Village Community Store: Nothing to report.
PCC: Churchyard: Mike Burns commencing work on trees in the Churchyard 2nd March.
Collapsed Tomb: Faculty application completed and forwarded to the Diocese of Salisbury.
Await their decision on a retrospective faculty. Jason Wilcox, Stonemason, to be contacted.
Cemetery Topple tests carried out on several gravestones. Repairs to be carried out.
Laurel bushes and Conifer have been cut back, thanks to Cllr. Gay.
Village Green: Updating of play equipment being pursued by Cllr. Butcher.

Pre-School: On-line fundraising auction arranged.
Glebe Field: Nothing to report.
All Cannings Primary School: Nothing to report.
Village Hall: Work on repairs has now commenced. Painting and insulation ongoing.

CORRESPONDENCE
Neighbourhood Planning Forum Wednesday 04 February: The meeting was attended by Cllrs. Sharpe, Tilley and Gay. A summary was given by the chairman regarding the meeting which was held to discuss the possibility of the PC adopting a Neighbourhood Plan. Various proposals were put forward. Following the discussion it was decided to refer the matter to the next meeting of the Parish Council. See attachment.
Litter: Letter from Caroline Webb regarding the level of litter beside the road from Patney
all the way to the canal bridge. It makes the approach to the village look dreadful.

Cllr. Sharpe, Chairman, announced her intention to leave the Parish Council at the Annual Parish Meeting in April.
Jim Scott then gave his resignation from his role of Clerk. It is his intention is to stay until the annual accounts are approved in June.
Cllr. Tilley announced that he will be standing down from his role as Vice-Chairman.
Community speed watch recommended following Metro Count.

Two members of the public attended
Ian Rose, DCAP, attended the meeting. He advised of a forum which has been arranged and extended an invitation for some of the councillors to attend. The forum will be addressing information regarding a core strategy and to form a committee to investigate a local plan of development of an infrastructure for the village.

Planning Application 14/06338/TCA: Complaint from Debbie Pye regarding the felling of a large Horse Chestnut tree at Timeless House, The Street All Cannings.
“I am very disappointed that the Council did not seek the views of the residents in Wycombe Lane about the removal of yet another beautiful tree at Timeless House”
I have advised her of the comments from the Parish Council and passed the complaint to the Planning Office at Wiltshire Council to enable them to deal with the problem direct.
Sarsen Trail Sponsored Walk: To take place Sunday 3rd May 2015.
Village Hall: The Committee and Trustees of the Village hall have announced a significant development programme for the historic Village hall. This will allow the improvement of the working conditions and facilities for all hall users. It is likely that the whole project will cost £25,000.

Cllr. Tilley asked if the responsibility for the Churchyard could be passed on to Wiltshire Council as it is a drain on Parish Council resources.

Minutes of the Parish Council meeting held on 29th October, having been circulated were confirmed as a true record and signed by the chairman.
Cllr. Gray gave the meeting an update on the position regarding the broadband facility in the area. He circulated a letter for approval and advised that 170 signatures in support of the petition had been subscribed.

Village Green: Cllr. Butcher showed the council a layout for potential new play area equipment. Cllr. Whitehead suggested approaching the Lottery Fund for a major contribution towards the cost, also to apply to Devizes Area Board for a grant. Cost of the removal of the existing equipment to be investigated. Litter by clatterbridge to be cleared.
Pre-School: Bubble and Chat now closed.
Glebe Field: Nothing to report.
All Cannings Primary School: Christmas fare arranged.
Village Hall: Work on repairs has now commenced. See correspondence.

Concert at the Kings and Parish Council: Letters of thanks received from Isabel Lane, Chairman of the village hall committee and Richard Borman, Head Teacher at the Primary School. Also a letter from Graham Bird, All Cannings First Responders for the donations from the Concert and the PC. Fund will go towards a defibrillator to be installed at the village hall.

MINUTES
Minutes of the Parish Council meeting held on 24th September, having been circulated were confirmed as a true record and signed by the chairman.
Ian Johnson attended the meeting to discuss the current situation regarding Broadband and the current situation at the Village Hall. It was decided to raise a petition and send a letter to Open Reach. Information regarding the petition will be placed on the website. Posters and leaflets will be displayed.
Various repairs are urgently required at the Village Hall. Leaking roof, damp proofing, (which includes re-plastering and electrical work) re-pointing of the outside wall and the installation of nine channel gratings The pull-in repairs are in hand with work to commence in November with the cost shared by the shop.

PCC: Churchyard: Tree survey carried out. Await Mike Burns commencing work at the Churchyard. A donation of £50.00 from the Parish Council towards the cost of a wreath, which will be laid at the Memorial on 9th November. Receipt and thanks received from the Royal British Legion.
Collapsed Tomb: Faculty application to be completed and forwarded to the Diocese of Salisbury.
Cemetery: New bench has been purchased. Insurance company will be advised. Tap in cemetery leaking. Matter discussed with Wessex Water who have given a rebate of £37.27 from the previous bill of £55.80. Topple tests carried out on several gravestones. Thanks to Cllr. Butcher.

Minutes of the Parish Council meeting held on 30th July, having been circulated were confirmed as a true record and signed by the chairman.
Graham Bird, First Responders, advised of their proposal to install a defibrillator at the village hall. The cost would be £750.00. The Parish Council agreed to fund half the cost of the installation i.e. £375.00. Permission to be obtained from the Village Hall Committee to proceed with the installation.

Village Community Store: Tracey Hepplestone has been appointed as shop manager.
PCC: Churchyard: Tree survey carried out. Await Mike Burns commencing work at the churchyard. Rosie Lock and David Hobden have offered to prune some of the trees in the churchyard. This work would be carried out at their own risk as the PC’s insurance does not cover any work in the churchyard.
Collapsed Tomb: The Parish Council agreed to pay for the work essential in making the area safe at a cost of £520.00 plus vat. The work has now been completed. Permission had been given by the Diocese for work to proceed, subject to a retrospective Faculty Application being completed.
Cemetery: Bench with a value of £349.00 has been stolenfrom the cemetery. It was decided to purchase a new bench in the autumn with the possibility of utilising smart water security to avoid it being stolen. Tap in cemetery leaking.
Village Green: ROSPA report advised that several items on the village play equipment
In need of repair.
Village Hall/Pre-School: Request for litter bin to be relocated due to aroma from dog waste.
Wiltshire Highways advised that the bin is the property of the PC, but could be relocated to the side of the hall. Request from Village Hall Committee for funding from the donation the PC received from “Concert at the Kings”. Problems with damp being addressed.
Glebe Field: All cut back.
All Cannings Primary School: New site for Forest School donated by Cllr. Daw.
Allotments: Some of the plot holders are giving up their allotments. Replacement holders have been allocated.
