- A resident asked if wildflowers could be planted in the Community Orchard. – unfortunately, it was decided that this proposal was not viable.
- This was the final meeting attended by Cllr P Whitehead as AC will now fall under Pewsey Vale West, Cllr A Gray thanked Cllr P Whitehead for all his help and advice over the years. Cllr P Whitehead said would still visit All Cannings (as naturally, it is his favourite village!) and is likely bump into residents at the Kings Arms.

- Please note: The council tax increase of 0.9% was due to a technical issue. The same precept amount was requested from Wiltshire Council as the previous year (no increase), but a reduction in the number of council taxpayers the resulted in the 0.9% increase.

- Cemetery – The contractors have done an excellent job with the tree and shrub work.

- Discuss plans and council support for the village shop’s proposed replacement building – Peter Cooper explained the shop’s position and councillor’s RESOLVED to support the application via letter to Devizes Area Board.
- Cemetery – Allocate funds for removal of final tree in the cemetery, up to £300.00 – APPROVED.
- Cemetery – Allocate funds for the headstones on plot 433 – APPROVED up to £150.00.
- Cemetery – Legal Compliance webinar in June – Cllr S Butcher – ACTION – Clerk to inquire if it could be booked for any member of the council, as elections are due in May.

- Correspondence and administration: Memorial restoration application – Dog poo bin request for Woodway – No council managed land available for bin placement. Letter from residents about the screening vegetation on the Glebe Bank, council discussed at length. Councillors decided to ask local landscaper to assess and advise – ACTION – Cllr C Payne.

Matters arising: Safety barriers – Cllr S Butcher. Shop car park exit – Cllr D Tilley.
- Reports
- Village Community Store –Cllr D Tilley consulted with highway engineer via phone due to Covid-19 restrictions, highway engineer will inspect once restrictions are lifted. The shop has been conducting a survey of shop car park users and a sub-committee will be getting advice on safety in the car park and exit.
- Churchyard – Nothing to report.
- Cemetery – There has been some damage to the cemetery fence next to Lipgate Road. ACTION - Cllr S Butcher to request assistance to straighten the fence.
- Village Green – Cllr K Gay has sprayed the paving slabs on the path between school and Green to clear the moss and algae which made the path slippery. A post which is part of the play equipment broken during annual inspection will be replaced when the weather is suitable.
- Village Hall – The village hall is currently only being used by the preschool and has an extensive cleaning regime.
- Pre-School – Cllr. R Daw – Numbers are good. The village Xmas light trail was highly successful.
- Glebe Field and Allotments – ACAS chairman has advised that rents will be collected from allotment tenants next month.
- School -The school is closed due to Covid-19 restrictions, but currently has more pupils than during the previous lock down. School staff are tested for Covid-19 twice a week.
- Footpaths – Still muddy. Footpath 4 needs clearing. ACTION - Cllr D Tilley to ask parish steward.
- Allington – Cllr. C. Payne – Nothing to report.
- Concert at the Kings – Cllr S Butcher – Concert still planned for September.
- Parish Steward requests – Potholes have reappeared on Greenhouse Road. ACTION - Clerk
- Planning Applications: 20/11233/FUL- Coate Farm, track retention and extension – NO OBJECTION
21/00852/TCA – 2 Mathew Close, reduce height of 3 beech trees – NO OBJECTION
- Replacement trees for Glebe Bank to be discussed. RESOLVED: To review in June.
- Safety barriers for the High Street end of footpath 14 – Cllr S Butcher met with Rights of Way warden, he advised that the path too narrow for safety barriers to be fitted, suggested signs and painted lines – ACTION - Cllr S Butcher
- Possible use of telephone box as food bank. RESOLVED - No requirement.
- Topple test results – six headstones to be monitored and one that requires attention. ACTION - Cllr K Gay.
- Cemetery, council to consider amnesty for historical errors in burial records - APPROVED.
- Creation of digital cemetery map layer for Parish Online by Pear Technology at a cost of £750 (including VAT) – APPROVED
- Correspondence and administration: A tenant requested assignment of ERB Grant to son – actioned.

- Clerk training- Certificate in Local Council Administration (CiLCA). Registration and training to cost £710.00 (including VAT), and up to additional five hours per month for studying – APPROVED.

