for planter at top of Greenhouse Road
If we put a planter at the top of Greenhouse Road, a parishioner would supply flowers and another has offered to water it. Action - Cllr Butcher buy planter.

Deadline 31st May Action - All to have a think about their areas of responsibility, and email Kate with any highlights of the last year.
Dropped Kerb – Tumlins
There is no dropped kerb, which causes problems with wheelchairs and buggies. This would cost £300 – £500 and we would need to contribute 25%
Suggest the dropped kerb goes up by number 22.
Cllr Whitehead suggests the request goes in with the school’s request and then they won’t cause any delays against each other, as they will be grouped together in a disabled access to the school request.

Email from a parishioner with the following points:
· Could we request a road sweeper? Road sweeping is undertaken annually, and so any objections need to be directed to Wiltshire Council directly.
· Two examples of residents hedges obstructing footpaths were given. Cllr Gay is going to take a look. We will also add a note in the Parish Magazine, website and Facebook – Action Cllrs Gay and Gray.
· Footpath around Sheeppool is muddy, too narrow and needs reinstating. This is on private land and so we cannot touch it.
· Andrew Gray has been welding, could he weld some kind of decoration for the gates? This can’t be done as there can’t be anything to obstruct the gates in case there is an accident.

February minutes were signed off as correct and a true record.
REPORTS
Village Community Store: Next committee meeting is 11th April. Future lease arrangements to be discussed.
PCC: Churchyard: Tile by tiles scheme - the repairs will start very soon, providing the Parish Council approve the scaffolding at the next meeting in April. The Bishop of Ramsbury has appointed Rev Richard Curtis, he will be licensed on 8th June in Urchfont. Include the scaffolding on next month’s agenda. Action – Kate Asbury
Cemetery:
Cllr Gray & Cllr Butcher did a site visit and computerised the available plots, there is definitely a whole row still available. Re. plot 437 – Page; it’s unlikely we will locate the owners, for time being the headstone remains laid down.
There is a two page list of queries that Cllr Butcher is working through. Send a letter of thanks to local schoolgirl Grace Whitmarsh through the school to say thanks for her cross checking of data. Action – Kate Asbury
At present there are no written procedures to follow – working party to be formed. Action - Cllr Williams, Cllr Butcher, Cllr McDonald and Kate Asbury to get together.
Quite a few broken vessels have been removed – it was decided that the rules could be mounted on a board. Action – Cllr Tilley
Village Green: Cllrs Tilley and Gay addressed the issues on the ROSPA report, only the laying of safety mat remains outstanding.
Modifications being started 24th April by PlayQuest, Mick Atkinson looking at slide to rectify comments made on that.
Village Hall: Next meeting on the 11th April.
Pre-School: Easter egg hunt on 8th April, they looking for friends and family to do a stall. Wooden rabbits dotted around the village, keep an eye on them if you see any go astray.
Glebe Field & Allotments: Rents collected. All allotments taken.
Re. complaint about branches left, Cllr Daw will remove. Action Cllr Daw.
All Cannings Primary School: They have requested a meeting about their travel plan and the school crossing.
Still don’t know who owns the path between school and playing field – action Cllr Butcher
Footpaths:
PIGS.Work is due to start next week – need to inform Michael Crook at Wilts Council once the work starts so they will release the funds. Action Cllr Butcher.
Thanks passed to Cllr Butcher by all for her work put in, and to the concert for the funds.
Parish Steward – Byway 28 - the ditch needs digging out so water can get away when it rains. The location is where the byway meets the road, opposite the canal car park entrance.
Clean up school crossing.
Election – May 4th. If there will be an election, we will be informed via letter.
Annual Parish Council Meeting – Thursday 18th May with an 8.30pm start subject to hall availability. Action – Kate Asbury to check
Flowers and Planters – It was suggested that we offer Best Kept Village prize money for flowers. Cllr McDonald proposed some money be used for flowers by gates, and Cllr Butcher proposed that we use £50 for flowers and planters. It was agreed unanimously to use £50 for flowers and planters and £150 for planters by gates. Action – Cllr Butcher inform Sue.
Laurence Kitching – application in, add to next agenda, deadline is 31st May.
Babble and Chat – Unfortunately this has not been successful, and will be stopping. Any money in hand will be passed back to Kate Asbury to put back in concert fund.
Plant donations. One of our residents Sue, who maintains some planters in the village, may be able to acquire some free bulbs for next spring. Could we write a letter endorsing her request? Action – Cllr Butcher to confirm to her we agree, and if we need a letter to advise Kate Asbury
Dog mess – after a hedge was cut back in the village, a group of ladies in the cleaned up vast amounts of dog waste bags. (Mary, Sue and Shirley) Action – write letter of thanks. Write thanks to Oliver Gray as well (Cannings Cross) Action - Kate Asbury write letter, Cllr Daw deliver.
There was a comment about parents walking dogs after dropping children at school, and dumping dog waste bags – it was advised that a note went in the school newsletter asking parents to take any dog waste home with them. Action Cllr Williams
Standing Orders: These have been rewritten and passed around for people to take home and read. It was proposed that we review and sign these off at the Annual Parish Council Meeting (to be reviewed and renamed Annual Meeting of the Council)
Gating the village: Cllr McDonald explained what we had been doing so far for the benefit of the audience. He has met with a local supplier who is happy to supply at a discounted rate (potentially the gate and flower bed could all be one single unit)
Colour or plain wood discussed – white stands out more.
Cllr McDonald requests that all councillors take note of other village gates to get an idea of designs that we could have.
Parish Council Clerk: No applicants. Suggest advertising wider and removing application deadline. Inquire about posting on the internal job board at Wilts Council and add an advertising budget of £200.

