Held at All Cannings School Hall on 24th April 2019

- Village Community Store- Cllr. A McDonald – (Cllr D Tilley temporarily) - Nothing to report
- PPC Churchyard – Cllr D Tilley – Nothing to report
- Cemetery – Cllr. S Butcher – The Christmas decorations have been removed. Yews trees have had a gentle trim and will require a more vigorous pruning in October
- Village Green – Cllr. K Gay – Goal posts need painting, if community service does the work, they will require supplies of paint and brushes as well as access to a toilet. S Butcher will check if the paint she has is still viable.
- Village Hall – Cllr. S Butcher – a resident spoke about the proposed audio-visual equipment for the village hall, an electrically powered screen, ceiling mounted projector and sound system are considered the best option. The approx. cost of this equipment is £3,800, to be raised by various grants. The grant application to the Parish Council will be on the next agenda.
- Pre-School – Cllr. R Daw – The Easter Egg Hunt went well at the Kings Arms.
- Glebe Field and Allotments – Cllr. A McDonald – (Cllr D Tilley temporarily) – iDverde has cut the field grass at one level, instead of the previous year’s multilevel, councillors agreed that it looks tidier. A resident asked if the fruit trees in the Community Orchard could be professionally pruned? Item for next agenda. Fence near the garages needs repair, item for next agenda. Paul Oakley is happy to create a sign for the Floral Bank; Cllr K Gay will supply some wood for the sign. iDverde to cut the Glebe roadside hedge in October
- School – Cllr. S Butcher – Nothing to report.
- Footpaths – Cllr. K Gay – Cow Parsley growing vigorously along the footpaths, will be strimmed by Cllr K Gay. Hedge alongside footpaths should be trimmed by owners. A resident mentioned children skate boarding fast down Darkies Lane and being unable to stop before the road. The possibility of slabs to be fitted either side of the new barrier near Chandlers Lane to aid Mobility scooters was discussed but the footpath and verges are very narrow may not be suitable. Cllr S Butcher has previously asked the Wiltshire Council footpath warden, Paul Millard for specifications for safety barriers but he was unable to supply any. Clerk to contact Wiltshire Council for advice. It was decided to leave the barriers as they are for now and fit a temporary sign explaining restricted access. ACTION Clerk.
- Allington – Cllr T Hollister – Still to discuss the possibility of a defibrillator with the Allington First Responder. There is also the question of siting the defibrillator as the Parish Council does not own the Allington phone box. It was suggested that it may be possible to attach the defibrillator to a farm building. ACTION deferred.
- Parish Steward requests – All – None
- Protected buildings – Church, Village Hall, Pub, Glebe field – Community Asset Register. A resident requested more time to learn about the Community Asset Register, to have more information and a better understanding. Clerk to collect residents’ questions and forward to Cllr Philip Whitehead for response. Cllr S Butcher proposed a deferral until the June meeting, seconded by Cllr D Tilley and voted on by councillors, all agreed - Deferred
- Planning Applications: 19/03232/TCA – Tree work – Fell cherry at Rustic Farm – No objection.

- Review standing orders – deferred- subcommittee to discuss. ACTION Cllr S Butcher and Cllr A Gray.
- Review financial regulations – deferred -subcommittee to discuss. ACTION Cllr S Butcher, Cllr A Gray and RFO.
- Repair and maintenance of phone box – iDverde quoted 650.00 to strip and repaint the phone box. Council agreed to quote providing that the work can be completed before the 15th of May and must be phone box red.
- Maintenance of RFO and Clerks laptops. The ACPC laptops are very slow since recent updates, this could be cured by additional RAM. The RAM modules cost approx. £90 for both machines to be upgraded. Council approved.
- Membership of SLCC for the clerk, under £70, council approved.
- Correspondence: Salvation Army Clothing bank, councillors would like more information – ACTION clerk. Wiltshire Search & Rescue looking for funds, council agreed to donate £50. A resident proposed planting a flower bed on the green. councillors were concerned about the maintenance, would prefer bulbs to be planted around trees. A letter regarding Merchant Navy Day to forwarded to the school – ACTION clerk.
- Finance: payments have been made to iDverde £382.72, Village Hall £10.00. Wessex Print £168.00. Membership of WALC £262.52. Clerks expenses £36.48, Donation to Wiltshire Search & Rescue £50.00. Clerk & RFO’s wages.
- AOB: A resident complained about a very large hole at the entrance of a farm in the village being a hazard to pedestrians as it is directly in front of a foot path. Councillor to speak to the farmer ACTION Cllr K Gay

