MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 26th September 2001

MINUTES
Minutes of the previous meeting held on 25th July 2001 having been circulated, were confirmed as a true record and signed by the Chairman.

MATTERS ARISING

Recycle bins: No further news

WDS Ground Maintenance: The Clerk has managed to negotiate a 15% reduction on the final invoice.

Church wall repair: The Clerk has received a quotation from Mr Mansell- local builder, who states that the wall is in need of serious repair. The Clerk was asked to find out via the deeds whose responsibility the wall is and put this matter on the agenda for the next meeting.

REPORTS FROM COMMITTEES

Village Hall: The committee will be writing to the County Council to try to speed up the arrival of the recycling bins and asks that the parish council do the same. Their remodelling of the toilets is pending as the AGM is on 6th November when they are looking for new members.

PCC: They are looking for volunteers to help with the Michealmas Fair on 6th October and the Harvest Festival on 14th October.

FtPs: Footpath Warden has a list of all our footpath issues and will be addressing them as soon as possible.

Transport: No news

Leisure Facilities:

Play Area: The Safety Sign has been put up a second time after some children loosened it from its base. The Birt Whately seat is completed thanks to Mr Hunt.

New cycle equipment is waiting for maintenance to be carried out. Replacing the net on the Adventure Trail equipment needs to be looked into, and the fencing needs to be done.
The slide has been repainted by a group from Community Services and they have offered to do the swings too.

Churchyard:
War Memorial- James Long Masons in Trowbridge assessed the work would cost £700 it was suggested that the school be contacted to see if they could organise some children to do proper rubbings of the names on the memorial as a way of preserving their identities.
The Clerk has contacted the flower farm at Shalbourne who told her they would need to know the soil type and light conditions to advise which plants could be put into the conservation area in Autumn.It was proposed by Mr Daw and seconded by Mr Hunt that a budget of £50.00 could be spent on plug plants etc.

Urchfont Scouts: A request for a donation to the Urchfont Scouts who are taking part in the Scout World Jamboree in Thailand. As this did not meet any criteria for section 137 payments no donation was granted.

Parish Council Liaison Meeting: This will be taking place at West Lavington Village Hall on Wed.10th October at 7.30pm. Mr & Mrs Butcher offered to attend.

Audit Pilot Scheme: Notification of the end of the pilot was received from the Audit Commisssion who will be taking over control for accounts 2001-2002 and onward. The letter was accompanied by a booklet laying out the new structure for a three-tier system of audit. Under the new scheme the parish would be in the lowest category with a fixed fee.
