MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday October 30th 2013

MINUTES
Minutes of the Parish Council meeting held on 25th September, having been circulated were confirmed as a true record and signed by the chairman.

REPORTS
Village Community Store: Nothing to report.
PCC: Churchyard: David Hobden to be advised that the question of ownership of the trees is being investigated. Overview to be obtained from the Diocese of Salisbury.
Cemetery: Bench has been installed.
Village Green: ROSPA inspection carried out during September. Nothing major reported. Cllr. Gay thanked for carrying out some small repairs. Letter received from the football club regarding dog fouling on the football pitch at the Green. Notices to be put up and article to be published in the Church Newsletter. Poop Scoop bags to be ordered.
Village Hall/Pre-School: Cllr. Sharpe appointed chairman of the Pre-school. Sean Mavor to be appointed chairman of the Village Hall Committee at the next AGM. Isabel Lane to be appointed vice-chairman. Possibility of a grant from Lloyds Bank for proposed extension
Glebe Field: Letter sent to residents with property backing on to Glebe Field will be asked to refrain from dumping garden waste.
All Cannings Primary School: Christmas Market to take place on 22nd November. Permission granted for parking at the Glebe Field.
CORRESPONDENCE
CPRE: Best Kept Village Competition; Letter of thanks received from John Blake, Branch Secretary, for the excellent organisation and generous hospitality provided at the awards ceremony. Article to be included in the December edition of Wiltshire Life.
The Pound: Despite some pruning visibility around the Pound is still impaired. Wiltshire Council to be advised.
Letter from Mrs Bev Banks regarding the hedge/bushes at the Lipgate end of the Glebe Field. Request for it to be trimmed and cut back on the roadside.
Letter to be sent to the Football Club regarding litter left on the playing field/football pitch.

Proposal: Proposed conversion and refurbishment of the rear outbuilding.
At: 44 The Street All Cannings Devizes. Condition: Kept on the title of the new dwelling.
No objection.

Proposal: Scots Pine in front garden – Remove
At: Wesleyan Cottage 23 The Street All Cannings Devizes. No objection.
Change to Wiltshire Council’s procedures for processing applications regarding works to tree(s) within a Conservation Area:
A 21 day consultation will still take place with the parish/town/city councils. However, after this assessment of the application by Wiltshire Council’s tree officers will only take place in the event of an objection being raised by the parish/town/city councils. Should there be no response Wiltshire Council will assume that there is no objection to the proposal.

Council Tax Capping: Possibility of the Council Tax being capped in the future.

Best Kept Village Awards: Prize money is £150.00 for winning the County round and £30.00 for winning the Kennet round. The question of how the money will be spent will be discussed at the next meeting.
Letter of congratulations to be sent to Ian Teasdale for the completion of his walk in aid of SSAFA.
