MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 30 November 2011
PRESENT: Mr. T. Daw, (in the chair),
Mrs. S. Butcher, Mr. C. Butcher, Mr. D. Tilley.
APOLOGIES: Mrs. P. O’Neill, Mrs. L. Miedzianowski-Sinclair, Cllr. L. Grundy, (WC).
Alan Cannon CPRE co-ordinator, presented the chairman with two certificates, one for first place in the Kennet round of the Best Kept Village competition and one for third place in the County round, for which he also presented a cheque for £50.00.
This funding will be used to purchase a walnut tree for The Pound.
Lesley Miedzianowski-Sinclair has resigned from the Parish Council.
WPC Emma Reed introduced herself as the Police Support Unit Officer for the Kennet area.
Keith Warman was welcomed as a new Parish Councillor following correspondence from the Electoral Office confirming that we could co-opt a new councillor.

Village Green: Registration documents for Village Green status to be investigated.
Required for QE11 Field registration.
REPORTS FROM COMMITTEES
Village Community Store: Nothing to report.
PCC: Correspondence received regarding funding for repairs to the Church clock.
Reply to be sent indicating that the council has a policy of not giving money to appeals as funds are limited, but any further firm proposals will be considered.
Cemetery: Tree dealt with.
Village Green: Application confirmed regarding status of a QE11 Field. See matters arising. Repairs required to some of the play equipment on the green following receipt of the ROSPA report.
Village Hall: Nothing to report.
Glebe Field: Registration as a Village Green confirmed with the exception of the allotments. Proposal to plant trees on the triangle approved. Tim Moore to be reimbursed for the cost of fencing at the Glebe Field.
Kennet and Avon: Nothing to report.
All Cannings Primary School: Churchyard maintenance to be investigated.
Letter of congratulations to be sent to the school for their high placement in The Times best primary school in the country league.
Best Kept Village Competition: All Cannings placed third in the County round.
HM Revenue & Customs: PAYE system now in operation regarding Clerk’s salary.
Clerk’s salary discussed and decision made for a small increase to be awarded.

Village Green: Application confirmed regarding status of a QE11 Field.
Village Hall: Fortieth anniversary to be celebrated.
Glebe Field/Allotments: Still await decision on registering the field as a Village Green. Proposal to plant trees on the triangle approved.
Kennet and Avon: Nothing to report.
All Cannings Primary School: Request to use the Glebe Field for overflow car park discussed. Members of the public from Chantry Close voiced objections, owing to the increase in traffic along the street as access to the Glebe Field. The council decided that this proposal was not practical. Tim Daw to contact Richard Borman, Headteacher to advise him of the various complications arising from the proposal.
CORRESPONDENCE
Best Kept Village 2011: Posters displayed to advertise the judging, which will take place during early summer.
HM Revenue & Customs: PAYE system now in operation regarding Clerk’s salary.
Insurance Renewal for 2011/2012: The parish council agreed to renew the insurance with Zurich Municipal at a cost of £776.87, with a three year agreement.
Skate Board Ramps: Proposal for the installation of skate board ramps to being explored. Sylvia Butcher to contact Edward McQuaid. Possibility of utilising the mobile equipment from Wiltshire Council.
Community First: Council agreed to purchase the new edition of ‘Standing Orders for Local Councils’.

The Annual Receipts and Payments Accounts for 2010/2011, having been approved by the Internal Auditor, were approved by the Parish Council.
Lloyds Bank: Clerk now receiving monthly statements from Lloyds Bank.
Proposal approved to reduce the number of Parish Council meetings held. There will not be a meeting held during October 2011.

MATTERS ARISING
Village Green: Tim has dealt with the correspondence from Wiltshire Council regarding the application for the village green to become a QE11 Field, to celebrate the Queen’s Jubilee.
REPORTS FROM COMMITTEES
Village Community Store: Fifth year anniversary of the opening of the store was celebrated in May.
PCC: Churchyard: Nothing to report.
Cemetery: Cemetery tap repaired. Memorial headstone for Francis Charles Cowdry to be erected. Additional inscription on headstone of Gladys Olive Blake for Frederick Blake. Interment of David Christian Curwen to take place early June.
Village Green: As included in matters arising.
Village Hall: Nothing to report.
Glebe Field/Allotments: Remaining fees to be collected.
Kennet and Avon: Nothing to report.
All Cannings Primary School: Tim to discuss the situation regarding a request to park on the Glebe Field. Conversion of footpath to school, at Chandlers Lane, does not appear to be a viable proposition. Doug to discuss with contractors regarding design. Initial quotations approximately £5000.00.

CORRESPONDENCE
Best Kept Village 2011: Posters received to advertise the judging, which will take place during early summer, to be displayed

HM Revenue & Customs: Information received from Community First regarding Parish Council and Community Council Clerks PAYE Implementation. Clerk has discussed with David Owen & Co. regarding a PAYE system. They have agreed to
the introduction and administration of a PAYE system. The council agreed to fund the system at a cost of £120.00 per annum. Their normal fees are £240.00 per annum.
This implementation comes into operation with the next payment in June.
Insurance Renewal for 2011/2012: The parish council agreed to renew the insurance with Zurich Municipal at a cost of £776.87, with a three year agreement. AON and Community First quotations were more expensive, with less value for insurance cover.
Skate Board Ramps: Proposal from Edward McQuaid for the installation of skate board ramps to be explored. The council were very impressed by the presentation of this proposal. Clerk to advise Edward.
Community First: New Good Councillors Guide distributed to councillors.
Council agreed to purchase new edition of ‘Standing Orders for Local Councils’.
Wiltshire Council: Parish Stewards Programme for the next year received.

Tim Daw declared an interest and left the meeting.

MINUTES OF THE ANNUAL GENERAL PARISH COUNCIL MEETING
Held in the Village Hall All Cannings on Wednesday 27th April 2011

CHAIRMAN’S REPORT
The Chairman thanked the members of the Parish Council for their hard work and support throughout the year. Tim advised that he has now lived in the village for 50 years. Money has been saved on the repairs to the church path. Midi football pitch at the Glebe Field now being utilised. Village Green registered as a Village Green.
New exercise equipment on the Green. Churchyard has an area dedicated to wildlife and is now being cared for by the school.
The village shop has continued to contribute towards the village community in general. The allotment project has proved to be very successful with a total of 36 allotments having now been allocated. The telephone box is being utilised as a free book exchange and is being maintained by Mrs. Cindy Luffman. The Kings Arms Football Club has leased the football pitch for the following year for their home games at the Green.

Proposal: New pitched thatch roof to garage to facilitate conversion to ancillary residential accommodation new thatched porch single storey flat roof rear extension for kitchen, utility and wc.
At: South Cottage 2 Greenhouse Road All Cannings Devizes.
No objections, but it was pointed out that there may be an issue with overlooking window which may be overcome by installing obscure glass.
Objection lodged by Mr Graham Bird who resides in an adjacent property in The Glebe.

Internal Audit Review: The Parish Council conducted a review of the effectiveness
of the Internal Audit in accordance with the guidelines in the Practitioners Guide, with particular reference to paragraphs 2.79 to 2.96.
The council are satisfied with the operation and standard of the Internal Audit. This was approved by the Parish Council. The council has implemented a system whereby the accounts will be subject to an Internal Audit, by the Parish Council, every four months.
