MINUTES OF THE SPECIAL MEETING

HELD AT ALL CANNINGS VILLAGE HALL

ON 9th January, 2013 at 7.30pm

Present: Charles Butcher (Chairman), Sylvia Butcher (Acting Secretary), Kevin Gay, Adrian Gray, Doug Tilley and Liz Sharpe.

There were about 32 members of the public present

Charles Butcher opened the meeting by welcoming everyone. 

Following protocol Charles and Sylvia Butcher abstained and Doug Tilley declared an interest in the first Planning Application.  They remained present but did not participate in the proceedings for this application.

1.     A) Planning Application – Manor Farm, Allington

Councillor Adrian Gray took the chair.  He explained that the proceedings would run in the same manner as a planning application at Wiltshire Council.

The applicant was invited to give a presentation on the application.  Richard Cosker (the applicant’s agent) spoke on behalf of Messrs Orams.  He explained that the existing farm buildings would still be required for farming purposes.  He mentioned that there will be some amended plans in due course regarding environmental health matters. 

Mr Andrew Oram spoke confirming that other options had been considered and discounted.  He said the new unit would be powered by Solar-ray.

The nominated spokesperson for four of the six closest homes to the proposed development, Mrs Philippa Martin gave reasons for their objections – the elevated position in an AONB, fear it could set a precedent, light pollution, visible from all directions, increased traffic on a single track road, 24 hour noise, smell, and flooding concerns.  She did not feel such intensification would benefit the locality or jobs.  Mrs Martin felt the proposal was contrary to local and national policies. 

Mr Andrew Fell spoke in support of the application with concerns over the effect that the loss of the dairy herd could have on the character of Allington should the application be unsuccessful.  He felt that if the bridge was repaired the main flooding problem would be solved.

Louise Tinker, Andrew Potts, Richard Riseley-Pritchard, and John Marston, opponents of the application, all gave their views and concerns.

Robbie Daw, Emma Turner and Daniel Bain spoke in support of the proposal.

Parish Councillor Liz Sharpe asked about management of  sound levels and  clarification that the loop road will go through the farm if development goes ahead altering the character of the village.

Alan Holder gave his views on cows remaining in the building all year round.   The Acting Chair explained this is not a planning issue.

Councillor Gay spoke of his concerns over both the impact of the development and the consequences should the application be scaled back.

Councillor Gray asked for a show of hands to ascertain how many of public present were from Allington – there were 14 and of these there were 6 in favour and 8 against the application.

He summarised the main points before the eligible councillors retired to consider their decision.

After 30 minutes the council were not able to make a decision and agreed to submit the following points should the application be successful:

·         Full screening – with mature trees which are to be maintained

·         Any flooding issues to be resolved

·         Road concerns – would like to see some road improvement – concrete at crossing points and retained in a good state

At 9.00pm Mr Charles Butcher re-took the chair for the remainder of the meeting.

All but one member of the public then retired from the meeting.

1.     B) Planning Application – Tree Felling at Timeless House

Discussion included the effect on the character of the area if these large trees are felled.  The council were in agreement that they only want to see the trees felled if they are deemed dangerous by the tree conservation officer.  It was thought that there may be a TPO on these trees and that considering their age and size a bat survey should be carried out.

2.        Dispensations

The parish councillors agreed to authorise Mr J. Scott the Parish Clerk to issue dispensations to enable precepts to be set.

AC PC Minutes 2012 11 28

MINUTES OF A PARISH COUNCIL MEETING

Held in the Village Hall, All Cannings on Wednesday 28th November 2012

Minutes of the Parish Council meeting held on 31st October, having been circulated were confirmed as a true record and signed by the chairman.

 

MATTERS ARISING

 

Woodland Project:  Risk assessment revealed that there is a significant health hazard caused by the discharge of untreated sewage into the ditch between the Sheeppool Meadow and the Kings Copse. Request for Parish Council to take up this situation with Wessex Water. Steering Group cannot accept risks involved inherent in the situation and cannot proceed with their part of the licence agreement and the planting has been cancelled.

 

Robotic Dairy in Allington - Submission the Council: The views of a number of residents in Allington were expressed by Andrew Potts and Air Vice Marshal Richard Riseley-Pritchard. The Chairman explained that the planning application had not yet been received by the PC. They wanted to ensure the PC is officially aware of the proposed development and that a sizeable number of residents are strongly opposed to the siting of the building.

