- Welcome to the public: 4
- CPRE representative Kate Fielden presented two certificates to the village of All Cannings for winning first place in the medium sized village in the Kennet area and 2nd place in Wiltshire, which included a prize of £100.00. Ms Fielden said that the judges were very impressed with the tidiness, community spirit and obvious pride in the village by the residents, All Cannings missed first place by a couple of points by Hindon village.

- Report by Wiltshire Councillor Paul Oatway – Cllr P Oatway reported that he had been able to help an All Cannings resident get their grandchild into a school that they have applied for and been refused. He also mentioned an on-going issue between Canal River Trust and a local farmer, as CTR wish to restrict the access to a well-used bridge. A new national Code of Conduct has been issued by Local Government Association, it is hoped all councils will adopt the same Code of Conduct for consistency and to assist monitoring officers. Cllr P Oatway reported that if the village required any more 20mph limits, to be aware that Community Speed Watch cannot enforce the 20mph limit, police and PCSO can, but not the CSW.
- 20 minutes set aside for public and external reports – A resident commented on the grass cutting in the village, it is very short and occasionally down to bare earth, and asked if there could be areas that could be left for wild flowers. Possibly the top area of the Glebe Bank, whilst cutting the lower verge for traffic visibility. Councillors also pointed out that nettles and weeds will also thrive and it may look untidy for a lot months of the year, but suggested that a trial would be considered.

- Village Hall – Cllr D Tilley – The Mary Watney Trust had a 50-year lease agreement with the Village Hall Trust which has now expired, but there is no constitutional means for the Mary Watney Trust to extend or renew the lease. Trustees of the two parties have been working on this for some time and following legal advice The All Cannings Community Trust (ACCT) has been formed to take over their responsibilities and is now registered on the charities commission website. Further legal advice from a specialist charities solicitor has also been sought and a legal process now has to be followed to dissolve the Mary Watney Trust and Village Hall Trust and transfer them both into the ACCT. Once this is completed the ACCT will appoint a committee to run the Village Hall similar to how it is now and new long-term lease can be granted to the village shop, which will allow it to apply for grants to replace the existing buildings which are no longer fit for purpose. The village hall & the shop have identified funds which along with a grant secured by the ACCT will cover the initial estimate of legal fees. As part of this process the Village Hall Trustees have to agree to surrender their lease even though it has lapsed, and to ensure that they are acting in the best interest of the village it is written into the existing lease that there will be a village meeting and 75% of attendees have to agree to surrender the lease as well. Representatives of the three interested parties, The ACCT, Village Hall & shop parties are working very hard with the solicitors to resolve this as soon as possible and it is hoped that this can be completed early next year. The Village Hall cannot continue to operate indefinitely without a lease and ultimately may have to close unless the new arrangements are implemented.
- Pre-school – Cllr R Daw – Bonfire night will be on 5th November; no parking signs will be placed at pinch points to ensure free access for emergency vehicles. Local farming family have kindly offered a field for parking as long it is not too wet. Staff changes but sufficient remain to operate safely. Residents are welcome to bring wood on the morning of 5th Nov to the bonfire, collection is not available. Grants have been applied for to replace the playground matting.
- Glebe Field and allotments – Cllr S Butcher and another resident have planted daffodils at the Community Floral Bank.
- School – Cllr C Payne – Mr Borman is offering the school hall one evening a week as a warm space. However, there are complications due to the requirement for CRB checks, volunteers, insurance, and the fact that the heating is switched off at 4pm. Councillors suggested instead school offered space for a few residents during school hours while the heating is on and there is still daylight. School traffic and parking is an ongoing problem, and the headmaster has received many letters, frequently suggesting that there is an accident waiting to happen due the congestion. Councillors recommended that staggered drop off and collections be re-established and pointed out that the school has land available to extend the parking and drop off area. Most of the pupils come from outside of the village and the school parking area has not increased to accommodate the extra traffic.

- Appoint a budget working party – Clerk, Chair and Cllr S Butcher.
- Discuss appointing a working party for a Coronation Party – RESOLVED to advertise for volunteers in the local community. Cllr R Daw offered to provide a beacon.
- Discuss grass cutting. There have been problems recently due to a broken mower damaging grass areas in the village. Councillors RESOLVED that the contractors to be asked again to be cut the grass a little longer – ACTION Cllr D Tilley.
- Consider replacement trees for Glebe Bank. Councillors discussed this at length and RESOLVED to hire a planting consultant to look at the bank and recommend a planting scheme.
- Consider subscription of parish magazine for every All Cannings resident as suggested by magazine suppliers. Councillors considered a whole village subscription too expensive and that it would be up to those who wanted it to subscribe personally.
- Approve delegation to clerk to pay for defibrillator spares as required – Councillors RESOLVED to approve up to £1000 between meetings.

- Cemetery – Cllr S Butcher – during the dry summer several old graves that were not previously visible have appeared and it is now apparent that there are less available grave spaces than previously believed.
- Village Green – Cllr K Gay – minor repairs to be completed after RoSPA report.
- Village Hall – Cllr D Tilley – the redecoration is very smart and the hall is in excellent condition. Solicitors are working on the arrangements between Mary Watley Trust to All Cannings Community Trust.