5. Reports:
a) Village Community Store- Cllr A McDonald - nothing to report
b) Church Yard – Cllr D Tilley – the first grass cut looks good.
c) Cemetery – Cllr S Butcher – has removed Christmas decorations for the graves. Spoil heap needs to be removed from cemetery. The four yew trees are drooping over the path and need to be trimmed carefully, the cuttings are very poisonous. Contractors will require instructions on how to trim yew trees. - ACTION: Cllr. Doug Tilley to speak to contractors.
d) Village Green – Cllr K Gay – The parking sign back up. Chandlers Lane side verge falling down due to cars driving on it pass parked cars, councillors to have a look at the verge and report back. Goal posts need painting - ACTION: Cllr A Gray to find out if it could be a community service.
e) Village Hall – Cllr S Butcher – nothing to report.
f) Pre-School – Cllr R Daw – Easter Egg hunt on 6th April.
g) Glebe Field and Allotments – Cllr A McDonald – The planted community garden looks good and councillors discussed the possibility of a sign to be erected prior to Best Kept Village competition – ACTION: Cllr T Hollister to ask a local artist if they would be willing to paint a sign.
A tree has been cut down in the Glebe field by villager without permission from Parish Council or Salisbury Diocese. Another All Cannings resident has complained about the tree destruction. After much discussion it was decided that letters should be written to both the complainant and the person believed to be responsible for the damage - ACTION: Cllr. Amy Gray
h) School – Cllr S Butcher – nothing to report
i) Footpaths – Cllr Kevin Gay – nothing to report
j) Allington – Cllr T Hollister – A defibrillator for Allington. NFU are recommending that farmers have them attached to their barns. All Cannings has one attached to outside of Village Hall. ACTION: Cllr T Hollister to investigate the cost and necessity of defibrillator.
k) Parish Steward requests – All – The parish steward has put the grit bin back in position, cleaned signs and gullies. Potholes on Lipgate Road and moss on pavement need to be reported. ACTION: Clerk S-J Bullock

6. Correspondence and administration
a) Car parking outside the school. A letter has been received from a resident of Tumlins complaining about dangerous parking by school parents dropping off and collecting children. The council have previously discussed this issue with the school and continue to liaise with them about the problem. The police have been regularly monitoring the parking and advising the parents. The school does not have the funds available to spend on extending their parking facilities. A letter to be sent to complainant asking if we can forward her letter to the school. ACTION: Clerk S-J Bullock
b) Replacement of the damaged information sign at the canal, thought to have been reversed into by a car but no one has admitted to the damage. A quote of £140 + Vat has been received from Wessex printers, accepted by councillors. ACTION: Cllr S Butcher
c) Painting of the Telephone kiosk – if possible, a volunteer to strip and repaint it, otherwise a quote will be acquired to do the work professionally. – ACTION: Cllr Doug Tilley to speak to possible volunteer.
d) Trimming of the Glebe field roadside hedge – ACTION: Cllr Doug Tilley
e) Cutting on the Glebe field tree – discussed
f) Mrs Crossman enquired about installing a milk dispensing machine at the village shop. Cllr P Whitehead has advised that more details are required to establish if planning permission is required. – ACTION: Clerk S-J Bullock
7. Councillor vacancy. Cllr S Butcher will be leaving after twenty years of service to the All Cannings Parish Council and replacement will need to be found. The chest of ACPC documents at Cllr S Butcher must be relocated. Advertising needs to start now. ACTION: Clerk S-J Bullock
8. Emergency planning committee – In case of fuel and food shortages, to ensure medicines can be delivered, etc, if EU exit goes head - Cllr. D Tilley, Cllr. A Gray and Cllr. T Hollister.
9. Staff discussion – closed to the public -quote from accountants to change payroll from quarterly to monthly, an additional £100 per year. Agreed. Training for parish Clerk £65.00 + vat. Agreed

a) Quote received for staggered safety railings at the end of foot path opposite the green, painting if required will cost extra. £517.00. Agreed. Hedge next to footpath, over hanging the path. ACTION: Cllr S Butcher to speak to Aster.