 

Best Kept Village Competition: Certificates were presented to the chairman by Alan Canon for first place in the Kennet Medium Village Category and second place in the County Round together with a cheque for £41.66. Susanah McKim presented the chairman with a new award in memory of her husband who had been one of the judges from the scheme together with a cheque for £30.00

 

REPORTS

 

Woodland Project: The Butcher family has kindly offered to share their own land at Longmoor Field as an alternative venue for the project.

Village Community Store: Christmas fare to be held early December.

PCC:  Situation regarding damaged memorials ongoing. Councillor Tilley has done an excellent job in liaison with the PCC to formulate a new draft maintenance contract for the Churchyard. This matter will be discussed at the next meeting.

Cemetery: PC approval of £300.00 to cover the cost of a cemetery gate to provide access from Chandlers Lane. Fred Coles has submitted a quote of £245.00 to cut back bushes and trees at the cemetery which was approved by the PC.

Village Green: Nothing to report.

Village Hall: Improvements to the hall completed.

Glebe Field: Residents with property backing on to the allotments will be asked to refrain from dumping their garden waste there.

Kennet and Avon:  Nothing to report.

All Cannings Primary School: Drop off point at school working successfully.

Mobile classroom to be installed 5th December.

Contracts: Maintenance contracts for the churchyard, cemetery, glebe land, pound and pond to be approved. Also contracts for the maintenance of the village green and glebe field. Contractors to be advised that the contracts will be renewed from April 1st 2013 and quotations will be required.

AC PC Minutes 2012 10 31

 

MINUTES OF A PARISH COUNCIL MEETING

Held in the Village Hall, All Cannings on Wednesday 31st October 2012

Minutes of the Parish Council meeting held on 26th September, having been circulated were confirmed as a true record and signed by the chairman.

 

MATTERS ARISING

 

ROSPA report on the Play Area inspection stated that some maintenance is required but nothing of a serious nature. See reports.

 

REPORTS

 

Woodland Project: Updated report on the planting programme was presented by John Mead.  Discussions followed on various matters to be agreed prior to completion of negotiations. Grant application accepted in principal from North Wessex Downs.

Village Community Store: Christmas fare to be held early December. Clerk to approach Hilary Anthrobus regarding any developments at the shop.

PCC: The application for the Faculty to reinstate the monuments has been granted in principal, however before it is issued the DAC has requested further information regarding the re-erection of one of the monuments at the rear of the church. Councillor Charles Butcher is liaising with the masons to obtain information on what is required. Councillor Tilley has done an excellent job in liaison with the PCC to formulate a new draft maintenance contract for the Churchyard. This matter will be discussed at the next meeting.

Cemetery: Cllr. Butcher and Geoff Butcher have cut back overgrown bushes at the cemetery. PC approval of £300.00 to cover the cost of a cemetery gate to provide access from Chandlers Lane. Fred Coles has submitted a quote of £245.00 to cut back bushes and trees at the cemetery which was approved by the PC.

Village Green: See matters arising.

Village Hall: Improvements to the hall completed. Letter of thanks from the Pre-school chairman in appreciation of the donation of £250.00 from funds raised at the “Concert at the Kings” to be forwarded to the promoters.

Glebe Field: Residents with property backing on to the allotments will be asked to refrain from dumping their garden waste there.

Kennet and Avon:  Nothing to report.

All Cannings Primary School: Half term, nothing to report.

Contracts: Maintenance contracts for the churchyard, cemetery, glebe land, pound and pond to be approved. Also contracts for the maintenance of the village green and glebe field. Contractors to be advised that the contracts will be renewed from April 1st 2013 and quotations will be required.

Councillor Adrian Gray gave an update on the subject of the proposed closures that could end through trains from Pewsey and Westbury to London. Councillor Gray has received copies of the replies from the Ministry of Transport and Claire Perry MP, following his correspondence regarding the matter. Councillor Gray also gave an update on the progress regarding the  possible improvement to broadband in the area

MINUTES OF A PARISH COUNCIL MEETING

Held in the Village Hall, All Cannings on Wednesday 26th September 2012

Keith Warman has resigned from the Parish Council for personal reasons.

MATTERS ARISING

 

Play Area repairs completed. ROSPA inspection also completed.

