- Minutes of the previous meetings were adopted and signed by the presiding chair.
- Report by Wiltshire Councillor: Cllr Paul Oatway said that Wiltshire Council has budget of 465 million and 13.1 million from their reserves. Cllr Oatway is expecting the new green liveried bookable buses will be available in the Pewsey Vale early summer. These buses can be booked by phoning the driver and asking him to collect you. Cllr Oatway said now that Wiltshire Council will be charging for elections, All Cannings can expect to be charged approximately £400 for elections in 2024, fortunately ACPC has budgeted for elections. Cllr Oatway also mentioned that 20mph limits are enforceable by the police in reference to item 12.1, but not enforceable by community speed watch volunteers.
- Public: 20 minutes set aside for public and external reports, a resident requested that she be allowed to plant a tree in the community orchard in remembrance of her husband. Councillors will vote on this request at the next meeting when the resident can advise on the exact species and the item is on the agenda.

- Consider painting 20mph on village roads - Councillors RESOLVED to resolved to request this from highways.
- Discuss Therapy dog home visits. Clerk invited them to attend the Coronation event, no reply.
- Coronation party – CATK directors have approved £1200 towards the Coronation events.
- Coronation Bank – Clerk to get a quote from S Parker to remove tired hedge from the Glebe end of the bank, so the entire bank can be managed for wildlife and flower as per design. APPROVED up to £200.00.
- Correspondence and administration: Cllr K Gay noted that a resident has been voluntarily litter picking and requested a thank you letter. Letter received from Strutt & Parker requesting rent increase for the Glebe Field – Councillors RESOLVED to invite their representative to attend the next councillor meeting. ACTION Clerk.

- Village Hall/ACCT – Cllr G Shoebridge said the meeting went well with exchange of assets between Mary Watney Trust and ACCT approved.
- Glebe Field and allotments – ACAS chairman supplied a quote from Wessex Water to provide a connection from supply up to the Glebe Field gateway of £8230.80. Councillors decided to have meeting with All Cannings Allotment Society regarding the water situation as the mains connection charges seem unrealistic.
- School – Cllr C Payne, says that she receives no response to her emails to school, she has tried to discuss the traffic, speed, parking, and their plans for Coronation celebrations. Pupils recently visited Beaulieu national motor museum.

- Planning applications:
PL/2023/02066 – Village Hall – tree reduction – Councillors resolved to OBJECT as there is no obvious reason for these trees to be reduced and they provide useful shade in the summer, particularly for the preschool children.
PL/2023/02225 – Mathews Close – fell seven trees – Councillors resolved to OBJECT as it would be a large loss of trees in the conservation area without any apparent plans to replace them.
Councillors concluded that tree works applications have become imprecise and would like to see more detail and better explanations included in future.

- Planting for the Coronation Bank (AKA Glebe Bank). Four crab apple trees of two different varieties have been ordered. It is hoped that some Sarsen type stone can be obtained locally for use as focal points and seating. The garden designer will attend during Easter and mark out/mow the path and planting areas. Wildflowers for the summer and bulbs to be planted in the autumn. Councillors discussed the bench included in the Earthwise design and decided to incorporate a horizontal sarsen stone for seating instead of a conventional bench. Councillors allocated up to £200.00 for plants and bulbs.

- Report by Wiltshire Councillor Paul Oatway – Cllr P Oatway reported that Wiltshire Council has received a grant of just over two million for a new bus scheme for Pewsey Vale and green liveried minibuses 12-14 seaters, are due between Easter to early summer. This will be in addition to the current buses, bookable via phone or app and the main routes will be to and from Devizes and Marlborough from the Vale. Cllr P Oatway also said that a new Code Conduct will soon be available, and it is hoped that parish councils will adopt it. Grants will soon be available from Wiltshire Council to local communities for EV charging points. Wiltshire Council will be charging parish councils for elections, both uncontested and contested, at two pounds per elector. Parish councils were unhelpfully informed of this new charge after the precepts were set, which means this expense is not budgeted for this year. Wiltshire Council has approved a budget of 465 million for this financial year.

- Village Community store – Cllr C Payne – Council received a request for assistance in finding volunteers for positions in the shop committee. Unfortunately, the parish council is also experiencing a shortage of volunteers and suspect that one of the reasons is that people are working longer and have less free time.
- Churchyard – Cllr K Gay – Ivy on tombs and the church has been treated.
- Cemetery – Cllr S Butcher – Nothing to report.
- Village Green – Cllr K Gay – Has replaced bolts on the swing.
- Village Hall – A public meeting will be held on 7th March to discuss the future structure of the village hall charities.
- Pre-school – Cllr S Butcher – Now closed on Fridays and a ‘warm space’ available on the Friday. Preschool held a very successful bonfire fire night.
- Glebe Field and allotments – Cllr S Butcher – Lots of flooding in the field this winter.
- School – Cllr C Payne – There are still serious concerns about the parking issues at every drop and collection period, cars regularly block the view at junctions, the bus stop and crossing. Councillors are extremely concerned about the potential for a serious accident. AC Primary School sent a choir to London to sing in the O2 arena with 9,000 other children, an amazing experience for the pupils. School recently received a good Ofsted report.
- Footpaths – Cllr K Gay – Reported that the farmer and field owner has very kindly cleared the Moor footpath, creating a lovely wide area on which to walk.

- Minutes of the previous meetings were adopted and signed by the presiding chair.
- Report by Wiltshire Councillor Paul Oatway – Cllr P Oatway reported that Wiltshire Council has received a grant of two point seven million to assist with the cost-of-living crisis, some has already been distributed to schools to ensure that all children who need school lunches can have at least one hot meal, assisting low-income households and those in receipt of council tax reduction. Some people are too embarrassed to claim, so council are assisting directly. He also mentioned that some electricity companies such as SSE and OVO, can offer light sticks to use during power cuts to anyone over 60. The church in Pewsey (opposite the Spar) has a food bank on Saturday mornings. All Wiltshire libraries are open as warm spaces, where people can go to sit in the warmth, read, have a hot drink, or use the computer. Cllr P Oatway also mentioned the Pewsey Community Coronavirus Assistance (PCCA) a voluntary group providing free meals to those who need them and suggested that if anyone knew of someone who may benefit from their assistance to pass on the details. https://co-operate.coop.co.uk/groups/pcca
- Public: 20 minutes set aside for public and external reports – A resident commented that he had received a request from the British Horse Society to create a bridleway where is not currently a footpath, the request is based on a 1799 map. Cllr P Oatway said he would discuss the matter with the Rights of way officers.
- Action sheet report –The chair thanked Cllr K Gay and Cllr D Tilley for their excellent work pruning fruit trees in the Community Orchard, there are two more trees to be pruned in the spring. The Councillors very kindly volunteered to prune the trees and save public money.

- Approve budget for budget for precept – the budget was discussed and APPROVED
- Approve precept request. Clerk noted that the precept should at least match current inflation to avoid running at a loss and using reserves for council running costs, which is poor accounting practice. Councillors APPROVED precept of £20,000 (13.16%).
- Consider the purchase of council printer to reduce ink costs, clerk currently using own printer which requires expensive cartridges. Council should save money using a basic printer with cheaper cartridges. Councillors APPROVED up to £40.00.