- Glebe Field and allotments – Cllr S Butcher – the hedge between field and Lipgate road is due a trim.
- School – Cllr C Payne – passed on a report Mr Bormans plan to offer a warm space to village residents one evening a week during the winter months. Councillors considered it to be an excellent idea.
- Footpaths – Cllr K Gay – all footpaths in constant use. Councillors appreciated John Meads work to cut and clear the over grown hedge next to Sheep pool path.
- Allington – Cllr C Payne – no report.
- Concert at the Kings – Cllr S Butcher – nothing to report.
- Parish steward requests – the new steward Adam Batt is doing an excellent job.
- Planning applications: none.
- Discuss councillors’ roles – deferred until more Councillors present.
- Discuss the schools offer of “warm space” this winter, see reports.
- Discuss on-going maintenance of Community Bank. Currently looking a lot tidier, Cllr S Butcher to purchase some spring bulbs for planting. £20.00 allocated for bulb purchase.
- Consider replacement trees for Glebe Bank. Councillors discussed this at length including a suggestion to plant wild flowers, councillors concluded that wild flowers are pretty for a short period, but require a lot of maintenance to keep looking tidy. Trees species being considered are Silver Birch and Rowan. Councillors RESOLVED to investigate low maintenance native amenity planting and wildlife attracting planting for the top part of the bank, while keeping the lower verge next to Lipgate road grassed for visibility purposes.
- Consider treating the tree stumps on the Glebe Bank. Councillors RESOLVED to leave the stumps to rot naturally for insect life.
- Discuss the reduction of available plots at the cemetery and marking of old graves. A working party will examine the cemetery and mark out all visible graves and access the remaining available spaces.
- Consider the adoption of a complaints handling policy, Policy adopted.
- Consider RoSPA report. Similar to the previous years report, general wear and tear, plus a post to be replaced after failing stress test by RoSPA inspector.
- Approve donation for Remembrance Day. Councillors RESOLVED to donate £60.00.
Cllr S Butcher will represent the council at the Remembrance service.

Simon Collier, chairman of the All Cannings Allotment Society, gave a report about the progress of the water project for the allotments, now that the Salisbury Diocese have given their consent to a mains water connection for the allotment, on condition that there is no cost to the Diocese. The first stage is a survey by Wessex Water which will cost £132.00 and will be funded by ACAS. The next stage, once the cost of the connection is known, will be researching grants and funding raising to pay for the water supply. Councillors approved the project in principle and await the results of the survey.

- Discuss pruning of the Community Orchard trees. Unfortunately, there are no volunteers offering to prune the fruit trees – Cllr K Gay & Cllr D Tilley will prune the trees in October.
- Tree works quote for the Pond, Glebe entrance verge and Glebe Bank. Two cherry trees on the Pond area require dead wood removing, the Glebe verge tidying and several ash trees have Ash die-back on the Glebe Bank. Three quotes were received, Councillors RESOLVED to accept the quote from Steven Parker.
- Review risk assessment. The policy has been updated to reflect the amalgamation of the Clerk and RFO role and other minor adjustments. Councillors RESOLVED to adopt the revised version.
- Correspondence and administration: a request for a donation from Citizens Advice Wiltshire, Councillors RESOLVED to donate £50.00. One headstone and one EROB approved and signed.

- Report by Cllr Paul Oatway – Cllr Oatway advised councillors that there will be a webinar on 7th July at 5pm – “Positive Conduct Campaign Equals Positive Democracy” at which Jackie Weaver will be speaking, possibly about her experiences with Handforth parish council.

- Discuss neighbour watch – After lengthy discussions, during which councillors mentioned that neighbour watch groups have been superseded by local social media groups, keeping neighbours informed of antisocial behaviour, suspicious activity, and burglaries. All Cannings has a great community which looks out for elderly and vulnerable residents. Councillors have no objections to residents wishing to set up a neighbour watch group, but the council has no plans to do so.
- Correspondence and administration – ACAS (All Cannings Allotment Society) have requested a larger contribution towards a skip as the costs have risen substantially. Councillors felt that if the skip had been ordered when it was first proposed, the costs would have been less and declined to increase the original offer of £60.00.

- Concert at the Kings – Cllr S Butcher - £750.00 has been available from CATK funds to contribute to the Jubilee celebrations.

- Jubilee Celebrations update and funding, £750.00 from CATK fund and £150 Jubilee grant for Wiltshire Council, £500.00 from ACPC if required; Children’s Circus, Loo’s, Event insurance, Bands, and BBQ, Cllr C Payne kindly providing a tent and generator.
- Discuss updating council terminology – Councillors decided that reference to he/she is outdated, and that council documents would no longer be gender specific, referring to the Sex Discrimination Act 1975 – RESOLVED to replace gender specific terminology.
- Correspondence and administration – PCC have suggested that a Hawthorn tree be planted in the churchyard – Councillors expressed their concern about availability of space in the churchyard and cost of future maintenance of another tree. ACTION Cllr D Tilley to liaise with Liz Sharpe.

future.
