MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 23rd January 2013
PRESENT: Cllr. D. Tilley, (in the chair),
Cllr. S. Butcher, Cllr. A. Gray, Cllr. K. Gay, Cllr. L. Sharpe.
APOLOGIES: Cllr. C. Butcher, Cllr. L. Grundy (WC).
The chair was taken by Cllr. D. Tilley in the absence of Cllr. C. Butcher.
Two members of the public attended.
Minutes of the Parish Council meeting held on 28th November, having been circulated were amended, as Cllr. S. Butcher advised that the land had not been given for the Woodland project but there will be a woodland planted on their land for the participation of the village, the minutes were then confirmed as a true record and signed by the chairman.
Minutes of the special meeting held on the 9th December, having been circulated were confirmed as a true record and signed by the chairman.
Woodland project will not proceed.
Village Community Store: Christmas fare held early December.
PCC: Situation regarding damaged memorials ongoing. Cllr. Tilley has done an excellent job in liaison with the PCC to formulate a new draft maintenance contract for the Churchyard. Some of the memorials have been repaired and re-erected. James Long (Masons) Ltd advised that the obelisk memorial has to be repaired. They have quoted £330.00 for the work required. Cllr. Tilley to liaise with Peter Griffin regarding the faculty required for the work.
Cemetery: PC approval of £300.00 to cover the cost of a cemetery gate to provide access from Chandlers Lane. Fred Coles has cut back bushes and trees at the cemetery which was approved by the PC. Railings to be repaired at the border with the school.
Village Green: Documents for registration as a QE11 Field completed.
Village Hall: Improvements to the hall completed.
Glebe Field: Damage to the football pitch and evidence of drinking to be reported to the police.
All Cannings Primary School: Drop off point at school working successfully.
Mobile classroom installed. Complaint received regarding the footpath from the green to the cemetery. Correspondence received regarding repairs required to cemetery railings.
Contracts: Maintenance contracts for the churchyard, cemetery, glebe land, pound and pond approved. Also contracts for the maintenance of the village green and glebe field. Contractors to be advised that the contracts will be renewed from April 1st 2013 and quotations to be submitted in February.
Wiltshire Wildlife Trust: The Sarsen Trail Sponsored Walk will take place on Sunday 5th May 2013.
Devizes and District Link: Letter of thanks for the donation of £50.00.
Grass Cutting: Tim Daw has advised that he will not be tendering for any of the grass cutting contracts this year.
Appeal Decision: App/Y/3940/A/12/2180771
At: 20 The Street All Cannings. Appeal is allowed and planning permission granted for new three bedroom detached dwelling.
Application for work to trees in a conservation area.
At: Rest Harrow The Street All Cannings. Line of Cypress, Leylandii and Elder trees – reduce by approx. 50%.

Precept 2013/2014: Precept of £10,286 approved by PC. This represents an increase of 10.9% and includes a top up grant of £751.65 from Wiltshire Council.
AOB: Allington notice board to be inspected.
Mother and toddler group looking for helpers.
Re-surfacing to commence on the road in the vicinity of Cannings Cross.
Footpath sign at the Lipgate Road entrance to Manor Farm.
Village design statement discussed.
New shelf required for phone box.
Canal car park requires repair.
Meeting closed at 9.17pm.
