- Minutes of the previous meetings: APPROVED & SIGNED
- Report by Cllr Paul Oatway – Reported on the new Code of Conduct 2022 which does not have power anticipated but said that discussions were underway, and he hoped the code would have more influence over councillors’ behaviour in public life.
- A maximum of 20 minutes is set aside for public and external reports, at 3 minutes per person, if required.
- Action sheet report: Cllr D Tilley and Cllr K Gay will be collecting and installing the cemetery notice. Cllr S Butcher said that the tree surgeon will be inspecting the health of the cherry trees on the Pond.

- Village Community Store – Cllr Charlie Payne – Committee hoping to replace the shop building in its current location.
- Churchyard – Cllr D Tilley – The grass is due a cut.

- Village Hall – Cllr S Butcher – Replacement doors and windows fitted. The implementation of the Community Trust has stalled, and further legal advice is required to proceed.
- Pre-School – Cllr R Daw – 80 children enjoyed the Easter Egg hunt.
- Glebe Field and Allotments – Cllr S Butcher – Allotment Society plan to hire a larger skip for use by allotment holders.
- School – Cllr M Crossman – Not present.
- Footpaths – Cllr K Gay – Footpaths require some strimming. The tree still not removed due to difficulty of access for contractors.

- Concert at the Kings – Cllr S Butcher to ask if funds would be available to contribute to the Jubilee celebrations.

- Review of financial regulations – ACTION- Clerk and Chair to review and streamline.
Review of financial controls – Monthly bank reconciliations and logins to be available once Scribe and online banking fully functioning. Clerk informed the councillors that as the bank has not yet implemented the new mandate, so the clerk has no access to current bank statements or online banking. Scribe accounts will be initiated once the mandate is in place and the clerk can access all bank information.
- Asset register review – old laptops could be written off or repurposed – ACTION chair to assess.
- Discuss parish council donation towards the Jubilee celebrations – Councillors discussed supporting the community to have some fun, particularly after a difficult couple of years and the current economic situation - RESOLVED to donate £500.00 if required.
- Discuss replacing the planter on the Pound, as the current planter is rotten – ACTION – Cllr S Butcher to investigate a replacement – RESOLVED up to £100.00
- Correspondence and administration – Quote from resident to service defibrillators – RESOLVED to approve quote to ensure continued availability of defibrillators
- Finance: Chair to sign previous years' accounts as an accurate record – DEFERRED

- Action sheet report: Cllr D Tilley & Cllr K Gay have planted the Christmas tree on The Green (ordered by Cllr C Payne) the tree purchase was greatly assisted with a generous donation from a former village resident, Cynthia Luffman, and removed the dead tree. Cllr K Gay has done an excellent job of painting the village gates in time for the BKV comp. Work still to be done on footpaths, awaiting improvement in the weather. Stephen Parker to access Cherry trees on the Pond. Community Orchard to be pruned in September.

- Village Community Store – Cllr Charlie Payne – Plans continue to rebuild the shop in its current location, alternative locations were offered but no long-term business plans were made available, which are essential to secure grants.

- Village Green – Cllr K Gay – Permanent Christmas tree planted and dead tree removed.

- Pre-School – Cllr R Daw – The Easter Egg hunt is taking place this Saturday 2nd April at the Kings Arms. The Terminator run raised useful money for the preschool. New safe-guarding officer has been appointed.
- Glebe Field and Allotments – Cllr S Butcher – New gate fitted on the Lipgate side; all plots now occupied. ACAS chairman noted that the price of skip hire has escalated.
- School – Cllr M Crossman – The school council have asked if they could litter pick around the village, Councillors are delighted to accept their offer. Currently lots of Covid cases amongst pupils.
- Footpaths – Cllr K Gay – A tree remains fallen across Priest Land as Wiltshire Council contractors are having difficulty accessing the path with their equipment.

- Open ground maintenance tenders and select most suitable. – Councillors reviewed five responses received for the tender invitation, after discussion and comparison RESOLVED to accept the tender from IDverde which is within the budget for this year’s ground maintenance.
- Review of Code of Conduct, minor adjustment to bring closer to Wiltshire Council version APPROVED
- Adopt anti-bribery and corruption policy – ADOPTED.
- Appoint Queens Jubilee working party – Cllr C Payne, Cllr A Gay, Cllr M Crossman.
- Best Kept Village. – Councillors resolved to enter the BKV competition. The village gates require attention, approved up to £50.00 for paint and supplies - ACTION Cllr K Gay.
- Correspondence and administration – Residents have expressed their concern about the low cut of grass on the Glebe Bank and about electricity wires enveloped in tree branches. Clerk advised that the trees have been reported to SSE. Councillors agreed that the grass has been cut too short recently and the contractor will be asked to leave it longer. An arboriculturist will assess the trees. Dog fouling issue raised again; Councillors will investigate more signage but noted that dog owners who currently fail pickup after their dog are unlikely to respond to signs.

- Planning Applications: - PL/2021/09964 – Tree work – 11 Matthews Close – No Objection.
PL/2021/10919 – Planning app – The Lodge – No Objection.
- Approve delegation to clerk to comment on planning applications during recess months after consulting with councillors via email, unless a contentious application, which will require an additional meeting. Consider added this delegation to standing orders. Councillors RESOLVED to approve delegation and add to standing orders.
- Approve maintenance contracts. Councillors RESOLVED to extend the period of the contracts from two years to thirty months and approve contracts. Ready for tender. ACTION: Clerk.
- Discuss Christmas tree for the Green. Councillors approved a budget of £80.00 for a Christmas Tree. Proposal to purchase a rooted tree next year. ACTION Cllr C Payne to source a tree.
- Approve and adopt revised cemetery fees and rules. ADOPTED.
- Discuss and approved noticeboard for the cemetery. Councillors approved a budget of £650 for noticeboard.
- Discuss and approve precept request. The precept working party reviewed the budget, anticipated increased costs, and recommended a 21% increase. The chair relayed the clerk’s advice that using reserves for running costs is not good practise. After considerable discussion and a 10% capping recommendation from the RFO, councillors RESOLVED to approve a ten percent rise in the precept request, which was adopted by 5 votes in favour, 1 against and 1 abstention.
- Discuss the feasibility of a public poll about probable precept increase. RESOLVED not necessary.
- Resolve that All Cannings Parish Council meets the criteria for eligibility to use the General Power of Competence (GCP). RESOLVED that All Cannings Parish Council meets the criteria (having a qualified clerk and at least two thirds of councillors elected) as defined in the Localism Act 2011 and SI 965 The Parish Councils (General Power of Competence) (Prescribed Conditions) Order 2021, to adopt the General Power of Competence.
- Correspondence and administration: Letter from the shop chairman, Councillors RESOLVED not to acquire any more bins. Donation request from LINK, councillors RESOLVED to donate £75.00. One bid was received for projector, councillors RESOLVED to accept the bid of £35.00.
- RFO produced three quotes and councillors RESOLVED to accept the quote from Sunnyside Accounting at £24.00 per month, to start as possible.