4. Minutes from the previous meeting, and matters arising from the minutes: The minutes of the Parish Council Meeting of 30th January 2019 were approved and signed with no amendments.
5. Reports
a) Village Community Store - Cllr A McDonald – nothing to report
b) PCC: Churchyard – Cllr D Tilley – nothing to report
c) Cemetery -Cllr Butcher – Yew Trees need trimming – Action: Cllr A Gray to check if this is part of cemetery maintenance contract. Cemetery records storage - Action: SJ Bullock. Cemetery map needs to be updated – Action: Cllr A Gray. Instructions on process for burials Action: Cllr K Butcher.
d) Village green – Cllr K Gay – all OK after detailed inspection, some paint required on keep fit equipment and goal posts in the summer. Labels to be attached. No parking sign awaiting replacement log.
e) Village Hall – Cllr S Butcher – A parishioner said that the grant application was successful and the village hall floor refurbished, the fence around the car park has been replaced. Live Action – community events mostly organised by another parishioner to raise money for the church roof replacement. One event will be a barn dance likely to be on 25th May. Quotes being acquired for a projector, screen and sound system for the Village Hall, expected to between: £3,500-£4,500. Updated BT hub 6 installed by preschool, costs to be shared. The parishioner was thanked by the chair for the update.
f) Preschool – Cllr R Daw – Jumble sale on Saturday 2nd March, Easter Egg hunt at the Kings Arms 6th April.
g) Glebe field and allotments – Cllr A McDonald – A parishioner said that the bank behind the allotments has been planted with donated plants. Trees have been cut down in the Glebe field and a pile of wood left. To be followed up at next meeting. Another parishioner said all allotments in use bar two. One allotment beyond salvage may be used for composting and storage. Cllr A Gray thanked the parishioner for the update.
h) School – Cllr S Butcher – Informed the school of the Momo threat. A frightening cartoon character which has been appearing on You Tube and in children’s games, Minecraft, Pepper Pig, etc, encouraging self-harm and threatening to kill people.
Cllr S Butcher has provisionally booked the school for 24th April for the Annual Parish Meeting. Still requires arrangements to made for someone to open up and to close up and reset the alarms after the meeting. Action: SJ Bullock
i) Footpaths – Cllr K Gay – Cllr K Gay has sprayed the emerging roots on the path near the Community Orchard with Roundup. Parish Stewards were asked to do this and clean off the moss on the path at the top of Green House Lane, they have not yet done so.
j) Allington – Cllr T Hollister – nothing to report.
k) Parish Stewards – Cllr A Gray actioned the new requests (from last meeting) and received confirmation from the lady in charge of Parish Stewards. Cllr S Butcher noted that the information board at the canal requires cleaning. Action: Cllr S Butcher said she would clean it.

8. Best Kept Village – Application forms have arrived. Action: SJ Bullock & K Asbury.
9. Community Assets – Church, Village Hall, Pub, Shop – Cllr A Gray gave an explanation of the community asset register; the Community asset register protects assets used by villagers and safeguards their future use by the village by delaying the sales of assets and ensuring that the community has the right to bid and to raise funds to buy the assets and keep them for village use. Cllr P Whitehead, also explained that registering a community asset ensures that when the assets are offered for sale it must be at the value determined by the assets current use rather than the value of their potential use. I.e. a pub must be offered for sale as a pub at its current value, rather as a four-bedroom house with land which would greatly increase the sale Annual meeting. After lengthy discussion it was agreed to open up and publicize the discussions to a wider audience at the Parish Annual Meeting prior to the April parish council meeting and Action: for Cllr Gray to approach asset owners before discussing any further. Deferred until April

c) Car Parking outside the school – following complaints by residents, the police have been monitoring the situation.
d) Film footage from 100th Celebration-copyright agreement reached, should soon be on You Tube.