Matters arising: Posts required to prevent illegal parking on the green – To be completed when weather and commitments permit. Query if school had permission to relocate footpath – completed by Cllr. M Crossman.
- Reports
- Village Community Store – Parish council to request traffic survey and highways engineer to consider what improvements could be made to the exit from the shop and village hall exit. ACTION: Clerk.
- Churchyard – More quotes required to survey the churchyard and cemetery. ACTION: clerk
- Cemetery – Cllr D Tilley met with our regular cemetery maintenance contractor IDverde to assess the necessary tree work and maintenance in the cemetery. After lengthy discussions and advice from Cllr P Whitehead, Council concluded that there were two separate jobs required. One for hedging cutting and undergrowth reduction and another needing arboriculture skills to attend to the larger trees involving specialist climbing work. Council allocated up to one thousand pounds for each contract. Council RESOLVED to go ahead with the work to avoid potential delay due to nesting season. Cllr K Gay has done a great job of restoring the fallen cemetery fence with robust fence posts.
- Village Green – Cllr. K Gay and Cllr. D Tilley have done an excellent job of trimming trees alongside the house (Shortlands) adjacent to the Green and will install posts to prevent illegal parking when the weather and work commitments permit. A post which is part of the play equipment broken during annual inspection will be replaced shortly.
- Village Hall – Cllr. D Tilley and Cllr. R Daw attended the village Hall AGM and discussed the car park issues with the committee. A sub-committee has been formed to review car park exit and traffic, made up of village hall, shop, council and resident representatives. The parish council will be liaising with Wiltshire Council and Highways to discuss the best way to resolve traffic management around the car park exit. ACTION: Cllr. D Tilley
- Pre-School – Cllr. R Daw – Numbers are good and fund raising is going well.
- Glebe Field and Allotments – Cllr. D Tilley and Cllr. K Gay have done excellent work clearing bushes away from a resident’s fence. The resulting brush cuttings have been left for hibernating wildlife.
- School -Cllr. M Crossman – Mr Borman has responded to Cllr. M Crossman’s query and said that they have consulted with Wiltshire Council regarding the footpath diversion.
- Footpaths – Cllr. K Gay – Bridleway 6 is still flooded due to overflowing brook. Paving slabs on the path between the Green and School are slippery due to tree algae. Will be treated with algae remover/path clear. £35.00 allocated for purchase of spray. ACTION: Cllr K Gay.
- Allington – Cllr. C. Payne – Nothing to report.
- Concert at the Kings – Cllr S Butcher - Nothing to report.
- Parish Steward requests – None.
- Planning Applications: 20/09356/FUL- 11 Matthews Close, front extension and garage conversion – NO OBJECTION.
- Precept discussion - Council discussed the difficulties experienced by everyone this year because of the Covid-19 pandemic and decided not to increase the precept this year. RESOLVED: No increase.
- Safety barriers for the High Street end of footpath 14 – Cllr S Butcher awaiting response from Rights of Way warden.
- Parish Online, Geographic Information System (GIS) – Council discussed subscribing to Parish Online an internet-based map layer and data storage system at the cost of £57.60 per annum - APPROVED
- Council participation in Christmas tree or tree decorations for the village, council approved use of council owned land to host a Christmas and Christmas lights. Requires risk assessment and adding to insurance – ACTION: Clerk & RFO.
- Follow up of staff appraisal – Clerk would like to acquire further qualification in council administration (CiLCA) next year, cost to be discussed at the next meeting - DEFERRED
- Payroll (excessive costs) – DEFERRED
- National pay award for officers (NALC) Chairman suggested that pay increments should be automatic in line with NALC pay awards. - APPROVED
- Correspondence and administration: Clerk received no reply to letter or phone messages to Salisbury Diocese regarding the request for permission to install mains water supply to the allotments.
- Finance
- Payments to be approved: RFO expenses: Zoom Pro £14.39. Clerks expenses: Ink £38.49. Staff wages. iDverde £402.86. Gray: Domain name renewals £7.99 and £28.80. All payments - APPROVED
- Balance of Accounts: £16785.46
- Any Other Business. Cllr C Payne to replace Cllr M Crossman as quarterly internal audit monitor. Review standing orders; consider raising the financial limit required for quotes and Financial regulations. Also, to include automatic pay increments for staff automatic in line with NALC pay awards. Cllr. S Butcher to investigate replacement trees for the Glebe Bank.
