MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 25th July 2001


Election of Chairman and Vice-Chairman
Mr Daw was elected unanimously as Chairman and Mrs Currie agreed to stand again as Vice – Chairman and was duly elected.

MINUTES
Minutes of the previous meeting held on 27th June 2001 having been circulated, were confirmed as a true record and signed by the Chairman.

MATTERS ARISING

Recycle bins; Mrs White is looking into the work requested by the village hall committee before the bins are put in.

WDS Ground Maintenance: The Clerk has been in contact with those winding up WDS affairs and they are dealing with our complaint.

Chandlers Close: KDC are aware of the continual problem of rubbish and have sent one of their officers to talk to the owner, if no satisfactory promise is given to keep the area clear then they will be issuing a formal letter threatening legal action.

Hedge: The Hollisters have kindly cut back the hedge.

Church wall repair: The Clerk has contacted the Diocese who said that it was the council’s responsibility for repairs as long and as they were only minor no faculty would need be applied for.

REPORTS FROM COMMITTEES

Village Hall: No news.

PCC: The two flowerbeds at the entrance to the Churchyard need attention the PCC asked if they could arrange someone to tend them, the council agreed. The rubbish heap at the back of the Churchyard is an awful mess and will need to be cleared at some point.

FtPs: Footpath Warden has a list of all our footpath issues and will be addressing them as soon as possible. The Clerk has written to Mrs Barber about the overgrown hedge along ftp 14, the one along Darkie’s Lane has been cut back.

Parish Lengthsman: The next visit will take place in September the Clerk asked for items to be given. She will also ask the Post Office as they are aware of residents’ complaints.

Transport: No news

Leisure Facilities:
Play Area: The Safety Sign is due to be put up. The Clerk and Mrs Butcher will meet to decide on the exact location. The timber for the Birt Whately seat is nearly ready and should be completed over the summer.

Churchyard:
War Memorial- Caroline Webb indicated it would be a lengthy job that she was not really happy to carry out. The Clerk has contacted James Long Masons in Trowbridge who are coming out to have a look at it and give a quotation.
Community Policing: WPC Nicky Birt introduced herself to the council and explained her role. She listened to the councillors concerns about the need for a more noticeable Police presence in the village to help deter vandalism. The Clerk has two numbers that she can contact her on.

Corner Cottage: An application for change of use of the garage space was received.

Street Light: Allington. A Mr Simon Ayres has written to the council requesting their support in asking KDC to turn of Street Light 4 outside the cottage he is renting. After due consideration which included several councillors visiting Allington the council decided that it was not in the public interest to have the light turned off or moved. A letter to this effect was sent to Mr Ayres.

Audit:
With the council’s annual income exceeding the £5,000 mark for three years due to the Glebe Leisure Account, the accounts had to be presented in the new format of income and expenditure.
The new Income and Expenditure Accounts were presented (see attached)
Access to the accounts will be advertised on the Parish Notice-board in September