 

Allotments: Updated report given by Simon Collier, Chairman of ACAS:

Sufficient people available to take over vacant plots. List of conditions sent to allotment holders who have overgrown plots. Compost heap to be removed. Up to date list to be prepared.

 

REPORTS

 

All Cannings Jubilee Tree Project: John Mead was able to elaborate on the salient  points of the licence agreement with Wadworths and will request some adjustments to include confirmation on signage and inclusion of permission for fencing along the water course. He thanked the Parish Council for their work in obtaining insurance and agreeing to include it within their insurance policy. Discussion followed regarding clarification of volunteers and supervision as defined by the proposed insurance cover. A copy of the Planting programme was distributed at the meeting. Richard Drury is doing all the legal work free of charge.

Councillor Tilley has met with a representative of the PCC on site and discussed their suggestions as to how they would like the churchyard to look next year as the current  grass cutting contract is due for renewal at the end of March 2013. Councillor Tilley will incorporate the suggestions of the PCC and the PC into a draft site plan and also compile a draft contract to accompany it.

 

 

Cemetery: Planning permissionregarding side entrance being investigated.

Overgrown trees and bushes to be investigated. Proposal for a seat for visitors to the cemetery.

Village Green: See matters arising.

Village Hall: Improvements to the hall completed.

Glebe Field: Residents with property backing on to the allotments will be asked to refrain from dumping their garden waste there.

All Cannings Primary School: Planning application for an extra classroom granted.

CPRE: All Cannings was placed joint second equal with Biddlestone and Steeple Ashtonin the 2012 County round of the Best Kept Village Competition.

Councillor Charles Butcher advised the appeal for the new dwelling at Rose Cottage 20 The Street All Cannings, which had been approved by the PC, been turned down. The PC has written to the Planning Inspectorate stating that the appeal should have been upheld.

Councillor Adrian Gray raised the subject on the proposed closure that could end through trains from Pewsey and Westbury to London. Councillor Gray has drafted a letter of concern which the clerk will forward to the Ministry of Transport, Claire Perry MP, Lionel Grundy OBE and the Devizes Community Area Partnership.

He also advised that he has been able to update the village website which has various links to organisations in the village. Back minutes of the PC meetings have also been included.

 

Councillor Sylvia Butcher raised the subject of concerns that some householders are allowing vegetation from their properties to encroach on public highways or footpaths. Letter to be sent to the residents involved.

Minutes of the Parish Council meeting held on 27 June, having been circulated were confirmed as a true record and signed by the chairman.

 

MATTERS ARISING

Jubilee Tree Project:  Copy of request to Richard Drury, solicitor, who will negotiate with the landowners, Wadworth & Co. on our behalf. He sees no conflict of interest,

 

REPORTS

 

Village Community Store: French breakfast well attended.

PCC: Copy of the correspondence received by the parish council regarding the survey completed on the churchyard by James Long (Masons) Ltd, forwarded to the PCC.

Doug Tilley to liaise with David Hobden regarding the faculty application obtained from the Diocese of Salisbury. Charles Winchcombe and M Sly (Masons) Ltd, of Marlborough unable to match quote from James Long (Masons) Ltd. Proposal to accept Long’s quote approved. Proposal to see if any relatives could be found.

A representative of the PCC feels that the churchyard is untidy and the contract is not being adhered to due to the ambiguous wording. The PC is intending to discuss the new contract to be awarded in 2013 with representatives of the PCC.

With regard to the current grass cutting contract, the PC discussed the comments from David Hobden of the PCC and concluded that although the PCC has a different opinion, they were satisfied that the requirements of the current contract were being met. It was also noted that in the first paragraph of the independent report from James Long (Masons) Ltd, was dedicated to saying how excellent the churchyard looked with its wild areas and clear pathways creating a safe environment from a health and safety point of view.

Cemetery: Tim Daw reported several loose headstones requiring repair. Chairman to inform relatives. Regulations regarding side entrance being investigated.

Village Green: Repairs commenced on repairs to Play Area equipment.

Village Hall: Working party to be formed to improve the hall.

Glebe Field:  “Orchard for All” signs erected at thetrees planted on the triangle.

Kennet and Avon:  Nothing to report.

All Cannings Primary School: Nothing to report.

WC: CPRE:  As the only entry in the Best Kept Village Competition 2012 in the Kennet, All Cannings automatically goes through to the 2012 County Round.