MINUTES OF A PARISH COUNCIL MEETING

4. Minutes of the previous meeting, and matters arising from the minutes: The minutes of both the EGM held on Wednesday 12th December, 2018 and the Parish Council meeting of 28th November, 2018 were approved and signed with no amendments.
5. Reports
a) Village Community Store – Cllr. McDonald - nothing to report
b) PCC: Churchyard – Cllr. Tilley - the lights are being kept on at present. The 100 club are looking for new members
c) Cemetery – Cllr. Butcher - a reminder needs to be publicised that Christmas floral tributes should now be removed from graves. Cllr Gay has some lagging for the stand pipe.
d) Village Green – Cllr. Gay - nothing to report
e) Village Hall – Cllr. Butcher -
i. A grant application is being sought for works on the flooring - Parish Council have been asked to write giving their support for the application - Action: Cllr Gray.
ii. Cllr Tilley has been elected as a Village Hall Trustee.
iii. Parking protocol and guidance is being reviewed.
iv. The Strategic Plans have been approved subject to minor rewording.
v. A range of Community Events are being explored. Action: Cllr Butcher will liaise with Village Hall regarding events.
vi. Following the Remembrance events last year donations have been made to British Legion; Soldiers, Sailors and Airmen's Families Association (SSAFA the armed forces charity) and towards the Church Roof. Action: Cllr Butcher to speak to organisers of Concert at the Kings regarding the proposal for the remaining £100 from their contribution.
vii. Cllr Gray is investigating the possibility of putting footage from the Remembrance Event on our website subject to copyright
f) Pre-School - Cllr. Daw - their numbers are good. They have an online Auction of Promises planned for 8th February, 2019. There are also plans for a jumble sale and Easter Egg Hunt
g) Glebe Field and Allotments – Cllr. McDonald
i. The rents for the allotments are being collected by allotment Co-ordinator
ii. Councillors questioned whether permission had been obtained from the diocese of Salisbury for the cutting of two trees. Action: Cllr McDonald and RFO Kate Asbury to investigate and report back
h) School – Cllr. Butcher
i. The school is signed up to the Home Run app though it has not yet been implemented
ii. The dog poo posters will be designed during this term.
iii. The headmaster has agreed that the school will put grit down at the edge of the pedestrian road crossing.
iv. The school have received funding for the Area Board towards the radio station - this will be an internet station. Interest is being sought from the community who may wish to contribute to radio articles/reports. the school will now move this project on to the next stage.
i) Footpaths – Cllr. Gay - Nothing to report except that we have still not heard back from Salisbury Diocese regarding proposed works to the footpath which crosses the Glebe field to The Glebe. (See also April, 2018 minutes item 8 (g)
j) Allington – Cllr. Hollister has had an initial meeting with a parishioner from Allington who is enthusiastic about forming closer links with the Parish Council. At this time it was agreed that it would be better to defer any proposals regarding Best Kept Village for Allington until links more established
k) Parish Steward requests - Moss on the path at top of Greenhouse Road needs clearing and request again that the roots pushing through path near Community Orchard be tended to

7. Clerk vacancy/Appointment of new Clerk - following her interview by Councillors Gray and McDonald it was agreed to appoint Sarah-Jane Bullock subject to normal clearances. The start date will be 27th February, 2019

a) 20 MPH Signs in Village - Cllr Butcher to contact Cllr Whitehead regarding query over signage at Townsend.
b) Discussion took place about the condition of the white lines in and around the village. Cllr Whitehead explained that there is a rolling schedule for this work and asked that we speak to him about it again in March
9. Protected Buildings – Church, Hall, Pub - The parish Council can apply to make properties such as shops, village halls and pubs Community Assets - if they should then be put up for sale the Council would then have six months to take action (to secure). Action: Item to be included on the next Agenda
10. Correspondence & administration

12. AOB -
a) Wiltshire Council tax increase 2.9%
b) Cllr Tilley reminded Council of the need to keep Declarations of Interest up-to-date on Wiltshire Council website. A previous Councillors details need to be removed and the new Councillors added. - Action: All Councillors
c) No quotes have yet been received regarding proposed installation of barriers on footpath 14 though a company has been approached. Action: Cllr McDonald. Further quotes welcome - Cllr Tilley proposed asking the builders who did work at front of village hall recently.
d) The school have been approached about the Radio Station as a topic for the Annual Parish Meeting in April - Councillors agreed this would be a good idea. Action Cllr Butcher report back to school
e) Councillor Butcher announced she is contemplating resigning as a Parish Councillor at the May, 2019 meeting.
f) Cllr Hollister gives her apologies for the February, 2019 meeting

It was agreed that each Councilor would cover their own portfolio until a new Clerk is appointed, and that e-mails would be sent round-robin automatically to each Councillor from the main acpc mailbox.