Andrew Fleming came along to discuss plans. Planning will be submitted for four houses in the Paddock opposite Bridge House. Four plots will be for sale with planning permission for four custom built houses. Under five houses means no provision for starter homes
Propose Andrew Fleming come back to the next meeting when the Planning application is in, and it can be formally placed on the agenda.
REPORTS
Village Community Store: Sales have been down on fresh goods, not selling enough bread in the week, and they have a minimum order to meet. Looking for ideas to increase demand in the week so they can keep a midweek bread delivery. Suggested order sharing with Urchfont or Avebury shop.
PCC: Churchyard: Topple test complete – nothing toppled.
Cemetery: Need to do a site survey, map is not accurate as some plots are under trees. Cllr Butcher has looked through the Grave books, and has spotted some errors, needs help cross checking data. Cllr McDonald and Cllr Gray offered to assist. Cllr Tilley and Gay will check the plots on the map. Cllr Tilley will take a copy of the map so we have spares as well as up to date info. Check terms in the green book.
Gladys Page – came up in the topple test. Suggest stake it for now and get in touch with the owners and see if they want to repair or lay it down. She is in plot 437 [Section 4 NE R17], buried in 1978.
Village Green: All play equipment action points for Cllr Gay following ROSPA in hand. No reply from PlayQuest, Kate to phone and chase. Slide letter to go to Mick Atkinson at Robbie’s address. Action Kate Asbury
Village Hall: New outside lights being installed.
Pre-School: Successful auction raised over £500. Easter egg hunt 8th April. More numbers, and possibly opening longer hours soon.
Glebe Field & Allotments: Nothing to report. Works on trees opposite Lipgate completed and work on willow tree on entrance to the Glebe completed.
All Cannings Primary School: Signs from Xmas fair have been removed. Cllr Butcher received an email regarding the pathway between the school and playing field, need to establish who the owner is. Cllr Butcher to make inquiries. Action Cllr Butcher

Parish Steward – Clean up the Footpath at the top of Greenhouse Road
Speed limit:
Request for 20mph – need speeds at 26mph, 85th percentile is the speed at which 85% are driving below. Raise area board issue, put forward to Area Board transport group. They will do metro counts in the village. Must have repeater signs with a 20, which many people don’t like as it will be more signage in the village. If results from metro count come in at 26mph, do we really want the extra signage? 25% contribution required – costs around £5k, so we would need to find £1250. We need to think about appearances, flowers, clean gates, bikes like Lockeridge.
Action – request this ASAP Kate Asbury and reply to P Griffin to let him know work is in progress. Next Cat G meeting 17th May at the Fire Station and add to agenda for Annual Meeting.
Cemetery fees
Fees have been in place since 2006. Cllr Butcher looked around at local prices, Cllr Gray collated them and have new fees. Agreed changes to be made, effective as of now. Inform undertakers as well as place on website. Action Kate Asbury, Cllr Gray

Cllr McDonald has now taken on the Shop.
Cllr Gay has now taken on the Village Green

Gating the village
Philip chasing up Richard from Wilts Council, he said to go ahead in the meantime. Cllr McDonald going to check offer of gates still available, he will proceed with arranging. Action Cllr McDonald.

From Cllr Philip Whitehead of Witshire Council: Someone imprisoned for 3 months fly tipping in Salisbury. Boeing coming to Wiltshire – circa 2000 jobs should be created locally as a result.
Write to householders of The Glebe regarding the tree work highlighting that the trees are the property of the PC and ask they refrain from working on them. Action Cllr Gray
